Abstract

ABSTRAKPerubahan sistim pelayanan pada era globalisasi sangat terasa dan banyak mengalami perubahan. Pelayanan berbasis aplikasi telah mengubah pelayanan dari pelayanan manual menjadi pelayan berbasis teknonologi. Secara khusus pelayanan kepegawaian yang semula secara manual tetapi kini telah berbasis Simpeg (sistim informasi manajemen kepegawaian). Simpeg memberikan kemudahan dalam pelayanan kepegawaian. Penelitian yang dilakukan dengan pendekatan kualitatif melalui pengamatan dan wawancara utntuk mengetahui secara langsung bagaimana penerapan simpeg dalam pelayanan kepegawaian. Hasil penelitian menunjukkan bahwa faktor-faktor yang mempengaruhi simpeg Badan Kepegawaian Dan Pengembangan Sumber Daya Manusia Kabupaten Asmat secara umum telah berjalan dengan baik. Pelayanan simpeg dapat dilihat dari dimensi transparansi, akuntabilitas, kondisional, kesamaan hak, keseimbangan Hak dan Kewajiban. Penerapan simpeg dalam pelayanan kepegawaian dapat memotivasi sehingga memberikan kemudahan akses data. Melalui akses data akan memberikan motivasi pelayanan sehingga dapat meningkatkan kinerja ASN. Untuk menjaga stabilitas pelayanan dan kinerja diharapkan simpeg dapat mengikuti perkembangan zaman kemajuan zaman.Kata kunci: Kualitas meningkatkan motivasi dan KinerjaABSTRACTChanges in the service system in the era of globalization are felt and have undergone many changes. Application-based services have changed services from manual services to technology-based services. In particular, the personnel service, which was originally manual, has now been based on Simpeg (employment management information system). Simpeg provides convenience in personnel services. The research was conducted with a qualitative approach through observation and interviews to find out firsthand how SIMPEG is applied in personnel services. The results of the study indicate that the factors that affect the Civil Service and Human Resources Development Agency of Asmat Regency in general have been running well. Simpeg services can be seen from the dimensions of transparency, accountability, conditionality, equality of rights, balance of rights and obligations. The application of simpeg in personnel services can motivate so as to provide easy access to data. Through data access will provide service motivation so that it can improve ASN performance. To maintain service stability and performance, it is hoped that Simpeg can keep up with the times.Keywords: Quality increases motivation and performance

Abstract

ABSTRAKKualitas pelayanan e-KTP sangat dibutuhkan dalam memberikan pelayanan yang maksimal kepada masyarakat, untuk itu di perlukan landasan hukum yang jelas, sumber daya manusia yang profesional, sarana dan prasarana pendukung yang memadai serta kesadaran masyarakat akan kepemilikan dokumen kependudukan. Penelitian ini memiliki tujuan untuk mendeskripsikan dan menganalisis Kualitas Pelayanan e-KTP dan menganalisis faktor-faktor apa saja yang mendukung dan menghambat Kualitas Pelayanan e-KTP pada Kantor Dinas Kependudukan dan Pencatatan Sipil Kabupaten Asmat. Metode penelitian merupakan deskriptif kualitatif yaitu memberikan gambaran dan penjelasan secara ilmiah tentang kualitas pelayanan dan faktor – faktor yang mempengaruhi kualitas pelayanan e-KTP. Hasil penelitian menunjukkan bahwa kualitas pelayanan e-KTP pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Asmat belum maksimal hal ini dapat dibuktikan melalui lima dimensi diantarnya Dimensi Tangible (bukti fisik), Dimensi Realibility (kehandalan), Dimensi Responsiveness (daya tanggap), Dimensi Assurance (jaminan), Dimensi Empathy (empati) dan faktor internal serta ekternal yang mendukung dan menghambat kualitas pelayanan e-KTP.Kata Kunci: Kualitas Pelayanan, Landasan Hukum, Sumber Daya Manusia, Sarana dan Prasarana.ABSTRACTThe quality of e-KTP services is very much needed in providing maximum service to the community, for that a clear legal basis is needed, professional human resources, adequate supporting facilities and infrastructure and public awareness of ownership of population documents. This study aims to describe and analyze the Quality of e-KTP Services and analyze what factors support and hinder the Quality of e-KTP Services at the Population and Civil Registration Office of Asmat Regency. The research method is a qualitative descriptive that provides a scientific description and explanation of the quality of service and the factors that influence the quality of e-KTP services. The results showed that the quality of the e-KTP service at the Population and Civil Registration Service of Asmat Regency was not maximized, this can be proven through five dimensions including the Tangible Dimension (physical evidence), the Realibility Dimension (reliability), the Responsiveness Dimension (responsiveness), the Assurance Dimension (guarantee), the Empathy Dimension (empathy) and internal and external factors that support and hinder the quality of e-KTP services.Keywords: Service Quality, Legal Basis, Human Resources, Facilities and Infrastructure.
