Abstract

Bisnis angkutan kargo udara merupakan usaha yang menjanjikan sesuai dengan berkembangnya industri penerbangan di Indonesia. Hal ini ditunjukkan dengan prospek angkutan udara yang cukup baik dari sisi pertumbuhan penumpang dan kargo sehingga dibutuhkan kualitas pelayanan yang memadai. Penelitian ini dilakukan untuk menilai kualitas pelayanan terminal kargo di Bandar Udara Juwata Tarakan berdasarkan persepsi pengguna jasa. Penelitian ini menggunakan Model Servqual dengan 5 dimensi yang terdiri dari 17 atribut jasa. Terdapat 37 sampel pengguna jasa (shipper) yang terpilih secara acak. Importance Performance Analysis, analisis gap dan Customer Satisfaction Index digunakan untuk menganalisis data. Hasil analisis menunjukkan terdapat 4 atribut jasa yang memerlukan prioritas utama perbaikan pelayanan. Analisis gap terhadap 5 dimensi pelayanan menunjukkan nilai negatif. Hal ini berarti kinerja terminal kargo tersebut masih berada di bawah tingkat kepentingan penggunanya. Dimensi bukti fisik (tangible) dan empati merupakan dimensi pelayanan dengan nilai gap paling tinggi sebesar -0.93. Indek kepuasan konsumen pelayanan terminal kargo sebesar 71.94% yang berarti memerlukan perhatian (cause for concern) dari penyedia jasa/pengelola terminal kargo.[Quality Analysis Of Cargo Terminal Service At Tarakan Juwata Airport] Air freight transport is a promising business along with the development of the aviation industry in Indonesia. This promising word is indicated with the prospect of air transportation in which both passengers and cargo have positive growth trend so that adequate quality of service is needed. This study was conducted to assess the quality of service of the cargo terminal at Tarakan Juwata Airport based on the perception of service users. This study uses the Servqual model with 5 dimensions consisting of 17 service attributes. There are 37 samples of service users (shippers) who were randomly selected. Importance Performance Analysis, gap analysis and Customer Satisfaction Index were used to analyze the data. The results indicate 4 service attributes requiring high priority in service improvement. Gap analysis of 5 dimensions of service shows a negative value. It means that the performance of the cargo terminal is still below its level of importance. Dimensions of tangible and empathy are the dimensions of service with the highest gap value of -0.93. Customer Satisfaction Index of cargo terminal services is 71.94 % which means that cause for concern from the service provider/the operator of cargo terminal.

Abstract

Transportasi sebagai permintaan turunan berada dalam perdebatan yang mengemukakan peranannya yang vital dalam perkembangan perekonomian di berbagai tingkatan. Paper ini berupaya untuk meneliti peranan tersebut, apakah kargo udara sebagai bagian dari transportasi udara memberikan stimulus dalam perkembangan perekonomian wilayah atau sebaliknya. Analisis yang dilakukan tidak hanya menguji korelasi tetapi juga kausalitas antara variabel-variabel perekonomian, yaitu tenaga kerja, kesejahteraan wilayah, dan pendapatan, dengan kargo udara. Kesimpulan yang diperoleh adalah adanya indikasi pengaruh sebab akibat dalam beberapa bagian dari hubungan antara keduanya yang diharapkan dapat mendukung penyusunan kebijakan terkait.[The Development of Regional Economic and Air Freight: Correlation or Causality?] Transportation as derived demand is on debate that it plays important role in multi-level economic development. This paper examines that role whether air freight, as a part of air transportation, stimulates regional economic development or vice versa. The analysis examines not only correlation but also causality of trends between economic variables; employment, regional welfare, and income, with air freight transportation. The conclusions discusses on the indications of influence in the parts of relationship between variables that to be expected to support related policy-making.

