Abstract

Toll road infrastructure has shown a significant number in recent years. This condition should be followed by operational service which meet the user expectations, in fact sometimes it doesn’t. A Minimum Service Standard (MSS) has already been set to ensure that users receive adequate services. However, users' needs and expectations are dynamic making it necessary to gather users' opinion and suggestion based on the available services. The aim of this research is to evaluate the service performance by exploring the opinions and expectations of toll road users regarding the service performance and the aspects of safety, security, and comfort regarding to MSS. This paper performed a survey by using online questionnaires, involving toll road users in Indonesia, on February 2018. The questionnaire results were then analyzed by using descriptive statistics. Results were shown that the users tend to 3 prioritize safety, then followed by security and comfort elements, respectively. The indicator of sufficient street lighting determines the fulfillment of MSS according to the perception of the users (1 from 18 indicators). This indicator has been included in the MSS. All indicators that affect users’ satisfaction have been found in MSS, except the indicator about ‘the availability of contacting the call center for users’ assistance’. Therefore, this paper suggest that the indicator mentioned in prior will be suggested to be in further consideration. Abstract

Covid-19 pandemic has a lot of impact on various sectors, including transportation. Local government's policy influences public's decision in choosing their transportation mode. This study aims to find the factors which influencing public's behaviour on choosing the transportation mode during pandemic. The method used is a survey using questionnaire to respondents who live on Tangerang City and District. Based on the analysis has done, the influence factors for mode choice are safety, interior conditions, circulation, security, reduction of public transport fares, and increasing tariff in parking and toll rates, and transportation services public. The safety aspect is the most important aspect, besides comfort, security, tariff and route aspect. In this research, women tend to change their decision to use public transportation based on the conditions above, while men prefer to use their private vehicle. During this pandemic period the travel frequency is decreasing but the travel cost relatively the same. ABSTRAK Pandemi Covid-19 memberikan dampak di berbagai sektor, khususnya sektor transportasi. Kebijakan pemerintah setempat menyebabkan pergeseran yang berarti terhadap pemilihan moda kendaraan oleh masyarakat dalam melakukan perjalanan. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi pelaku perjalanan dalam memilih moda kendaraan selama pandemi. Metode penelitian yang digunakan adalah metode survei dengan penyebaran kuesioner untuk responden di wilayah Kota dan Kabupaten Tangerang. Berdasarkan hasil analisis didapatkan faktor-faktor yang mempengaruhi pengambilan keputusan dalam pemilihan moda transportasi adalah kondisi interior, sirkulasi, penurunan pada tarif angkutan publik, dan peningkatan pada tarif parkir, tarif tol, dan pelayanan angkutan publik. Aspek keselamatan menjadi aspek terpenting diikuti kenyamanan, keamanan, tarif dan rute. Analisis preferensi memperlihatkan bahwa responden wanita cenderung menggunakan angkutan publik selama pandemi sedangkan responden pria tetap menggunakan kendaraan pribadi. Penelitian ini memperlihatkan bahwa di masa pandemi frekuensi perjalanan menjadi lebih sedikit, namun biaya transportasi relatif tetap.
