This research aims to investigate: 1) the roles of the public relations division of the Indonesia Red Cross Society in Blora Regency during the COVID-19 pandemic; 2) supporting and barrier factors; and 3) the attempt to address the barriers. The approach of this research is qualitative, based on the type of case study. The data for this research are sourced from primary and secondary sources. The sampling technique uses purposive sampling. Interviews, observations, and documentation are used as data collection techniques. To test the validity of the data using triangulation. This research uses interactive model data analysis. Results of the research: 1) the roles of the public relations division, including a) communicator; b) relationship; c) backup management; and d) corporate image; 2) supporting factors, namely: a) good cooperation with the external public; b) the availability of supporting facilities and infrastructure. Constraints, namely: a) lack of coordination; b) the level of participation of a person in blood donation activities have decreased and the community has not complied with health protocols; c) lack of human resources to manage PMI communication media; 3) efforts to overcome obstacles, namely: a) routine coordination; b) routine socialization regarding the prevention of COVID-19; and c) employee recruitment.
