<![CDATA[AbstrakPendekatan berpikir sistem telah dilakukan pada fenomena masalah pengadaan Alutsista untuk pembangunan postur pertahanan Negara Republik Indonesia. Tujuannya untuk mendapatkan gambaran yang lebih besar tentang struktur masalah pengadaan saat ini sehingga dapat memberikan usulan solusi atas masalah tersebut. Metode berpikir sistem dilakukan dengan membuat model pengadaan Alutsista yang sederhana dan diberikan analisis SWOT untuk memetakkan kekuatan, kelemahan, kesempatan dan ancamannya. Beberapa masalah pengadaan yang ditemukan adalah pengelolaan anggaran pengadaan yang lemah, adanya broker, fungsi pengawasan lemah, biaya pengadaan yang besar karena regulasi perencanaan yang panjang, aktivitas pengadaan yang bergantung pada kualitas SDM yang terbatas, dualisme dalam sistem pengawasan dan sistem peradilan militer. Berdasarkan fenomena masalah tersebut, dihasilkan usulan solusi terhadap pengadaan Alutsista, yaitu implementasi adalah kunci, peningkatan fungsi dan lembaga pengawasan, pengelolaan anggaran berbasis kinerja, peningkatan audit pengadaan dengan pelibatan lembaga pengawas independen, reformasi undang-undang peradilan militer, peningkatan efektivitas birokrasi pengadaan dan pengadaan Alutsista berbasis elektronik atau e-procurement.Kata kunci: pengadaan alutsista, berpikir sistem, pertahanan, swot AbstractA systems thinking approach has been carried out on the phenomenon of the problem of procuring Alutsista for the development of the defense posture of the Republic of Indonesia. The goal is to get a bigger picture of the structure of the current procurement problem so that it can provide proposed solutions to these problems. The system thinking method is carried out by making a simple defense equipment procurement model and given a SWOT analysis to map out its strengths, weaknesses, opportunities and threats. Some of the procurement problems found were weak procurement budget management, the presence of brokers, weak supervisory functions, large procurement costs due to lengthy planning regulations, procurement activities that depend on the limited quality of human resources, dualism in the supervisory system and the military justice system. Based on the phenomenon of the problem, proposed solutions for the procurement of defense equipment, namely implementation is key, improvement of supervisory functions and institutions, performance-based budget management, improvement of procurement audits with the involvement of independent supervisory agencies, reform of the military justice law, increasing effectiveness of procurement and procurement bureaucracy Electronic-based defense equipment or e-procurement.Keywords: procurement of Alutsista, systems thinking, defense, swot]]>
