Abstract

Turkey is one of the important actors whose roles cannot not be ignored in understanding the dynamic of Syrian crisis. Turkey used to interfere the neighboring country in order to remove the Syrian regime by backing the opposition groups and building alliance with the western countries. Turkey began to change its foreign policy strategy in Syria in 2016, but still maintained its domestic security and stability interest. This paper is aimed at explaining the relationship between the driving factors and Turkey’s foreign policy strategy change. This research applied the foreign policy decision making approach where determinants were perceived and acted upon by the official governmental decision makers. James Rosenau’s decision making theory was employed to strengthen the approach, consisting of some foreign policy determinants such as external environment, internal environment, information assessment and decision-making process which further affect decision makers to make the state’s foreign policy decision as the output. The finding of the research showed that domestic and international factors encouraged Turkey to change its foreign policy strategy. Such new strategy was that Turkey was collaborating with Russia in seeking the resolution to create stability within Syria and put an end of the severe conflict.

Abstract

This article discusses Indonesia’s orientation in the North Natuna Sea in the constructivism. The article aims to look at the change of Indonesia's orientation towards the positioning of North Natuna waters following China’s claims as the part of its territories. Indonesia’s orientation used to be for economic development activities. However, Indonesia then swifted such orientation to defense and security. The article applied the constructivist theory of Alexander Went. The article applied the qualitative approach whose data collection was through literature study.

Abstract

This paper aims to explain Indonesia’s rejection to resolve its 2015 forest and land fire disaster under the mechanism of Joint Emergency Response provided in the ASEAN Agreement on Transboundary Haze Pollution. The haze caused by forest and land fires in Indonesia raised threats to not only itself but also states in the region of Southeast Asia. As it was declared as a regional problem, ASEAN then responded by creating a common framework called the ASEAN Agreement on Transboundary Haze Pollution in 2002 and Indonesia was the last ratifying the agreement in 2014; more than a decade after its inception. Indonesia, however, refused to pick the AATHP Joint Emergency Response to tackle the 2015 disaster within its territorry despite its most serious recurring disaster since 1997. This research applied the qualitative method with a causal correlation analysis. The research applied Charles O. Lerche and Abdul A. Said’s national interest theory. The research found that Indonesia’s rejection was driven by its national interests such as image, economy and politics which were much more important than others. Instead, Indonesia preferred the domestic efforts and bilateral cooperation to respond to it. The paper argues that the Southeast Asian regional institution is not able to offer incentives overtaking states’ domestic-oriented national interests. Abstract

This paper aims to explain the role of United Nations Children’s Fund (UNICEF)inprotectingandsavingtherightsofchildrenwhobecamevictims in Yemen’s war. Despite the fact that it was an international humanitarian organization under the United Nations’ umbrella created by states, it could operate independently and its behavior was sometimes contrast to states’ interests especially those involved in the conflict. In addition to the research problem, the rareness of study on UNICEF’s behavior in conflict areas especially in Yemen drove this research. The research applied the qualitative methods with a causality analysis. In oder to explain the research problem, the role theory and concept of international organization’s independence fitting the constructivist approach were applied. The research found that the driving factors such as identity, norm and independence created theUNICEF’s role in protecting and saving the children’s rights in Yemen. The paper represents a perspective that non-material factors place the international organization’s role important in globalpolitics

Abstract

Studi pertahanan memiliki pemikiran bahwa inovasi militer suatu negara memiliki kaitan dengan politik luar negeri suatu negara; kemudian memberikan motivasi bagi mereka untuk melakukan diplomasi pertahanan. Namun, masih sedikit akademisi yang memberikan perhatiannya dalam hal industri pertahanan, khususnya berkaitan dengan negara middle power dan new emerging power. Penelitian ini bertujuan menjelaskan hubungan antara faktor-faktor pendorong dengan kebijakan Indonesia dalam melakukan kerjasama industri pertahanan dengan Turki. Temuan penelitian ini adalah partisipasi sipil dalam inovasi militer dan kepentingan nasional strategis merupakan faktor penting yang mendorong kerjasama tersebut. Kerjasama Indonesia-Turki meliputi riset dan pengembangan, produksi dan pemasaran bersama beberapa alat peralatan pertahanan dan keamanan. Penelitian ini menggunakan konsep inovasi militer dan diplomasi pertahanan dan melihat bahwa Indonesia mengejar agenda kemandirian teknologi pertahanab. Untuk itu, Indonesia mulai melebarkan relasi pertahanan di luar mitra tradisionalnya.Kata kunci: kerjasama, industri pertahanan, partisipasi sipil, kepentingan nasional strategis, diplomasi pertahanan. The study of defense sees that military innovations has a connection to foreign policy; therefore, motivate them to conduct defense diplomacy. However, just few scholars have their concern to defense industry subject, especially amongst middle power and new emerging power. This paper aims to explain the interaction between causal factors and Indonesia’s cooperation policy with Turkey in term of defense industry. The research has found that civilian participation within military innovation and strategic national interests were supposed to be significant determinants which encouraged the state to agree on defense industry cooperation with Turkey. The cooperation included joint research and development, production and potential sale of armaments. The research applied the concept of civil-led military innovation as well as defense diplomacy and argues that Indonesia has been pursuing its defense technology independence. Therefore, it diversifies its defense relation beyond its traditional partners.Keywords: cooperation, defense industry, civilian participation, strategic national interest, defense diplomacy.

