Abstract

Numbers and fatality of casualties in Indonesia is a very serious problem that has to be solved as soon as possible. Data shows that 3 or 4 casualties die every 12 accidents per hour. The high risk occurs because of many factors i.e. humans, condition of road, vehicle, environment, technology, and weather that can be explained with Risk Exposure. The aims of this study are to determine the value of Risk Exposure in order to improve road safety in Indonesia based on accident fatality and then propose recommendations in order to reduce the number and fatality of the accident risk. Complete, accurate, and up to date data is collected from Korps Lalu Lintas Polri, 2019 and Statistics Central Bureau in year 2010-2019 in all provinces in Indonesia. Data from year 2010 up to year 2019 can be considered as a normal data, whereas data during pandemic conditions can be assumed as an up normal data because of many traffic policies applied as need at that time. Descriptive statistics indicated that Risk Exposure Value (REV) based on accident fatality to population number, vehicle number, driving license ownership, and various roads surface pavement conditions increase every year. From the REV, then the practice actions that have to be done soon are education to the divers, implementation of road furniture, and step by step installation of ITS as needed. The results of this study are important because the study reviews from another point of view rather than that most accidents are caused by human error and can then be used as a basis for real follow-up in the field. Abstract

Blackspot is a prone location with a high number of accidents. There are a number of definitions of blackspot, i.e. based on country, location, and the severity of road traffic accidents (accidents). One definition of blackspot in Indonesia is a location of 300 up to 500 meters long with a high number of accidents. Usually, blackspot is only analyzed based on the number of accidents and the severity of accidents. In this study, blackspot is analyzed based on 3 criteria i.e. (1) differences in road conditions, (2) the number of accident fatality, and (3) risk analysis in a specific time period. The differences in road conditions in terms of geometric conditions, road pavement surface conditions, and road furniture conditions. The number of accident fatality data can be taken from the National Police of the Republic of Indonesia or from the Central Bureau of Statistics in Indonesia. Risk analysis is an analysis to determine the risk value, risk category, and action recommendation in order to reduce the number of accidents and the fatality of the accident. Furthermore, comparison is carried out between determination of blackspot location based on the number and the severity of accident and those based on the three criteria. The results based on the three criteria show that determination of blackspot location is more accurate. The results of the study produce a more accurate and detailed blackspot analysis and can be used in all locations in Indonesia using complete, accurate, and up-to-date accident data, so that the results are valid and useful for explaining actual real conditions.

Abstract

The importance of Asphalt Mixing Plant (AMP) equipment in road preservation activities requires an efficient monitoring and evaluation process from equipment operation worthiness certification. Digitization is needed for automatic AMP management in order to produce a simple, fast, accurate, and transparent reporting system. Manually collecting AMP information data could hinder road preservation performance directly, particularly for the monitoring process from central ministry offices to regional offices, especially in the work scope of the Directorate of Road and Bridge Preservation Region II C. Utilization of Google features in an effort to optimize AMP data updates could actualize the main goal of digitizing information. Information technology such as Google Data Studio, integrated with other features, provides effectiveness in data management which is empowered as a means of monitoring AMP units in supporting the performance of the Directorate of Road and Bridge Preservation Region II C, Ministry of Public Works and Public Housing. ABSTRAK Pentingnya peralatan unit Asphalt Mixing Plant (AMP) dalam kegiatan preservasi jalan menuntut adanya efisiensi proses monitoring dan evaluasi dari sertifikasi laik operasi alat. Dalam aktifitas pemantauan, digitalisasi diperlukan untuk pengelolaan AMP secara otomatis guna menghasilkan sistem pelaporan yang mudah, cepat, akurat, dan transparan. Pengumpulan data informasi AMP yang dilakukan secara manual tentu dapat menghambat kinerja preservasi jalan secara langsung terutama untuk proses pemantauan dari kantor kementerian pusat ke balai di daerah terutama pada lingkup kerja Direktorat Preservasi Jalan dan Jembatan Wilayah II C. Pendayagunaan fitur Google dalam upaya optimalisasi pembaharuan data AMP dapat mewujudkan tujuan utama digitalisasi informasi. Pemanfaatan teknologi informasi seperti Google Data Studio yang dapat diintegrasikan dengan fitur lainnya, memberikan efektifitas dalam mengelola data yang diberdayakan sebagai sarana pemantauan unit AMP, dari mulai lokasi hingga kelaikan operasi alat dalam mendukung kinerja Direktorat Preservasi Jalan dan Jembatan Wilayah II C, Kementerian Pekerjaan Umum dan Perumahan Rakyat.
