Abstract

Economics regulation by the state is indeed very necessary to ensure that the pursuit of profit does not conflict with social welfare. That is the reason why regulatory economics becomes really important. However, the context in this paper contradicts with the ideal substance of regulatory economics in which the government proactively provides incentives to remain entrenched monopolistic business practices while taking a dominant role in importing salt commodity through the issuance of a public policy that is more permissive and accommodating to those interests. This paper aims to describe the political dynamics in the formulation and implementation of salt import policy in Post-Soeharto Indonesia which was mainly characterized by the practice of unfair business competition. As descriptive qualitative research, this study utilized in-depth interviews, observation, document tracking, and document analysis techniques in which a number of bureaucrats, entrepreneurs, and salt farmers were used as informants to mine the data. The results of this study show that government intervention through Permendag No. 125/2015 does not reveal a pure orientation of "liberating salt commodity trade from monopolistic business practices", but to satisfy its vested interests and save the sakes of certain importers who were being the important part of its business collusion. Content imperfections, deliberate elimination of substantive obligations, facilitation of rent-seeking and monopolistic business practices, and the impartiality of the regulation’s purpose with the livelihoods of salt farmers in Indonesia become primary impetuses of the resistance of various parties to the dark side of regulatory economics imposed by the government.Regulasi ekonomi oleh negara memang sangat diperlukan untuk memastikan bahwa pengejaran keuntungan tidak bertentangan dengan kesejahteraan sosial. Itulah alasan mengapa ekonomi regulasi menjadi sangat penting. Namun, konteks dalam makalah ini bertentangan dengan substansi ideal ekonomi pengatur di mana pemerintah secara proaktif memberikan insentif untuk tetap mempertahankan praktik bisnis monopolistik sambil mengambil peran dominan dalam mengimpor komoditas garam melalui penerbitan kebijakan publik yang lebih permisif dan akomodatif. untuk kepentingan itu. Makalah ini bertujuan untuk menggambarkan dinamika politik dalam perumusan dan implementasi kebijakan impor garam di Indonesia pasca-Soeharto yang terutama ditandai oleh praktik persaingan usaha tidak sehat. Sebagai penelitian kualitatif deskriptif, penelitian ini menggunakan wawancara mendalam, observasi, penelusuran dokumen, dan teknik analisis dokumen di mana sejumlah birokrat, pengusaha, dan petani garam digunakan sebagai informan untuk menambang data. Hasil penelitian ini menunjukkan bahwa intervensi pemerintah melalui Permendag No. 125/2015 tidak mengungkapkan orientasi murni "membebaskan perdagangan komoditas garam dari praktik bisnis monopolistik", tetapi untuk memuaskan kepentingan pribadi dan menyelamatkan kepentingan importir tertentu yang sedang bagian penting dari kolusi bisnisnya. Ketidaksempurnaan konten, penghapusan sengaja kewajiban substantif, fasilitasi perburuan rente dan praktik bisnis monopolistik, dan ketidakberpihakan tujuan regulasi dengan mata pencaharian petani garam di Indonesia menjadi dorongan utama dari resistensi berbagai pihak terhadap sisi gelap ekonomi regulasi. dipaksakan oleh pemerintah.

