Fungsi partai politik bagi masyarakat menengah kebawah yaitu sebagai pilihan yang paling tepat dalam memilih para wakilnya untuk menyampaikan aspirasi mereka. Hasilnya survei ini yaitu, dari 2117 responden yang diambilsecara acak di 33 provinsi hanya 22,4 % yang menyatakan kinerja parpol baik, sementara sisanya menilai sebaliknya. Fenomena minimnya kepercayaan masyarakat terhadap parpol adalah problem serius yang harus segera diatasi.Pendekatan penelitian ini menggunakan pendekatan survei. Jenis penelitian ini menurut tingkat ekplanasinya adalah deskriptif kuantitatif. Penelitian ini dilakukan di Kota Tanjung Pinang. Responden penelitian ini yaitupenduduk tetap Tanjungpinang tahun 2012 dengan kriteria usia pemilih diatas 20 tahun (pernah mengikuti Pemilu Legislatif 2009). Jumlah sampel yang didapatkan yaitu 400 responden. Jumlah sampel ini ditentukan dengan menggunakan table Kretjie. Pengambilan sampel dilakukan dengan menggunakan metode multi stagerandom sampling. Teknik pengumpulan data yang digunakan adalah dengan menggunakan daftar pertanyaan (Questionnaire) yang diberikan kepada responden secara langsung. Analisis data yang digunakan dalam penelitian ini yaitu analisis deskriptif kuantitatif persentase. Berdasarkan hasil analisa dan pembahasan, persepsi masyarakat terhadap partai politik di Kota Tanjung Pinang tahun 2012 ini yaitu, terdapat tiga (3) urutan teratas partai politik yang paling terkenal menurut responden penelitian ini yaitu partai Golkar (25,90%), Partai Demokrat (24,95%), dan PDIP (20,98%). Apabila dilakukan pemilihan umum ketika penelitian ini dilakukan, sebagian besar masyarakat memilih partai Golkar (25,71%). Tingkat keterpilihan ke dua diperoleh partai PDIP (24,29%) sedangkan tingkat keterpilihan nomor tiga diperoleh partai Demokrat (22,57%). Mayoritas responden mempertimbangkan visi dan misi parpol dalam menentukan pilihan pada saat dilaksanakan pemilihan umum (66,57%). Pertimbangan kedua yang digunakan responden yaitu pengurus partai politik tersebut (16,16%). Namun ternyata, terdapat 7,52% responden yang menyatakan memilih suatu partai politik dalam pemilihan umum hanya karena ikut-ikutan saja.

Islam is the doctrine that governs all human life is a beautiful early rapid. One of the issues currentlybeing faced by Islam is associated with Azaz human rights (human rights). United Nations Charter onHuman Rights has recommended to promote and fight for human rights and freedom for all human beings,without distinction as to race, sex, language or religion. Human rights (Human Rights) is a conceptof modern political ethics with the idea of appreciation and respect for basic human and humanity.Islam is not contradicting the values of human rights, but there needs to be synchronization values areacceptable by Islam and which are unacceptable to Islam. Freedom of the freest in the association of oppositionfrom Islam. So it is related to the kind of relationship both by men and by women. Therefore,the existing values in the concept of human rights is sejelan with Islamic values such as freedom to worshipaccording to their beliefs. Synchronization of the values championed by the pro-human rights withIslamic values should be done so that there is no longer conflict between fighters Ham with adherents ofIslam.

