Abstract

The purpose of this study is to measure the quality of service of Mobil Unit Penerangan in the Dinas Pengendalian Penduduk dan Keluarga Berencana of Sumedang Regency. This study uses a type of qualitative research with two sources of data used, namely primary data and secondary data. The informants in this study were four people who were Advocacy and KIE field employees. Data was obtained through literature studies and field studies. Data processing is carried out through a process of data reduction, data presentation, and examination of conclusions or verification. The results of the study show that the service quality of Mobil Unit Penerangan is quite good. This can be seen from the quality of operational vehicles and inadequate service equipment, providing services that are not timely, and not meeting the needs of the community well for information on Keluarga Berencana programs. The suggestions for research are the need for the addition of infrastructure and operators for Mobil Unit Penerangan, and the regular training in information technology provided to service personnel so that services can be completed quickly and accurately.

Abstract

This research is about observing the environment in managing Traditional Markets in Sumedang Regency. Problems involving external analysis are characterized by a lack of representation of facilities and infrastructure and limited storage of work documents, while internal analysis is characterized by assigning tasks to employees that are not based on the competencies of each employee. The theory used refers to the stages in strategic management that refer to one element of the four basic elements of strategic management, namely environmental observation. The method in this study uses a qualitative approach. The results showed that in the external analysis aspect carried out by the Department of Cooperatives, Small and Medium Enterprises, Trade and Industry of Sumedang Regency, not yet fully able to analyze the external conditions, namely the work environment and social environment in the Cooperative, Small and Medium Enterprises, Trade and Industry Sumedang Regency is to be used as a strength or carrying capacity in the implementation of strategic management of Traditional Market management in Sumedang Regency, marked by facilities and infrastructure to support a limited working environment and social environment that still leaves social problems from the weak handling of garbage and placement of street vendors. While internal analysis on cultural aspects must be improved in terms of employee work discipline and human resource competencies must be improved according to work completion requirements.

Abstract

In accordance with Regional Regulation Sumedang District No. 14 of 2011 on the Management of Ground Water, among which stated that every groundwater management must have a permit. However, in the implementation of violations of the rules and the weak enforcement of sanctions. Lack of public understanding of the importance of how good groundwater utilization is based on established rules is a constraint that leads to efforts to maintain the stability of groundwater availability. This can lead to more uncontrolled use of ground water. The objective of this research is to identify and study the monitoring of ground water usage in Sumedang District Urban Area. This research focuses on how the concept of monitoring the use of ground water. Through the method of description analysis, by recording interview data, observation and documentation obtained.

Abstract

Traditional market management requires a precise and measurable system given the important role of the market in supporting the local economy on the one hand, and the complexity of the problems to be faced on the other. Efforts are needed to ensure a targeted traditional market management system, among which is oriented towards the identification and stewardship of appropriate strategic issues. This qualitative research is carried out to apply a multi-perspective approach that is considered accommodative to the variety of variables, in mapping the strategic value of various problems that arise in the management of traditional markets. The research was conducted in the traditional markets of Bantarujeg, West Java and produced strategic mapping of problem groups related to administrative, financial, organizational and traditional market development.

Abstract

Akuntabilitas publik, transparansi publik, pengawasan dan pengelolaan keuangan daerah sangat berpengaruh positif terhadap kinerja aparatur daerah, melalui serangkaian kegiatan tersebut di harapkan peran lembaga pemerintahan dan birokrasi di Indonesia dapat berjalan dengan prosedur dan tata kelola yang telah di tentukan, beberapa rancangan kegiatan yang telah di terapkan dan di jalankan oleh pemerintah sesuai dengan kebijakan otonomi daerah, meliputi perencanaan, pelaksanaan, penatausahaan, pelaporan, pertanggungjawaban, dan pengawasan keuangan daerah. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif serta analisis triangulasi data, hasil penelitian menjelaskan bahwa Transparansi kebijakan publik merupakan suatu prinsip yang menjaminkan kebebasan bagi setiap orang untuk memperoleh informasi tentang penyelenggaraan pemerintahan atau keterbukaan pemerintah dalam membuat kebijakan-kebijakan keuangan daerah sehingga dapat diketahui dan diawasi oleh DPRD dan masyarakat. Adapun peningkatan yang di lakukan oleh lembaga Pemerintahan Daerah Kabupaten Sumedang sudah mengupayakan memberikan pelayanan berdasarkan kepentingan umum melalui program-program yang dapat mengembangkan sumber daya aparatur daerahnya seperti pemberian kesempatan bagi setiap aparat untuk meningkatkan pendidikan dan pelatihan, sebagai dengan kemampuan dan keahliannya, penempatan setiap aparat dalam jabatan sesuai kemampuan yang dimiliki sebagai penggerak organisasi hingga meningkatkan motivasi kerja setiap aparat melalui penerapan aturan-aturan yang berlaku, dan penerapan uraian tugas yang jelas.

