Abstract

Research of air cargo transportation security in Sepinggan Airport - Balikpapan aims to analyse and evaluate the secunty of air cargo transport. Samples of research are PT. Darma Bandar Mandala, PT. Birotika S, and PT. Suryagita Nusaraya. The results showed that combined matrix IFAS and EFAS implementation of air cargo security is obtained SO = 3,585 > WT=1,329.Penelitian keamanan kargo udara di Bandara Sepinggan Balikpapan bertujuan untuk menganalisis dan mengevaluasi keamanan transportasi kargo udara. Sampel penelitian adalah PT. Danna Bandar Mandala, PT. Birotika S, dan PT. Stuyagita Nusaraya. Hasil penelitian menunjukkan bahwa IFAS matriks gabungan dan EFAS pelaksanaan keamanan kargo udara dipero1eh SO=3.58 > WT=1.329.

Abstract

Oversight of security at an nirport for passengers, goods and vehicles should begin from the public men that everyone was free to go out without having to show identification cards (Pas airport), it is necessary to further the creation of safe situation for each passenger as well as anyone who activities in the airport region.Pengawasan keamanan di suatu bandar udara terhadap penumpang, barang dan kendaraan sebaiknya dimulai sejak dari area publik yang setiap orang masih bebas keluar masuk tanpa harus menunjukkan kartu pengenal (Pas bandar udara), hal ini diperlukan untuk lebih terciptanya situasi aman bagi setiap penumpang maupun siapapun yang melakukan kegiatan di wilayah bandar udara.

Abstract

Adequate drainage system for disposal of water on the surface and subsurface is important for the safety of aircraft and pavement age. In the context of penerbanga safety, evaluation of the effectiveness of the implementation of the drainage system in Kualanamu-Medan airport, is important. Extensive evaluation was conducted by comparing the dimensions of the channel with the channel dimensions calculated using n formula field with a rational method of flood discharge. Calculation results show that the dimensions of the main drainage channel Kualanamu airport lines 1, 2, 3, 4 5 and the South line has been quallfied as having a greater dimension of the calculation. The results confirms that the drainage system Kualanamu-Medan airport able to accommodate the rain water runoff as well. Sistem drainase yang memadai untuk pembuangan air pada permukaan dan dibawah permukaan adalah penting bagi keselamatan pesawat dan umur perkerasan. Dalam konteks keselamatan penerbangan, evaluasi efektifitas penerapan system drainase di Bandar udara Kualanamu- Medan, adalah penting. Evaluasi dilakukan dengan membandingkan luas dimensi saluran hasil perhitungan dengan dimensi saluran dilapangan menggunakan rumus debit banjir metode rasional serta menurut kaidah-kaidah teknis dalam perencanaan saluran. Hasil perhitungan menunjukkan bahwa dimensi saluran drainase utama bandara Kualanamu jalur 1, 2, 3, 4, 5 dan jalur Selatan telah memenuhi syarat karena mempunyai dimensi yang lebih besar dari hasil perhitungan. Hal tersebut menegaskan bahwa system drainase Bandar udara Kualanamu-Medan mampu untuk menampung limpasan air hujan dengan baik.