Abstract

AbstractThis paper aims to discuss the dynamic intersection between the spatial barriers and the tendency of the utilization of "mediated citizenship" by villagers in accessing public services. It is important to map out how villagers interact with authoritative service providers at the local government level, which is not done directly, but through the mediation of a third party, namely a local NGO that is implementing a program in their village. Based on the context of Oi Bura Village, the tendency of the utilization of mediator services of  "LAKPESDAM PCNU Kabupaten Bima" in accessing public services (especially the residential identities) began to take shape because it was triggered by the poor people's consideration about the spatial stretch of their village area with the site of the service provider that would have an impact on financial expenses and bureaucratic severity factors that must be passed when accessing these basic services. Although the residential identities should be obtained automatically based on formal status as an Indonesian citizen, in practice the access of the poor villagers to basic services is achieved through a third party mediation role. The limitations of the service providers' responsiveness, accountability and institutional capacity to act proactively in solving the public problems are increasingly opening up the chance for "permanence" of facilitation of the state-citizen interaction by third parties.Keywords: access, citizenship, mediator, service, space  AbstrakMakalah ini bertujuan untuk membahas persimpangan dinamis antara hambatan spasial dan kecenderungan pemanfaatan "mediated citizenhip" oleh warga desa dalam mengakses layanan publik. Penting untuk memetakan bagaimana masyarakat desa berinteraksi dengan pemberi layanan otoritatif di tingkat pemerintah daerah, yang tidak dilakukan secara langsung, melainkan melalui mediasi pihak ketiga, yaitu LSM lokal yang melaksanakan program di desanya. Berdasarkan konteks Desa Oi Bura, kecenderungan pemanfaatan jasa mediator “LAKPESDAM PCNU Kabupaten Bima” dalam mengakses pelayanan publik (khususnya identitas permukiman) mulai terbentuk karena dipicu oleh pertimbangan masyarakat miskin terhadap tata ruang. hamparan wilayah desanya dengan lokasi penyedia layanan yang tentunya berdampak pada pengeluaran keuangan dan faktor keparahan birokrasi yang harus dilalui saat mengakses layanan dasar tersebut. Meskipun identitas kependudukan seharusnya diperoleh secara otomatis berdasarkan status formal sebagai warga negara Indonesia, pada praktiknya akses masyarakat miskin terhadap layanan dasar dicapai melalui peran mediasi pihak ketiga. Keterbatasan daya tanggap, akuntabilitas, dan kapasitas kelembagaan penyedia layanan untuk bertindak proaktif dalam menyelesaikan masalah publik semakin membuka peluang untuk "kelanggengan" fasilitasi interaksi negara-warga oleh pihak ketiga.Kata kunci: akses, citizenship, mediator, layanan, ruang.

Abstract

Abstract : This paper tries to explore the practice of residential segregation in a village and its impact on the villagers’ comprehension about the concept of citizenship. The process of separating the residential location of a group who came from Bali with other groups in the village of Oi Bura of Tambora sub-district in Bima district reflects the immortal existing of colonial legacies in the form of ethnic and religious residential segregation. As a result, these practices have triggered the emergence of social distance among social groups and then hurt the principle of social inclusion or social solidarity as major dimensions of citizenship.Keywords: villagers; intersubjectivity; residential segregation; colonial legacy; production-based social structure; citizenship.Abstrak : Tulisan ini hendak mengungkap praktek segregasi residensial di sebuah desa dan dampaknya terhadap pemahaman warga desa tentang konsep kewarganegaraan. Proses pemisahan lokasi pemukiman sekelompok orang yang berasal dari Bali dengan kelompok lainnya di Desa Oi Bura Kecamatan Tambora Kabupaten Bima mencerminkan keberlangsungan abadi warisan-warisan kolonial dalam bentuk segregasi residensial etnis dan agama sekaligus. Imbasnya, praktek tersebut telah memicu kemunculan jarak sosial antarkelompok masyarakat dan mencederai prinsip inklusi sosial atau solidaritas sosial yang menjadi dimensi utama kewarganegaraan.Kata kunci: warga desa; intersubyektivitas; segregasi residensial; warisan kolonial; struktur sosial berbasis produksi; kewarganegaraan.

Abstract

Law No. 6/2014 on Villages becomes the rule of application of negotiable governance in the management of village development. Authority in this domain must be translated as a negotiation space for various stakeholders. Accessibility of public participation in any regular citizenship forum must be guaranteed to be fulfilled by the Village Government, in line with the willingness of this village-scale authoritative institution to create public information transparency. This paper aims to examine the level of institutionalization of negotiable governance in the management of development in Bajo Village, Soromandi Sub-District, Bima District. As qualitative research with a descriptive approach, this research utilized in-depth interviews, observation, document tracking, and document analysis techniques in which a number of village government apparatus and villagers were used as informants to mine the data. The results of this study show that institutionalizing negotiable governance has not been taken seriously because the public participation in regular citizenship forums in Bajo Village is only possible because of "invitation" from the village government alone. The politicization of the public space seems only to be positioned as a mere formality through that "invitation" mechanism. Participatory governance seems to exist, but it is not implemented properly. More than that, the availability of information access is still very limited and relies heavily on the willingness of the village government to provide it to all existing residents. Certain information can only be accessed by the people who have the closest relationship with certain village officials, not villagers in general. The communication media is still limited to the existing formal forum which is believed to remain exclusive because it only involves certain elements of the community, who cannot possibly represent the needs of all groups of society.

