<![CDATA[The problem of land rights is still a fairly complex problem in the comunity and requires special handling that must be resolved. One of the problems in the land aspect that will not be resolved soon is the land mafia. Various government efforts in eradicating land mafia have been carried out to deal with the number of land mafia cases. One of the programs launched by the government in reducing the problem of land mafia is the Complete Systematic Land Registration (PTSL) program. This study aims to measure the effectiveness of the Complete Systematic Land Registration Program in Probolinggo City. In this study, the method used is descriptive quantitative in accordance with the discussion that is descriptive by processing data through the help of SPSS for Windows by using a non-probability sampling technique, namely the technique of determining the sample based on the spontaneity factor. Based on the respondents' answers, the processed data resulted in the tabulation value of the questionnaire results of 29.9667 that the Complete Systematic Land Registration Program in the Prevention of Land Mafia in Probolinggo City had been running effectively. In addition, the program implementation activities were successful because of the high enthusiasm of the community regarding the free land registration program and the procedure scheme that was clear and easy to understand by the residents of Probolinggo City. The role of the National Land Agency (BPN) also helps the community during the registration process until the completion of land certificates.Masalah hak atas tanah masih menjadi permasalahan yang cukup kompleks di lingkungan masyarakat dan butuh penanganan khusus yang harus terselesaikan. Salah satu permasalahan dalam aspek pertanahan yang tidak segera selesai adalah mafia tanah. Berbagai upaya pemerintah dalam pemberantasan mafia tanah telah dilakukan untuk menangani angka kasus mafia tanah. Salah satu program yang diluncurkan pemerintah dalam mengurangi masalah mafia tanah adalah program Pendaftaran Tanah Sistematis Lengkap (PTSL). Penelitian ini bertujuan untuk mengukur efektivitas Program Pendaftaran Tanah Sistematis Lengkap di Kota Probolinggo. Dalam penelitian ini metode yang digunakan adalah deskriptif kuantitatif sesuai dengan pembahasan yang bersifat deskriptif dengan mengolah data melalui bantuan spss for windows dengan menggunakan teknik sampling teknik non-probability sampling yaitu teknik penentuan sampel berdasarkan faktor spontanitas. Berdasarkan jawaban responden yang diolah menghasilkan data yang memperoleh nilai tabulasi hasil kuesioner sebesar 29,9667 bahwa Program Pendaftaran Tanah Sistematis Lengkap Dalam Pencegahan Mafia Tanah di Kota Probolinggo sudah berjalan efektif. Selain itu Kegiatan pelaksanaan program dapat berhasil karena tingginya antusias masyarakat mengenai program pendaftaran tanah yang gratis dan skema prosedur yang jelas dan mudah dipahami oleh warga Kota Probolinggo. Peran Badan Pertanahan Nasional (BPN) juga turut membantu masyarakat selama proses pendaftaran hingga penyelesaian sertifikat tanah.]]>