Abstract

The airport is an airport pioneering awned by the province of Southeast Sulawesi. The airport was formely named Walter Mongmsidi Airport the condition of that airport still very minimal in term of facilities aid equipment and fire aviation accident (PKP-PK) while the task of airport services every day needs. In the law No. 1 of 2009 on aviation in paragraph 1 has stated that any business entity or unit of an airport operator is obliged to provide airport facilities that meet safety and aviation security and airport services in accordance with established service standards. Flight accident relief unit and fire Department (PKP-PK) is one of the units contained in the organizational structure of airport that are part of the field of ground operations, which have the task to rescue and firefighting aviation accident or fire during take off or landing. Condition of equipment facilities in the PKP-PK Haluleo the airport is currently still requires some facilities, as well as officer are still limited and in part have not been following the training. Bandara Haluoleo adalah bandara perintis yang dimiliki oleh provinsi Sulawesi Tenggara. Bandara ini sebelunmya bemama Bandara Wolter Monginsidi, kondisi bandara tersebut masih sangat minim dalam hal bantuan fasilitas peralatan pertolongan kecelakaan pesawat dan pemadam kebakaran (PKP-PK), sementara tugas pelayanan bandara setiap hari membutuhkan fasilitas yang lengkap Pertolongan Kecelakaan Pesawat dan Pemadam Kebakaran (PKP-PK) merupakan salah satu unit yang terkandung dalam struktur organisasi bandara yang merupakan bagian dari bidang operasi darat, yang memiliki tugas untuk kecelakaan penerbangan, pemadam kebakaran, penyelamatan dan tanggap darurat saat take-off atau landing. Kondisi fasilitas peralatan di PKP-PK Bandara Haluoleo saat ini masih membutuhkan bebexapa fasilitas, serta petugas masih terbatas dan sebagian belum mengikuti pelatihan.

Abstract

Airport authonrity is the technical unit under The Munistry of Transportation. Airport authority is managing govermental activities in airport, especially about the control of aviation activities. The existence of Airport Authority is expected to have the delegation of authority aviation's licensing from Directorate Generale of Civil Aviation to Airport Authority,so that licensing procedures can be more effective and efficient. Directorate Generale of Civil Aviantion issued 108 licensing about aviation. Airport Authority of Region IV as one of the Airport Authority of class I in Indonesia. Normative analysis and comparative analysis is used to analyze licensing which can be delegated to Airport Authority of Region IV. Generally, Airport Authority of Region IV is capable to received delegations of the authority issuing licenses from the Directorate General of Civil Aviation. Based on the qualification of human resources which is owned Airport Authority of Region IV. Otoritas bandara adalah unit teknis di bawah Departemen Perhubungann. Otoritas bandar udara mengelola kegiatan pemerintahan di bandara, terutama tentang kegiatan pengendalian penerbangan. Keberadaan Otoritas Bandara diharapkan memiliki pendelegasian perizinan otoritas penerbangan itu dari Direktorat Jenderal Perhubungan Udara ke Otoritas Bandara, sehingga prosedur perizinan dapat lebih efektif dan efisien. Direktorat Jenderal Perhubungan Udara mengeluarkan 108 lisensi tentang penerbangan. Otoritas Bandara Wilayah IV sebagai salah satu dari Otoritas Bandara kelas I di Indonesia. Metode penelitian menggunakan analisis normatif dan komparatif digunakan untuk menganalisis lisensi yang dapat didelegasikan kepada Otoritas Bandara Wilayah IV. Secara umum Otoritas Bandara Wilayah IV mampu untuk menerima pendelegasian kewenangan perizinan dari Direktorat Jenderal Perhubungan Udara. Berdasarkan kualifikasi sumber daya manusia yang dimiliki Otoritas Bandara Wilayah IV, ada 29 penerbangan lisensi yang dapat didelegasikan kepada Otoritas Bandara VVi1ayah IV.

