<![CDATA[Pelaksanaan tanggung jawab Perusahaan Umum Lembaga Penyelenggara Pelayanan Navigasi Penerbangan Indonesia (Perum LPPNPI) terhadap terjadinya pelanggaran terkait kepemilikan sertifikat kompetensi personel pemandu lalu lintas penerbangan yang memberikan pelayanan pemanduan tanpa memiliki sertifikat kompetensi merupakan konsekuensi dari sanksi peringatan yang diberikan oleh Direktorat Navigasi Penerbangan. Tujuan dari penelitian ini adalah untuk mengetahui pelaksanaan tanggung jawab Perum LPPNPI terhadap pelanggaran terkait kepemilikan sertifikat kompetensi personel Pemandu Lalu Lintas Penerbangan yang melaksanakan tugasnya tidak di Unit yang sesuai dengan kompetensinya. Metode penelitian ini menggunakan metode yuridis empiris, yaitu data primer didapatkan dari hasil wawancara. Hasil audit Direktorat Navigasi Penerbangan ditemukan pelanggaran Undang-undang Nomor 1 Tahun 2009 dan PM 14 Tahun 2019 yaitu terdapat personel Pemandu Lalu Lintas Penerbangan yang belum memiliki sertifikat kompetensi Area Control Surveillance namun memberikan pelayanan di unit Area Control Center sehingga diberikan sanksi peringatan. Bentuk tanggung jawab perusahaan atas pelanggaran tersebut adalah menempatkan personel ke unit lain sesuai dengan kompetensi yang dimiliki serta memberikan pendidikan dan pelatihan kepada personel untuk mendapatkan sertifikat kompetensi yang sah sesuai dengan ketentuan. The implementation of the responsibilities of the General Company of the Indonesian Aviation Navigation Service Provider (Perum LPPNPI) for violations related to the ownership of a competency certificate for air traffic control personnel who provide guidance services without having a competency certificate is a consequence of the warning sanction given by the Directorate of Aviation Navigation. The purpose of this study is to find out the implementation of the responsibilities of Perum LPPNPI for violations related to the ownership of competency certificates for Air Traffic Control personnel who carry out their duties not in units that are in accordance with their competence. This research method uses empirical juridical methods, namely primary data obtained from interviews. The audit results of the Directorate of Aviation Navigation found violations of Undang-undang Number 1 of 2009 and PM 14 of 2019, namely Air Traffic Control personnel do not yet have an Area Control Surveillance competency certificate but provide services at the Area Control Center unit so they are given a warning sanction. The corporate responsibility for these violations is to place personnel in other units according to their competencies and provide education and training to personnel to obtain valid competency certificates in accordance with the provisions.]]>
