Abstract

Synergy of policies is important for the government to run its programs in order to achieve bigger gain. The aim of the research was to find out and analyze synergy of program policy “Makassar ta’ Tidak Rantasa’” (Our Clean Makassar) in Makassar City. The research used qualitative method. The data were obtained through observation, interview, and documentation to the informantion direction, data presentation, and conclusion drawing. The results of the research indicate that the Program Policy “Makassar ta’ Tidak Rantasa’” (Our Clean Makassar) is a 100-working-day pogram of mayor and vice mayor of Makassar abaut cleanliness. The programs coverning in this policy have not been maximally synergic one another. Consequently, Makassar is still “Rantasa’” (dirty) since there are some things that need improvement such as the formulation of problem solving, government’s role, and socialization to community. Sinergitas kebijakan penting bagi pemerintah dalam menjalankan program-programnya agar saling mengisi dan melengkapi perbedaan untuk mencapai hasil yang lebih besar dari pada jumlah bagian perbagian. Penelitian ini bertujuan mengetahui dan menganalisa Sinergitas Kebijakan Program “Makassar ta’ Tidak Rantasa’” di Kota Makassar. Metode penelitian yang digunakan adalah metode kualitatif. Pengumpulan data ditempuh melalui pengamatan, wawancara dan dokumentasi terhadap informasi yang terlibat langsung dalam pelaksanaan kegiatan tersebut. Sedangkan analisis data melalui proses reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menujukkan bahwa Kebijakan Program “Makassar ta’ Tidak Rantasa’” adalah program 100 hari kerja walikota dan wakil walikota Makassar, mengenai kebersihan. Program-program yang ada dalam kebijakan tersebut belum bersinergi secara maksimal, akibatnya Makassar tetap saja “Rantasa” (kotor), karena ada beberapa hal yang perlu dilakukan perbaikan misalnya perumusan penyelesaian masalah, peran pemerintah dan sosialisasi kepada masayarakat.

Abstract

The purpose of this research is to know the magritude of the influence of the working ability and motivation work towards job satifaction and performance of employees. As well as to know the influence of job sansfaction of the employess en performance. The population in this study as many 232 employees, determining the number of sampel using sloving formula with a sample of 70 employees. The sampel using purpose sampling technique, the study analyzed by Structural Equation Modeling (SEM) with the help of software Smart PLS 2 basaed variance.From the result of the regression in obtai n(1) the result and research shows that the positive effect of work ability and significantly to job satisfaction. (2) the result of the analysis of the influence of work on perpormance capabilities of employees shows there is significant and positive influence amongst (3) he working the analysisand the research shows there is a positive and significant influance between the motivation of working towards job satisfaction the thirtd hypothesis as proven the result of (4) the analysis on the research indicates there is a positive and significant influence between the working motivation afects so (9) this hypotesis proved the result on the analysis the research indicates there is a positive and significant influence between the job satisfaction on performance. Tujuan penelitian ini adalah untuk mengetahui besarnya pengaruh kemampuan kerja dan motivasi kerja terhadap kepuasan kerja dan kinerja karyawan, serta untuk mengetahui pengaruh kepuasan kerja terhadap kinerja karyawan. Populasi dalam penelitian ini adalah karyawan dan karyawati pada PT. Semen Tonasa di Kabupaten Pangkep Divisi Sumber Daya Manusia yasebanyak 232 karyawan, penentuan jumlah sampel menggunakan rumus slovin dengan jumlah 70 karyawan. Penentuan sampel menggunakan teknik purposive sampling, penelitian ini dianalisis melalui Structural Equation Modeling (SEM) dengan bantuan software Smart PLS 2 berbasis varians. Dari hasil analisis dan penelitian menunjukkan bahwa (1) kemampuan kerja berpengaruh positif dan signifikan terhadap kepuasan kerja. (2) Kemampuan kerja berpengaruh positif dan signifikan terhadap kinerja karyawan. (3) Motivasi kerja berpengaruh positif dan signifikan terhadap kepuasan kerja. (4) Motivasi kerja berpengaruh positif dan signifikan terhadap kinerja karyawan. (5) Kepuasan kerja berpengaruh positif dan signifikan terhadap kinerja karyawan pada PT. Abstract