Abstract

Kualanamu Medan Airport Construction is an alternative to overcome the operational limitations and the land that was experienced Polonia Airport. Airport security enhancement program Kualanamu Medan when operating include airport security aspects of the provision of facilities consisting of: X-Ray facility 12 units, Walk Throught Metal Detector (WTMD) 14 units, Hand Held Metal Detector (HHMD) 24 units, Closed Circuit Television (CCTV , Explosive Detection System 2 units, 2 units Liquit Scan Detecto,, Detector Nubikara 2 units (Nuclear, Biological, Chemical, Radio Active), Body Scane 1 unit, Body Inspector, Airport For Perimeter Surveillance, Security Inspection Car and Motorcycle 4. The security officer in Medan Airport Kualanamu totaling 204 personnel consisting of 124 personnel from the PT. Angkasa PuraII, 40 BKO-military personnel who assisted and 40 staff personnel outsoursing. The system and airport security procedures will refer to the Regulation of the Minister of Transportation No. 9 of 2010 about the National Aviation Security Programme and ICAO in Annex17 on Security and Document-8973 on the Security Manual for Safeguarding Civil Aviation Against Acts of Unlawful Interference, that the safety and security systems at airports should be the maximum, using equipment and adequate procedures that ensure safety and smooth flight. Pembangunan Bandara Kualanamu Medan merupakan alternatif untuk mengatasi keterbatasan operasional dan tanah yang dialami Bandara Polonia. Program peningkatan keamanan bandara Kualanamu Medan saat dioperasikan meliputi aspek keamanan bandara, penyediaan fasilitas yang terdiri dari: 12unit fasilitas X-Ray, 14 unit Walking Through Mental Detector (WTMD), 24 unit Hand Held Metal Detector (HHMD), 2 unit Closed Circuit Television (CCTV)dan sistem Deteksi peledak, 2 unit Liquit Pindai Detecto, 2 unit Detector Nubikara (Nuklir, Biologi, Kimia, Radio Aktif), Badan Scane 1 unit, Bandara Untuk Surveillance Perimeter, 4 Mobil Keamanan Inspeksi dan Sepeda Motor petugas keamanan di Medan Bandara Kualanamu sebesar 204 personel yang terdiri dari 124 personil dari PT Angkasa Pura II, 40 BKO-personil militer yang dibantu dan 40 personil staf outsoursing. Sistem dan prosedur keamanan bandara akan mengacu pada Peraturan Menteri Perhubungan Nomor 9 tahun 2010 tentang National Aviation Security Program dan ICAO dalam Annex-17 tentang Keamanan dan manual dokumen-8973 tentang Keamanan Penerbangan Sipil upaya pelanggaran hukum, bahwa keamanan dan sistem keamanan di bandara harus maksimal , menggunakan peralatan dan prosedur yang memadai yang menjamin keamanan dan kelancaran penerbangan.

Abstract

Construction of an airport including Medan International Airport Kualnnamu need to pay attention to the requirements of the runway pavement. A PCN (Pavement Clansificatton Number) published the AIP (Aerodrome Information Publication). Published PCN value is certainly a reference for the Pilot to land in accordance witli permit total load (PTA) aircraft. Related to the above, it is necessary Permit Review Expense Total Aircraft (PTA) aircraft. Related to the above, it is necessary Permit Review Expense Total Aircraft (PTA) From the value of PCN (Pavement Classification Number) In Kualanamu Medan International Airport.From the survey results revealed that the runway Kualanamu Medan International Airport with a load of total permits aircraft (PTA) 1,217,406 lbs or 608,703 kilograms can accommodate Super Jumbo aircraft A-380 which has a Maximum Take Off Weight (MTOW) IS smaller than the total value of the load pemits aircraft (PTA) is 548.000kg (1,208,000 1b). Pembangunan bandara termasuk Bandara Internasional Kualanamu Medan perlu memperhatikan persyaratan perkerasan landasan pacu. Sebuah PCN (Pavement Nomor Klasifikasi) diterbitkan dalam AIP (Aerodrome Information Publication). Nilai PCN diterbitkan sebagai acuan bagi pilot untuk mendarat sesuai dengan beban ijin total pesawat(PTA).Dari hasil penelitian diketahui bahwa landasan pacu Bandara Internasional Kualanamu Medan dengan beban pesawat izin total (PTA) 1.217.406 lbs atau 608.703 kg dapat menampung pesawat Jumbo Super A-380 yang memiliki maksimum yang Take Off Weight (MTOW) lebih kecil dari total nilai pesawat beban ijin(PTA) adalah 548.OOOkg (1.208.OOO lbs).