Abstract

Abstrak: Tulisan ini mengkaji praktik De-politisasi isu publik yang dilakukan oleh pemerintah. De-politisasi isu dan kepentingan publik memicu terjadinya deficit demokrasi suatu negara. De-politisasi melalui negasi atas akses dan pembatasan atas ruang publik dalam membahas kebijakan yang berkaitan langsung dengan kepentingan Negara. Atas dasar hal tersebut, kebijakan reklamasi Pulau Benoa di Bali-Indonesia dijadikan sebagai objek analisa jurnal ini. Reklamasi Pulau Benoa disinyalir sebagai praktek de-politisasi isu publik yang dilakukan oleh Pemerintah Daerah Bali.Kata Kunci: Depolitisasi, Pemerintah, Elit, Publik dan Demokrasi.

Abstract

this paper tries to explore deeply about the potential of violation of citizens’ economic, social, and cultural rights by state (government) in the public infrastructure building project. One of EcoSoC rights that potential to be violated is right to private property i.e. individual house and land. Such rights violation is manifested in the form of forced eviction conducted by government to take over the citizens’ asset and land that defined as a site or location for building certain public facilities. The construction of Kulonprogo International Airport in Yogyakarta is positioned as the main object of analysis. To find out the right answer, I use a case study approach while utilizing the case of construction of Lombok International Airport in 2006-2011 as a comparison.

Abstract

This training focuses on testing the effectiveness of citizen journalism as a variant of social engineering for the realization of social accountability in managing village development. The potential and active participation of the youth in overseeing the management of village development needs to be sharpened or strengthened through training in the use of media and communication tools. The role of youth must be maximized in a more positive direction in the framework of village policy so they can contribute significantly to improve the pattern of village development management which will significantly influence the acceleration of public welfare achievement. Citizen journalism as a special variant of social engineering must be tested for its relevance and be further developed as an instrument for the realization of social accountability in the village that requires the community to play the role of supervisor for all village government actions. It is conducted by publishing photo-voice narratives in various available communication channels in the village, both in printed and electronic forms. This activity has been carried out for four months in 2019 (August-November) through two learning phases which are classroom learning and mentoring for transferring basic knowledge and reviewing everything that intersects with prospects, constraints and substantive needs of this citizen journalism intervention. Methods used in the training included lectures, discussions, photo-film displays, simulation, presentations, and mentoring. This intervention was effective to increase the youth’s knowledge and skill about producing various items of citizen journalism to disseminate substantive information to the public as well as to forge their courage to have a direct dialogue with the village government apparatus regarding important issues that have not been included in the formulation of village development programs.

Abstract

This article aims to show how the social movement was conducted in the framework of claiming a number of aspects of citizenship, especially environmental rights and political participation, to the local government. The refusal of FRAT Bima over the extractive policy of the Government of Bima District during 2011-2012 becomes a reflective context of the type of social movement with such a framework. This social protest should be explored further because it used acts of vandalism on some public facilities as the chosen way to fight against the environmental and political injustices. Through a case study, the author aims to explore the sequence of repertoires which were applied sequentially by FRAT Bima’s social protest as well as to examine its linkage with environmental citizenship and public distrust. Despite being closely related to citizens' awareness about environmental citizenship, the occurrence of this anarchist movement was also triggered by the low level of "formal legitimacy" of the local government as a seed of public distrust towards the intentions of environmental governance policy that was about to be applied to make the agricultural land owned by villagers as the site of a certain project of mineral extraction. The lack of the government’s formal legitimacy, which was supported by the growing awareness of environmental citizenship, has led the sequential application of conventional and non-conventional strategies in the demands articulation of FRAT Bima. This sequence of repertoires was held due to the low-level of government's responsiveness in accommodating the public claims about the cancellation of an undemocratic environmental policy.