Abstract

Bandar Udara Soekarno Hatta Jakarta merupakan Bandar Udara terbesar dan tersibuk di Indonesia. Selama 15 tahun ke depan, pergerakan penumpang di Bandar Udara Soekarno Hatta diperkirakan akan mencapai 70 – 100 juta penumpang/tahun. Dengan adanya kondisi tersebut, dibutuhkan bandar udara baru di wilayah metropolitan DKI untuk mengakomodasi lonjakan pertumbuhan transportasi udara. Pada kajian ini dilakukan telaahan kelayakan lokasi Pantai Pakis Jaya sebagai lokasi bandar udara baru. Telaahan ini dilakukan berdasarkan 8 kriteria, yaitu ruang udara, keselamatan, aksessibilitas dan infrastruktur, lahan, kondisi alam, obstacle, biaya serta dampak sosial dan lingkungan. Berdasarkan analisis lahan dan obstacle, area Pantai Pakis Jaya Karawang layak dijadikan sebagai lokasi bandar udara baru karena tidak membutuhkan pembebasan lahan tidak terdapat obstacle yang menghalangi pesawat udara untuk melakukan pendaratan dan lepas landas. Namun, apabila ditinjau dari sisi ruang udara, keselamatan, aksessibilitas dan infrastruktur, kondisi alam, biaya serta dampak sosial dan lingkungan, Pantai Pakis Jaya ini kurang layak untuk dijadikan lokasi bandar udara baru. [New Airport Development Analysis in Pantai Pakis Jaya Karawang as a Reliever for Soekarno -Hatta International Airport] Jakarta Soekarno-Hatta International Airport is the biggest and the busiest airport in Indonesia. It is forecasted that passengers movement in this airport will reach 70 – 100 million passenger/year for the next 15 years. Seeing the condition of this airport as a concern, new airport in the area around DKI Jakarta is required to accomodate the surge of air transportation growth that Soekarno-Hatta itself already in overcapacity state. One of possible area to be set for the new airport development namely Pantai Pakis Jaya Karawang is analyzed in this study. The analysis was conducted based on 8 criteria; airspace, safety, accessibility and infrastructure, land, natural condition, obstacle, cost, social and environmental impact. The results of land and obstacle analysis indicate that Pantai Pakis Jaya Karawang is feasible as the new airport location due to it does not require land acqusition and there are no obstacles that can block the aircraft movement. However, the analysis results for airspace, safety, accessibility and infrastructure, natural condition, cost, and social and environmental impact show that Pantai Pakis Jaya Karawang is less feasible as the location for the new airport.

Abstract

Permintaan trafik merupakan faktor penting dalam merencanakan kebutuhan kapasitas dan fasilitas di bandara. Peramalan permintaan trafik di masa yang akan datang menjadi suatu kebutuhan dalam menentukan besaran atau dimensi fasilitas bandara. Banyak faktor yang perlu dipertimbangkan dalam memprediksi permintaan trafik. Penelitian ini bertujuan untuk mengkaji hubungan antara permintaan trafik angkutan udara dengan kapasitas bandara, dan membahas hubungan antara variabel-variabel yang mempengaruhi permintaan trafik dan variabel-variabel yang mempengaruhi peningkatan kapasitas bandara. Penelitian ini menggunakan pendekatan kausalitas probabilistik. Hasil analisis pada studi kasus Bandara Soekarno-Hatta, diperoleh bahwa secara umum peningkatan probabilitas pada variabel permintaan trafik dapat mempengaruhi peningkatan probabilitas pada variabel kapasitas bandara. Nilai probabilitas variabel kapasitas yang meningkat secara signifikan adalah landas pacu, apron dan curbside.[Causality Between Traffic Demand and Airport Capacity Based on The Perception of Airport Operator (Case Study: Soekarno-Hatta International Airport)] Traffic demand is an important factor in planning the airport capacity and facility. Forecasting future traffic demand becomes a necessity in determining the amount of capacity or dimension of airport facilities. There are factors that have to be considered in predicting the traffic demand. This study aimed to examine the relationship between the demand for air traffic and the airport capacity, and discuss the relationship between the variables that affect traffic demand and the variables that affect the increase in the capacity of the airport. This study uses probabilistic causality approach. The results ofcase study in Soekarno-Hatta International Airport show that, in general, the increase in the probability of the traffic demand variables can affect the increase in the probability of airport capacity variables. The probability value of the airport capacity variables which significantly increased are runway, apron and curbside.

Abstract

Perusahaan angkutan udara sebagai operator bertugas untuk memberikan pelayanan yang optimal kepada masyarakat sebagai pengguna jasa angkutan udara. Tujuan studi ini adalah untuk mengetahui dan menganalisis tingkat kepuasan (persepsi) dan kepentingan pengguna jasa angkutan udara terhadap pelayanan perusahaan angkutan udara yang melayani rute Mamuju–Jakarta di Bandar Udara Tampa Padang–Mamuju. Analisis yang digunakan menggunakan metode kuantitatif dan kualitatif. Hasil dari perhitungan CSI untuk PT. Lion Air/Wings Air menunjukkan nilai sebesar 68,10% dengan kriteria buruk. Pelayanan kepada pengguna jasa angkutan udara yang harus mendapat perbaikan adalah tanggapan pihak perusahaan atas kompensasi apabila terjadi delay (15 menit, 30 menit dan 60 menit) dan/atau pembatalan keberangkatan oleh perusahaan angkutan udara, kecepatan pengambilan bagasi, dan perhatian perusahaan angkutan udara pada penerbangan transit/ transfer.[Satisfaction Level of Passengers Towards Indonesian Airlines on Mamuju–Jakarta Route] Airlines as the operator of air transportation are in charge in providing services to the people as the user of air transportation. The purpose of this study is to measure the level of satisfaction (perception) and the interests of the passenger on Mamuju – Jakarta route. Both quantitative and qualitative methods were used in this study. The result of CSI calculation for PT. Lion Air/Wings Air is 68,10 %, which is classified as poor criteria. Airline services that have to be improved are the response of the airline over compensation if delay occurred (15 minutes, 30 minutes and 60 minutes) and/or the flight departure get cancelled, speed of baggage claim, and the attention of the airline for transit/transfer flight.
