Abstract

This research aims to analyze the government's communication strategy through the Bureau of Leadership Administration at the Regional Secretariat of North Sulawesi Province in publicizing policies, programs, activities, and regional development achievements in the digital era. The method used in this research is a descriptive qualitative method. The informants used in this study were selected using purposive sampling technique, totaling 11 people. Data collection was carried out through observation, interviews, and documentation. The research focused on planning aspects, objectives, message aspects, and media aspects. Data analysis was conducted by data reduction, data presentation, and drawing conclusions. The findings reveal that the government's communication strategy for publishing policies, programs, activities, and regional development achievements involves a systematic approach. The planning aspect consists of message preparation, design, and publication stages. The strategy primarily targets the community, aiming to provide them with government communication. The message aspect includes conveying information about upcoming and implemented policies, as well as regional development programs, activities, and achievements. The chosen media platform for publishing is Instagram, a popular social media application. In conclusion, the government's communication strategy in publicizing policies, programs, activities, and achievements of regional development in the Bureau of Administration of the Regional Secretariat of North Sulawesi Province is effective, despite relying solely on Instagram as the chosen social media platform. Therefore, it is recommended to utilize other social media platforms such as Facebook, YouTube, and others for broader reach and dissemination.

Abstract

This research aims at community participation in increasing interest in visiting the Bukit Kasih tourist destination in Kanonang Village, Minahasa Regency. The research method uses a qualitative approach, primary and secondary data sources through observation, interviews and document studies and uses interactive data analysis techniques according to Miles Huberman and Saldana (2014). The research results show that in increasing interest in visiting the Bukit Kasih tourist destination in Kanonang Village, the North Sulawesi Provincial Tourism Office has attempted to involve the community through outreach and training. However, the lack of coordination between the community, village government and related agencies is an obstacle. Even though the ability of the community to be involved is good, there is still a need to increase awareness and active involvement in tourism promotion and management. Apart from that, policies such as increasing entrance fees that are not approved by the public can reduce interest in visiting tourists. Therefore, maximum encouragement is needed to increase public awareness in participating and expressing opinions in the management of tourist destinations.

Abstract

This research aims to analyze human resource development to improve employee performance at the Sulawesi River One Regional Office, North Sulawesi Province. The research uses a research design with a qualitative descriptive approach. This research focuses on the stages of HR development as a strategy to improve employee performance based on indicators consisting of motivation, personality and with 12 informants. Data analysis is carried out in the stages of data reduction, data presentation and drawing conclusions or verification. The research results show that in the context of developing human resources to improve employee performance at BWS 1 North Sulawesi Province on motivation indicators, there are two forms of motivation, namely direct motivation and indirect motivation. Where direct motivation is in the form of praise, awards, bonuses and service stars. Meanwhile, indirect motivation involves providing job support facilities. Developing human resources from personality indicators, leaders build a sense of ownership of the work given, a "sense of belonging" and provide a form of cadre formation for subordinates by developing skills at work. Based on skill indicators, employees are given coaching and counseling that is oriented towards the ability to carry out work with quality results and leaders hone employees' abilities by providing work and individuals must be willing to develop themselves, including being able to take advantage of digital opportunities as part of self-investment and being able to set priorities well. The conclusion of this research is that human resource development for employees at BWS 1 North Sulawesi province has been carried out in order to improve employee performance both in terms of motivation, personality and skills
