Abstract

Kewenangan Dewan Perwakilan Daerah Sistem Bikameral Berdasarkan Prinsip Check and Balances. Penelitian ini bertujuan untuk mengkaji bagaimana kewenangan lembaga Dewan Perwakilan Daerah dalam sistem bikameral yang ideal dengan mempertimbangkan prinsip check and balances dalam sistem ketatanegaraan Indonesia. Metode penelitian hukum ini menggunakan studi literatur dengan pendekatan undang-undang, pendekatan kasus dan pendekatan historis. Hasil penelitian menemukan kewenangan DPD sebagaimana diatur dalam Pasal 22D UUD NRI 1945 telah sesuai dengan prinsip check and balances. Hasil penelitian menunjukkan kewenangan DPD yang sifatnya terbatas merupakan pilihan yang tepat untuk mewakili kepentingan politik daerah demi menjaga keutuhan negara kesatuan republik Indonesia. The Authority of the Regional Representative Council of the Bicameral System Based on the Principle of Checks and Balances. This study aims to examine how the authority of the Regional Representative Council institutions in the ideal bicameral system by considering the principle of checks and balances in the Indonesian constitutional system. This legal research method uses a literature study with a statutory approach, a case approach and a historical approach. The results of the study found that the authority of DPD as stipulated in Article 22D of the 1945 NRI Constitution was in accordance with the principle of checks and balances. The results showed that the limited authority of the DPD was the right choice to represent regional political interests in order to maintain the integrity of the unitary state of the Republic of Indonesia.