Abstract

The purpose of writing this research is to analyze the administration system which is carried out in the Village-Owned Enterprises in Sekarwangi Village. The method used in this research is descriptive analysis by first observing the relevant research object with a focus on observing the administration system which is carried out by the board administrator Village Owned Business. The location of the research is Sekarwangi Village, Buahdua District, Sumedang Regency. In conducting observations, there were three interviews with resource persons who were employees of the Village Owned Enterprises. Based on observations and interviews, the results showed that the administration system activities in the Village-Owned Enterprises were still low. This is caused by several factors including the lack of labor, lack of facilities and office infrastructure, low employee skills and minimal capital resources. This study concludes that in the management of Village-Owned Enterprises in Sekarwangi Village there are administrative activities that are not optimal and have not run well due to funding factors in the administrative system that have not been fulfilled either in personnel or in capital.

Abstract

Penelitian ini mengenai perumusan strategi dalam mengelola Pasar Tradisional di Kabupaten Sumedang. Permasalahan Pasar Tradisional di Kabupaten Sumedang adalah dalam perumusan strategi masih belum sepenuhnya mengikuti perkembangan kondisi dan situasi faktual, masih rendahnya pengetahuan para pengusaha/pedagang mengenai produk dan strategi pemasaran dan revitalisasi pasar tradisional hingga saat ini ternyata belum mampu memberikan daya saing terhadap pasar modern. Dalam membahas perumusan strategi pengelolaan Pasar Tradisional di Kabupaten Sumedang mencoba menggunakan tahapan dalam manajemen strategis yang mengacu pada salah satu elemen dari empat elemen dasar dari manajemen strategis menurut Hunger dan Wheelen (2003: 4), bahwa manajemen strategi mencakup pengamatan lingkungan, perumusan strategi, implementasi strategi, serta evaluasi dan pengendalian. Metode yang digunakan dalam penelitian ini adalah menggunakan pendekatan kualitatif, karena metode ini dapat memahami dinamika dan makna perumusan strategi pengelolaan Pasar di Kabupaten Sumedang. Hasil penelitian menunjukan bahwa perumusan strategi pengelolaan Pasar Tradisional di Kabupaten Sumedang pada saat ini belum sesuai dengan elemen pada manajemen strategis secara utuh, dimana dalam merumuskan dan menetapkan strategi, para pimpinan belum memiliki analisis yang tepat tentang kekuatan dan kelemahan yang dimiliki oleh Pemerintah Kabupaten Sumedang pada khususnya Dinas Koperasi, UKM, Perdagangan dan Perindustrian Kabupaten Sumedang itu sendiri, serta belum memberdayakan keunggulan yang dimiliki Pemerintah Kabupaten Sumedang yang dikaitkan dengan tantangan lingkungan, dan belum sepenuhnya dirancang untuk memastikan bahwa tujuan utama pengelolaan Pasar Tradisional di Kabupaten Sumedang dapat dicapai melalui pelaksanaan yang tepat oleh Dinas Koperasi, UKM, Perdagangan, dan Perindustrian Kabupaten Sumedang.Kata kunci: perumusan startegi, pengelolaan pasar tradisional.