Abstract

ABSTRACT This article aims to describe how young generation in Pekanbaru could be motivated and prepared in order to take advantages of globalization through a community service program called the soft skill empowerment of language communication. The fact that Indonesia, especially Pekanbaru, is still left behind in term of English proficiency amid inevitable globalization encouraged such program. The program was conducted in the form of fun training which emphasized the participants’ active involvement overseeing all aspects of communication competency. The program has shown some positive outcomes such as raising awareness, improving basic competence, gaining self-confidence and securing parents’ satisfaction. The program, or others which are alike in the future, is supposed to benefit community, generate development and improve the city human resource. Key words: empowerment, soft skill, communication, young generation, globalization. ABSTRAK Artikel ini bertujuan menggambarkan bagaimana generasi muda di Pekanbaru dapat dimotivasi dan dipersiapkan untuk mengambil manfaat dari globalisasi melalui kegiatan pengabdian masyarakat dalam bentuk pembinaan soft skill komunikasi bahasa. Bahwa Indonesia khususnya Pekanbaru masih tertinggal dalam hal profisiensi komunikasi bahasa Inggris di tengah-tengah arus globalisasi yang tak mungkin dihindari menjadi pendorong pelaksanaan kegiatan ini. Program ini dilaksanakan dalam bentuk pelatihan yang menyenangkan yang menekankan pada keterlibatan aktif peserta mencakup semua aspek kompetensi komunikasi. Program ini menunjukkan beberapa capaian positif seperti kemunculan kesadaran, peningkatan kompetensi dasar, penumbuhan kepercayaan diri serta kepuasan dari orang tua peserta. Program ini, atau semacamnya di kemudian hari, diharapkan semakin memberikan manfaat kepada masyarakat, menggerakkan pembangunan dan meningkatan sumber daya manusia di kota Pekanbaru. Abstract

Artikel ini bertujuan untuk mendeskripsikan bagaimana kegiatan pengabdian memberikan manfaat bagi generasi muda, khususnya siswa tingkat SMA/MA sederajat dalam merespon masalah sampah di kota Pekanbaru. Bahwa masyarakat termasuk siswa belum memiliki cukup kesadaran terhadap Tujuan Pembangunan Berkelanjutan (SDGs) bila dikaitkan dengan masalah sampah merupakan alasan utama pelaksanaan kegiatan pengabdian ini. Kegiatan pengabdian dilaksanakan dalam bentuk pelatihan dan pemberdayaan yang melibatkan keaktifan peserta. Kegiatan ini telah menunjukkan beberapa hasil yang positif seperti pemahaman peserta terhadap masalah sampah di Kota Pekanbaru dan tujuan SDGs serta kesadaran terhadap peran dan kontribusi mereka dalam menciptakan lingkungan bebas sampah. Ini diharapkan dapat membantu mencapai dua dari tujuan SDGs yaitu; kota dan masyarakat yang berkelanjutan; dan konsumsi dan produksi yang bertanggungjawab dari pihak non-pemerintah.

Abstract

This community service program aimed to realize human security from the threat of COVID-19 pandemy by conducting preventive attempts at the Pasar Minggu, Village of Kota Tengah, Subdistrict of Kepenuhan, District of Rokan Hulu. Insufficient literacy on the pandemic and very limited numbers of prevention facilities in the market encouraged the community service. The activitiy was carried out for more and less two weeks in the form of socializing and providing equipment. The program had a number of work plans such as informing the danger and threat of COVID-19, setting up a banner encouraging people to implement health protocol and providing public hand-washing facilities. Such program is expected to help to cut off the swift spread of COVID-19 in the non-urban areas especially those located in the Village of Kota Tengah.

Abstract

The outbreak of COVID-19 has caused challenges to international affairs in term of health, economy, politics and security in addition to the changes of interaction between actors. As one of the regional governments in a unitary state and a capital city of Indonesia, the Jakarta government projected its paradiplomacy in response to the pandemic. Its status as a lower administration under the national government did not prevent it from taking active efforts by exploiting internet and digital technology development. The paper aims to describe the Jakarta government’s paradiplomatic practices in responding to the COVID-19. This research applied the qualitative method with a descriptive analysis. In addition, this research employed the concept of paradiplomacy and digital diplomacy. The findings show that the Jakarta government carried out digital diplomacy as the form of its paradiplomacy in a number of activities such as providing reliable information, collaborating with foreign communities, participating in global forum, releasing gubernatorial message, improving data platform capability and initiating an international forum at home. Such internet-supported activities were meant to share experience, collaborate and provide transparency. Paradiplomacy in the form of digital diplomacy activities was mainly conducted to gain trust to the regional government from its international audiences and create an image that Jakarta was a crisis-proof city and the part of global community. The paper argues that sub-national governments’ roles in international affairs are becoming important thanks to a new room for diplomacy practices, strengthened by unprecedented global crises.