Abstract

Penelitian ini berjudul Peran Lembaga Adat Masyarakat Donggo (LAMDO) dalam Menyelesaikan Konflik Antar masyarakat di Kabupaten Dompu. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana peran Lembaga Adat Masyarakat Donggo (LAMDO) dalam menyelesaikan konflik antarmasyarakat di Kabupaten Dompu. Bersandar pada pendekatan penelitian kualitatif, diperoleh hasil yang menegaskan bahwa tokoh adat yang mengorganisir diri melalui Lembaga Masyarakat Adat Donggo (LAMDO) mampu memposisikan diri sebagai salah satu unsur paling sentral di tengah kehidupan masyarakat tatkala konflik komunal antarwarga desa mencuat ke permukaan dan bertindak pula sebagai pelengkap spektrum peran “resolusi konflik” yang dilaksanakan unsur Pemerintah Kabupaten Dompu.Lembaga adat yang sebelumnya sudah lama tidak berfungsi bahkan hilang, coba dihidupkan lagi dan dimaksimalkan perannya. LAMDO menjadi pihak yang sangat berperan aktif dalam menggalang dan menjaga perdamaian pada saat konflik ataupun pasca konflik terjadi, tokoh adat yang ada pun merupakan pihak pertama yang coba didekati oleh pihak pemerintahan, karena melihat pentingnya dan strategisnya lembaga adat di tengah masyarakat Dompu. Karena dipercaya lembaga adat lebih dapat diterima oleh masyarakat setempat. Masyarakat sebetulnya memiliki kemampuan dan sensitivitas yang disebut “kearifan lokal” dalam menjaga kelangsungan dinamika masyarakat termasuk mengantispasi bahaya yang mengancam dan menyelesaikan konflik. Memberdayakan kearifan lokal sebagai alternatif solusi dalam penanganan konflik merupakan pendekatan budaya dalam menyelesaikan konflik. Dan kenyataan di lapangan menunjukkan bahwa LAMDO telah mampu mendayagunakan kearifan lokal dalam penanganan konflik komunal yang terjadi di Kabupaten Dompu, terutama pada kasus konflik warga Desa O’o dengan Lingkungan Kota Baru tahun 2014 lalu. Kemampuan LAMDO tersebut merefleksikan signifikasi dan fungsi kearifan lokal dalam resolusi konflik, yakni sebagai (a) penanda identitas sebuah komunitas, (b) elemen perekat (aspek kohesif) lintas warga, (c) sesuatu yang tidak bersifat memaksa tetapi lebih merupakan kesadaran dari dalam, (d) pemberi warna kebersamaan sebuah komunitas, (e) perubah pola fikir serta penyemai hubungan timbal-balik kelompok individu dan meletakkannya di atas common ground, dan (6) pendorong proses apresiasi, partisipasi sekaligus meminimalisir anasir yang merusak solidaritas dan integrasi komunitas. Kata Kunci: Dompu, Konflik Komunal, Lembaga Adat, Local Wisdom, Resolusi

Abstract

Tujuan yang ingin dicapai dalam penelitian ini adalah untuk mengetahui sejauh-mana peran Pemerintah Kabupaten Bima dan stakeholder lain dalam pengembangan Pantai Pink sebagai destinasi wisata pedesaan yang berkontribusi pada pertumbuhan ekonomi serta penanggulangan kemiskinan warga Desa Lambu; dan Potensi serta tantangan penerapan konsep pro-poor tourism yang menghubungkan ekonomi pedesaan dengan aktivitas pengembangan Pantai Pink sebagai destinasi wisata. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus untuk mengungkap apakah pengembangan destinasi wisata berbasis Pro-Poor Tourism memiliki dampak secara langsung terhadap tingkat kesejahteraan masyarakat Desa Lambu. Penentuan subyek penelitian ini dipilih berdasarkan teknik snowball sampling guna menentukan informan-informan kunci yang disasar sebagai sumber penggalian data.. Sedangkan untuk mengumpulkan data peneliti menggunakan metode Desk study dan Field study.  Hasil dari penelitian ini adalah yang pertama adalah peran masyarakat lokal dalam kegiatan pengelolaan pariwisata di Desa Lambu telah memperlihatkan dampak yang positif, kedua Hasil penelitian menunjukkan bahwa tahapan partisipasi masyarakat desa Lambu dalam pengembangan pariwisata terbagi menjadi 4 yaitu perencanaan, pelaksanaan, pengelolaan dan evaluasi. Keywords: Pro-Poor Tourism, Partisipasi, Parwisata.
