Partnership and Environment Development Program  is the implementation of Corporate Social Responsibility (CSR) in State Owned Enterprises (SOEs). Policy Partnership program is very interesting in terms of implementation that much getting about whether the purpose of the provision of an effective CSR program and on target. Descriptive and explanatory research was conducted in partner SMEs assisted PTPN VII. The independent variable used is CSR goal (X1), CSR issue (X2) and corporate relations program (X3), while the dependent variable (Y) is the welfare of MSMEs. The results showed that the welfare of MSMEs only show correlation and significance of the variables CSR issue. While the goal variable CSR and Corporate relations program  has no significant effect. This shows that the implementation of CSR undertaken by PTPN VII more based on legal aspects or demands of legislation and current issues concerning social issues, economic and environmental  (triple bottom line). Recommendations that can be done is to use the concept of sustainable development (sustainable development) to enhance the effect of CSR goals and conduct stakeholder  engagement process (in close cooperation with stakeholders) in the proposed form of bottom-up programs to improve Corporate Relations Program.  Keywords: Corporate Social Responsibility (CSR), Welfare MSMEs
