Abstract

This study is about the Smart City. This research is motivated by the emergence of some local governments that make the district a smart city. The purpose of this research is to describe the various efforts made by the local government in realizing the Smart City. This study uses a qualitative method. The results are in get in this study is the concept of intelligent city of Bandung was named the “Smart City Bandung 1.0”. At least there are four basic frame before building a smart city of Bandung namely the Public Service, Administrative Performance Improvement, Building Civic Interaction with the Local Government Data Access and openness to the public. The concept of intelligent city of Surabaya on the theme “e-Government that is composed of” Management of Regional Development “and the system to” Public Service”. There are many efforts undertaken by the city government, both in Bandung and Surabaya. In addition to receiving many awards, during these two loci have been widely used as a role model for other cities in Indonesia. Nevertheless, respectively the creation of intelligent cities is still more the use of a means of information and technology.

Abstract

The informal sector is very attractive because of their independence in creating jobs and providing goods/services cost. Research purposes; (1) To analyze why the street vendors (PKL) should get legal protection and guidance of the Government. (2). To analyze how policies Balikpapan City Government in the handling and coaching (PKL) in Balikpapan? Methods This study is empirical jurisdiction, in addition to reviewing the written law, also examines the legal aspects in the field of applied or implemented. Research result; In the constitutional rights of citizens to choose an occupation guaranteed by the state in accordance with Article 27 paragraph (2) of the 1945 Constitution states “Every citizen has the right to work and a decent living for humanity. Article 13 of Law Number 9 Year 1995 regarding Small Business, stated the Government shall foster a business climate in the aspect of protection, by establishing regulations and policies. in the Balikpapan City, it is needed to establish regional regulations governing the Management and Development of street vendors (PKL).

Abstract

Number 6 of 2014 aims to optimize development and community empowerment in villages. One of the main important change is the allocation of funds from the state budget in a village fund scheme. This research aims to study the contribution of the village fund for rural development and community empowerment. Conducted in Kebumen and Pekalongan regency, this research employs descriptive qualitative type of research. Informants were determined purposively by considering village typology representation. Data collection methods in this study consist of interviews, questionnaires, focus group discussions, and observation. The method of data analysis in this research is conducted with interactive model approach in the form of data reduction, data display, and data verification. The conclusion of this study is that the implementation of village funds contributed to the society by increasing the accessibility of rural communities and community participation in development.

Abstract

Provost is usually found on military based institution, but the provost also be found in the Civil Service Police Unit, Satpol PP Provost in carrying out its duties and functions in the monitoring and implementation of development activities at the State Civil Administrative Region Government and its members. The purpose of this study was to determine the extent of the presence of Provost Civil Service Police Unit reviewed from a legal perspective of the Minister of Home Affair Regulation Number 19 Year 2013 on Guidelines for Office Clothing, Supplies And Equipment Operations Civil Service Police Unit. The study used a qualitative research approach normative qualitative descriptive analysis. Secondary and primary data obtained by the study of literature and interviews and observations. The conclusion from this study is that the legal basis for the establishment of the Provost at the municipal police are not in accordance with the Regulation of the Minister of Home Affair Number 19 Year 2013 on Guidelines for Office Clothing, Supplies And Equipment Operations Civil Service Police Unit. The formation only by Decision of the Head municipal police and Decision of the Regional Secretary. Besides recruiting and training members of municipal police Provost also not based on the expertise of the investigation.

Abstract

The pattern of the partnership is one solution to help the problems faced by farmers catfish, catfish farmers in the district of Kumpeh Uluh Muaro Jambi of regency has a broad enough market share, not only in the province of Jambi alone but has been extended to the provinces of Riau and South Sumatra. While catfish farmers have a market contraints. Subcontracting partnership pattern and the pattern of general trade partnerships, could not break the problem of catfish farmers, especially in meeting the needs of the market. The purpose of the study was to determine the existing condition of catfish farmers in the district of Ulu Kumpeh Muaro Jambi of Regency, and how to model a partnership as a reinforcement of the competitiveness of catfish farmers in the district of Ulu Kumpeh Muaro Jambi of Regency. The method used was a case study with descriptive research type. A sample of 50 respondents. How sampling was done purposive sampling. Technical analysis of data using descriptive analysis. The results show that the pattern of subcontracting partnership and general partnership pattern of trade has not been implemented in accordance UU No 20 in 2008 when a partnership is not profitable catfish farmers and government intervention is not maximized as a coordinator, facilitator and supervisor (UU No 20 Tahun 2008 tentang Usaaha Mikro, Kecil dan Menengah, 2008). Pattern of Partnership Plasma core is a partnership model that can improve the performance of farmers catfish, involving BUMDes (the core) to implement downstream fishery policy (marketing), and provider of capital, together with state-owned enterprises, and universities to transfer knowledge is and transfer of technology, so that catfish of farmer (as plasma) competitiveness. The study results recommend to make a model of partnership pattern plasma core, Partner is BUMDes and catfish farmers (as plasma). The government increased its function as a facilitator, coordinator, and supervisor in partnership pattern plasma core.

