Abstract

The Development which is closing the needs of community is a demand on this autonomy era. However, many obstacles are found in every step of the executions, and one of them is planning. Ideally, the development planning should be participative and have orientation on the basic needs of the community. Sometimes these 2 things are abandoned due to following: (1) Lack of understanding on development planning from community and government officials; (2) The Community sometimes became pessimistic on the development planning as they ideas are difficult to be accommodated when it comes to higher process; (3) The Limitations of government officials and development agents (kader) which duty is to communicate the development planning to the community; (4) The Period of development planning is very short and very imbalance with the materials that need to be discussed and decided.

Abstract

Saat ini terdapat kecenderungan bahwa Pegawai Negeri Sipil (PNS) di hampir semua instansi pemerintah baik pusat maupun daerah memiliki tingkat kinerja yang rendah. Seperti yang dijelaskan dalam  Peraturan Presiden Nomor 81 Tahun 2010 tentang Grand Design Reformasi Birokrasi bahwa masalah utama SDM aparatur negara adalah alokasi dalam hal kuantitas, kualitas, dan distribusi PNS menurut teritorial (daerah) tidak seimbang, serta tingkat produktivitas PNS masih rendah. Analisis data menggunakan interactive model analysis dari Miles dan Huberman (1992) agar lebih bermakna dan mudah dipahami. Berdasarkan hasil penelitian kinerja sumber daya aparatur di lingkungan Pemerintah Daerah Kota Bogor berkriteria penilaian sedang, hal ini dilihat berdasarkan: (a) kondisi eksisting kinerja pegawai di lingkungan pemerintahan kota bogor, dengan indikator hasil penilaian dp3, kehadiran apel pagi dan kehadiran kerja, penyelesaian pekerjaan serta profesionalisme pegawai; (b) masih terdapat ketidaksesuaian tugas PNS dengan kompetensi yang dimiliki; (c) program diklat dinilai belum efektif untuk meningkatkan kinerja pegawai, hal ini dapat dilihat dari program diklat yang diselenggarakan belum sesuai dengan kebutuhan pengembangan pegawai di masing-masing Satuan Kerja Perangkat Daerah (SKPD).
