<![CDATA[Research held in Badan Kepegawaian Negara Kantor Regional XII Pekanbaru. The ai of this study is to analyze the effect of leadership and competency to organizational effectiveness. Samples consist of whole 52 employees of BKN Kantor Regional XII. Data analyzed by using multiple linier regression with SPSS 17 for windows. The study reveals that both leadership or competency partially and simultaneously influenced significantly to organizational effectiveness. Leadership is proven affecting organizational effectiveness stronger than competency. It is recommended to enhance organizational effectiveness by guaranting the process of an effective leadership. Employees’ competency is also need to be enhanced by conducting job rotation, training and providing a competence-based incentives.Keywords: Leadership, Competency and Organizational Effectiveness]]>
