Abstract

Ethnicity is a very important issue for the pluralistic Indonesian society, but before ethnic violences exploded in various places of Indonesia, not many social scientists were interested in studying the topic, and their understanding of ethnicity was mostly limited to the classic meaning of “an ethnic group’s identity” introduced by Fredrik Barth in 1969. This classic meaning has obviously failed to help us understand the dynamics of ethnic violences that occurred in Indonesia during the 7-8 years after the 1996 Sanggauledo conflict because it implied “old histories, local rivalries, and deep hatred” that could be traced back to the beginning of tribalism, but had no real connection to contemporary occurrences such as how ethnicity (of the Acehnese and the Papuan) was mobilized as ‘identity politics’ at the level of nation-state which led to state’s violences against those (ethnic) groups. Therefore, I think it is quite critical to discuss the new definition of ethnicity as ‘a new cultural dimension of difference’ and/or ‘the question of culturalism’, as well as its significance within the present socio-political context of Indonesia. For instance, is the (re)construction of ethnicity by the Acehnese, the Papuan, the Dayak, the Riau-Malay, and others in mobilizing ethnic solidarity really ‘the (re)making of ethno(local)-nationalism’ as some people have suggested? Abstract

Tulisan ini membahas pemaknaan konsep etnisitas di perkotaan yang berbeda dengan konsep ‘kelompok etnik’ di perdesaan. Pemaknaan etnisitas di perkotaan, seperti dikatakan Hirschman, tidak terkait dengan sifat asalnya yang primordial, melainkan karena etnisitas menjadi dasar dari organisasi politik dan ekonomi di masa lalu dan masa kini yang dapat diproyeksikan ke masa depan. Perspektif Hirschman menjadi penting untuk memahami dinamika etnisitas di perkotaan yang diterjemahkan dan diartikulasikan melalui “strategi komunikasi dan diferensiasi yang sangat dinamis”, dan terkait erat dengan fungsi baru etnisitas sebagai sumber daya bagi proses negosiasi politik di perkotaan untuk membangun apa yang dikatakan Ojeda sebagai “skenario pengakuan baru oleh negara”; seperti pada kasus Pilkada 2017 yang sepertinya membelah masyarakat Jakarta atas dasar etnisitas (pribumi Islam-non-pribumi non-Islam). This article discusses the reinterpretation of urban ethnicity which differs to the concept of ethnic groups introduced by classical anthropologists. Urban ethnicity, as Hirschman suggested, could be defined as the foundation of economic and political organizations in the past and present which might be projected to the future; it is totally unrelated to its primordial characteristics. Hirschman’s perspective becomes significant to understand the dynamics of urban ethnicity which has been interpreted or articulated through “highly dynamic communication and differentiation strategies, when ethnicity works as a resource for political negotiation process in urban life to build what Ojeda called “new recognition scenario by the state”. The case of 2017 Regional Election of Jakarta Governor-Vice Governor -which is seen as dividing Jakarta people into indigenous Islams and non-indigenous non-Islams- might provide an interesting example of how to construe urban ethnicity in the present context

Abstract

The Competition between local fisherman and new comers is mostly assumed to create conflicts. By comparing fisherman of Bebalang & Beo in North Sulawesi with those of Hitu & Sathean in Maluku and those of Tobati & Enggros in Teluk Yotefa, Iran Jaya. We can see that it is not always the case. Homogenety-Heterogenetiy as well as openness-closeness of a fishing community plays an important role in developing competition into (physical) conflicts.
