Abstract

Conflict in the district capital of Morowali placement lasted about five years since its establishment asthe new regional autonomy in Indonesia based on Law No. 51/1999. This regulation provides that theCentral region was the capital of the definitive Bungku Morowali district. Kolonodale areas that aredesignated as temporary capital of less than five years Over the functioning of the capital while inKolonodale, more accelerated development in the region, while the Middle Bungku not accelerating development.This is a factor of conflict. In fact, the split at the level of local political elites in both localgovernment agencies as well as implications for the local parliament Morowali community in twogroups of different ethnic communities of religious, ethnic Bungku the Muslim majority and ethnicMori generally Christian. Conflicts of capital and then rolled into the realm of the existence of a secondbout of ethnic communities is the result of mass mobilization which is anarchy. Conflict with thediscourse in society is important for the transfer of capital into the local political elite to exploit themomentum of mass localization facing the 2004 election and the Election of Regent Morowali (localelection) 2007

Abstract

This research uses theory of Thompson and McEwen (2006), Bargaining (bargaining), Kooptasi (cooptation), and the Coalition (the coalition), it can be concluded that the bargaining factor development programs as a result of "reses" and "musrenbang" for political policy formulated budget year 2017 lasted "less good" that give impact on the lack of consistency of development programs that have been the aspiration of the community.Bargaining program development is alternative in result because of lack of funding a GRANT solution at the time. Then the factor cooptation and coalition  are not integral part of the political policy formulation of the local budget (APBD) in 2017. Local Legislative (DPRD) and local government Sigi County each have run task  and function based on the Act. It's just that accommodate various suggestion and aspiration into depth because of limited fund, the impact was less public confidence toward local government and local legislative Sigi County. This resulted in a lack of public trust in the Sigi regency in any  budget formulation policy.

Abstract

This research is based on the condition of the phenomena of the state civil apparatus and the bureaucracy in the election of the mayor and deputy mayor of Palu which is marked by the political events that occur. Simultaneous regional head elections in the province of Central Sulawesi. The theory used is the participation theory from Michael Rush and Philips Althoff and the bureaucratic theory from Max Weber. The aims to analyze how the participation of the community participates in the implementation of the Mayor and Deputy Mayor Elections in 2015. The research method used is descriptive qualitative. Informants were obtained in a purposive way with the criteria of state civil servants, bureaucracy, totaling 7 informants. The results showed that the degree of political inclusivity of state apparatus in the 2015 mayoral and deputy mayoral elections was as follows: state apparatus in the election of the mayor and deputy mayor of Palu were in a neutral position, However, there are several realities where there are emotional and work relationships that are always under pressure, either directly or indirectly, making it difficult to make political decisions individually and have to be involved in the state apparatus situation itself. The Palu city government bureaucracy, which is inclusive in political decision-making, is marked by intrigue from the mayor and deputy mayor officials because based on the law, they hold power over the SKPD, which should be held by the city secretary.