Bureaucracy Entrepreneurial in public is a requirement that is proven to have a positive impact in theleadership of Local Government for the welfare of the community by performing a variety of innovationsin order to survive and excel in competition in the era of regional autonomy. Tanjungpinang city is oneof the city located in the province of Riau islands which would require the soul of a local chief who hasthe spirit of change. figure of a Tanjungpinang Mayor 2013-2014 who considers that existingemployees are an asset in progress Tanjungpinang by noting that both retaining profitable assets. Thepurpose of this study is to describe and analyze the practice of application of the entrepreneurial spirit inthe leadership of Mayor Tanjungpinang 2013-2014. based on the exposure raises the issue of how theauthor seeks an entrepreneurial spirit that made by Mayor Tanjungpinang 2013-2014 as the latestbreakthroughs that are creative and innovative to developed Tanjungpinang superior and able tocompete with other cities. Informants in this study were derived from the government and communityleaders, the sampling technique used is purposive sampling technique that consists of 4 peopleinformant. The research method used was a qualitative research case study is a research approach thatdoes not try to look for relationships between variables as adopted by flow positivistic (quantitative), butrather to find meaning (symbols) with the natural way or with the testing procedure in detail againstthe background or a person subject or the storage area of the document or a particular event. Potensi zakat di Kota Tanjungpinang memang cukup mengalami kenaikan pada setiap tahunnya. Namun pengelolaannya dinilai belum optimal karena belum adanya kolaborasi yang dilakukan secara terus-menerus dengan aktor pengelola zakat yang lain. Di Tanjungpinang sendiri terdapat lembaga-lembaga yang ikut dalam proses pengelolaan zakat dan pengumpulan zakat. Lazismu merupakan salah satu lembaga yang ikut dalam proses pengumpulan maupun pendistribusian namun belum pernah berkolaborasi dengan Baznas. Berbeda dengan UPZ yang dibentuk oleh Baznas, unit ini yang menjadi perpanjangan tangan dalam proses pengumpulan di sektor SKPD, Masjid, Sekolah maupun BUMD.  Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan eksploratif dengan teknik pengumpulan data yaitu; wawancara, observasi, dan dokumentasi. Penelitian ini bertujuan untuk mengkaji kolaborasi dalam penciptaan pengetahuan melalui manajemen pengetahuan dalam pengelolaan zakat, infak, dan sedekah yang fokus pada proses penciptaan inovasi dalam pengembangan zakat, infak dan sedekah. Teori yang digunakan adalah teori kolaborasi dan manajemen pengetahuan dengan dua jenis pengetahuan yaitu eksplisit dan implisit. Berdasarkan hasil penelitian didapatkan bahwa analisis tentang adanya inovasi dalam pengembangan zakat, infak dan sedekah di Kota Tanjungpinang belum dapat dikatakan berhasil karena tidak memaksimalkan pengetahuan-pengetahuan yang dimiliki oleh anggota organisasinya. Selain itu, kendala yang didapati adalah persoalan regulasi yang masih belum berjalan hingga saat ini. Permasalahan regulasi menjadi prioritas utama yang harus ditangani dengan tujuan mendapat dorongan secara materil maupun moril dari pemerintah daerah.   Kata Kunci : Kolaborasi, Manajemen Pengetahuan, ZIS

Village Government is the lowest administrative unit in the state governments that have given theright of indigenous autonomy with certain limits as a unified community law (adat) are entitled toregulate and manage the affairs of the local community in the implementation of the rule of origin.The success of an organization to meet the challenges set by people who do the work on it, so thecapacity of the individual must be considered. Considering there is a budget increase for the village,the village is required to develop the capacity to manage these budgets to the maximum. Thepurpose of this study is essentially to Know the capacity of Teluk Bakau manage Village FundAllocation. According to Law No. 6 Tahun2014 about the village in Article 72 paragraph (1) itemd, explained that the allocation of village funds that are part of the balance funds received byRegency / City. This study uses the theory Riyadi Soeprapto (Novita Sari, et al., 2014: 635) whosuggested that capacity building should be implemented in an effective and sustainable in three (3)levels: Level Individual, Organizational Levels, and Level System. Data analysis techniques usedin this research is qualitative descriptive analysis technique. After doing research, the final resultsof the study suggested that the Irish village of Teluk Bakau manage Village Allocation Fund, takinginto account the dimensions of capacity development are taken from the individual level, the level oforganization, as well as the systems level, overall there are no constraints or problem- a bigproblem that can inhibit the allocation of these funds. General Allocation Fund budget absorption,both in Shopping Indirect and direct expenditure amounted Rp.334.072.480, and absorbedamounted Rp.302.828.130 or approximately 90.6%. The problem that occurs is contained by thevillage which still provides maximum performance in carrying out its duties and functions as themanager of the Village Fund Allocation, this is because the device is that Village take office in thegovernment of Teluk Bakau, so mastery of tasks and functions are still not optimal.