Abstract

This study aims to examine the implementation of PINDU (Center for Information Services and Complaint) Program Policy Innovation in Pinrang District. This study is a study of innovation implementation using factor structure indicators, namely rules and communication, incentive, openness, and balance. This research is qualitative. Data collection is done through observation, interview, and literature. Data from observations and interviews are presented in the form of documentation of the research object. Data from the literature results are presented in the form of quotations to reinforce the research findings. The data obtained are analyzed and processed using phenomenology technique. The results show that the rules in PINDU are very clear which is seen from Regulation of Regent Number 25 of 2014 about PINDU Formation of Pinrang District Government and from Standard Operational Procedure (SOP) of PINDU. The rules have been well implemented by PINDU officers as well as by PINDU users. By complying with existing rules, then the exchange of information is very smooth and clear. Completeness of facilities and infrastructure in PINDU indicates the existence of incentives in PINDU. In addition, openness between structures is also very open so that officers are able to balance between professionalism in working with the influence of interested groups. Thus, the implementation of PINDU program policy innovation can be said to run in accordance with existing indicators. However, there are still some indicators that need to be improved, i.e. indicators of communication and openness to the public.

Abstract

The implementation of village autonomy requires the village government exploring the potential in the village into the leading sector. The agricultural sector becomes one of the ideal potentials in the Tabanan District to support national development. Currently the village government has the authority to assist local government duties. Therefore, development in the village should optimize the agricultural sector. The problems facing the agricultural sector in Tabanan are poorness, the absence of industrial processed agricultural products, and conversion of agricultural land.This paper aims to discuss and analyze the challenges and obstacles related to agricultural sector policy in the context of village autonomy with descriptive approach. Analysis carried out by combining theoretical and case or phenomenon that occurs later will be formulated into a form of public policy of the agricultural sector in the face of village autonomy. Village autonomy is the central government’s effort to restore the role of the village as a leader in national development. Village is identical as a food barn; this role is what wants to be restored so that the development pattern becomes bottom up. To support and realize the role of villages, especially in the agricultural sector, alternative policy is needed. The policy alternatives referred to are as follows; Empowerment of the rural sector, subsidies on agricultural input, agricultural output policies and the incorporation of previous policies.

Abstract

Indonesia is a country with the second longest shoreline in the world after Canada. Regardless, the management of coastal areas with the said length havn’t optimized yet and evenly that only 55 percent of potential available sources was used. Development on all sectors in coastal areas has marginalized the local society that on average work as traditional fishermen and has ruled out the preservation of enviromental ecosystem and natural habitat. The purpose of this study was to find out the ideal formulation of coastal management based on conservation. The research method used is normative juridical analysis method. The research aim tho show that the management coastal areas between sectors is still not well integrated. Therefore, it needs a policy that regulate various aspects on coastal areas management for the welfare of the people in the coastal area and archipelago.

Abstract

Benefit of implementating audit recommendation is an important factor in performance audit. This paper present results of descriptive research using survey method to auditee of BPK’s performance audit aimed to assess the extent of benefits of BPK’s performance audit and to know BPK’s performance audit recommendation over entities being audited (auditee). Survey was conducted to BPK’s auditees that consist of Ministries/agencies, state/local owned enterprises, hospitals, as well as regional work units (SKPD) in Provincial/District/City government and “other entities”. The survey results show that BPK’s performance audit help improving the performance of the auditee, where auditee at regional government level (including local owned enterprises) get greater benefit than the central government (including state owned enterprises). The survey result shows higher frequency of performance audit conducted and better quality of BPK’s recommendation provides greater benefits to the auditee. This survey also shows that 90% of respondents agree that BPK’s recommendations can be implemented. Some inputs presented by the auditee related efforts should to be taken by the BPK to improve the quality of audit and recommendation, to increase the level of follow up by the auditee.

Abstract

The mining problem has been an irony for the society, not only to gain the welfare of the economic impacts of the mining business, but to create new problems and conflict in the society. The main objective of this study is to develop a good extractive governance idea for improving the welfare of society in mining areas. This study uses a qualitative approach with descriptive research method that uses data collection techniques in-depth interviews and field observations. As for the findings of this paper, among others, the existence of natural resources in the form of oil and natural gas has caused more disasters such as conflicts, environmental disasters to economic gaps in society due to poor management. But ideally, the oil and gas industry will contribute maximally to improving the welfare of the society if managed properly. So as to maximize the potential of existing resources, there needs to be strong commitment from various parties to establish a good governance in the extractive industry area (Good Extractive Governance). This could start with the government’s commitment to oil and gas sovereignty and other extractive industries. And the existence of participatory planning in potential management in the region.