The purpose of this study is to know and describe the implementation of the leadership of the village head in building the village of Bandung Rejo Boliyohuto District and To describe the leadership of the village head in building the village of Bandung Rejo Boliyohuto District. In line with the research, this research uses qualitative research, in qualitative research using qualitative method of observation, interview and document review. Based on the results of research can be concluded that the Village Head as a formal leader in the village as a motivator, facilitator and mediator is very important in determining the success of each program and the planned development plans. Therefore this function should be implemented and implemented by a village head in the framework of village development and development. In addition, village heads who are also government administrators, community administrators and development administrators have a very important role in fostering, mobilizing and increasing community participation to participate actively in village development activities. Therefore, it is necessary to have a competent, honest, wise and knowledgeable village head who is knowledgeable and skilled in organizing village government and equipped with quality village apparatus. Tujuan penelitian ini adalah Untuk mengetahui dan mendeskripsikan implementasi kepemimpinan kepala desa dalam membangun desa Bandung Rejo Kecamatan Boliyohuto dan Untuk mendeskripsikan kepemimpinan kepala desa dalam membangun desa Bandung Rejo Kecamatan Boliyohuto. Sejalan dengan penelitian, maka penelitian ini menggunakan penelitian kualitatif, dalam penelitian kualitatif menggunakan metode kualitatif yaitu pengamatan, wawancara dan penelaahan dokumen. Berdasarkan hasil penelitan dapat di simpulkan bahwa Kepala Desa sebagai pemimpin formal di desa sebagai seorang motivator, fasilitator dan mediator sangat penting dalam menentukan keberhasilan setiap program dan rancangan pembangunan yang telah direncanakan. Oleh sebab itu fungsi ini harus dilaksanakan dan implementasikan oleh seorang kepala desa dalam rangka pengembangan dan pembangunan desa. Selain itu kepala desa juga yang merupakan administrator pemerintah, administrator masyarakat dan administrator pembangunan mempunyai peranan yang sangat penting dalam menumbuhkan, menggerakkan dan meningkatkan partisipasi masyarakat untuk ikut aktif dalam kegiatan pembangunan desa. Oleh karena itu, diperlukan Kepala Desa yang cakap, jujur, bijaksana dan mempunyai pengetahuan dan keterampilan dalam menyelenggarakan pemerintahan desa serta dilengkapi dengan perangkat desa yang berkualitas

Abstract

The Limboto Lake is the largest lake in Gorontalo Province. These natural resources have biodiversity of fishery which become economic source of coastal lake community. Besides, the economic activity of aquaculture fishery also grows rapidly in Limboto lake. The Limboto Lake is the largest lake in Gorontalo Province. These natural resources have biodiversity of fishery which become economic source of coastal lake community. Besides, the economic activity of aquaculture fishery also grows rapidly in Limboto lake ,The Limboto Lake has a strategic role for the province of Gorontalo. The Limboto lake degradation shows a more destructive of the area and the depth is reduced. This research study the product of law as a environmental politic instrument of the government and analyzes it in a political ecological perspective. The research design used descriptive quantitative and qualitative by using methodological approach of political ecology. The results show that regulation related to general management of the lake and Lake Limboto is particularly weak in the context of cohesiveness, harmonization, and problem focus. Danau Limboto merupakan danau terbesar di Provinsi Gorontalo. Sumberdaya alam ini memiliki kakayaan hayati perikanan yang menjadi sumber ekonomi masyarakat pesisir danau. Disamping itu aktivitas ekonomi perikanan budidaya juga tumbuh pesat di danau Limboto. Danau Limboto merupakan danau terbesar di Provinsi Gorontalo. Sumberdaya alam ini memiliki kakayaan hayati perikanan yang menjadi sumber ekonomi masyarakat pesisir danau. Disamping itu aktivitas ekonomi perikanan budidaya juga tumbuh pesat di danau Limnboto. Danau Limboto memiliki peran strategis bagi provinsi Gorontalo. Degrdasi danau Limboto menunjukkan gambaran semakin destruktif yaitu luasan dan kedalamannya berkurang. Penelitian ini bertujuan untuk mengkaji produks hukum sebagai instrumen politik lingkungan pemerintah dan menganalisis dalam perspektif ekologi politik. Desain penelitian yang digunakan deskriptif kuantitatif dan kualitatif dengan menggunakan pendekatan metodelogis ekologi politik. Hasil menunjukkan bahwa regulasi terkait pengelolaan dananu secara umum dan danau Limboto secara khusus masih lemah dalam konteks keterpaduan, harmonisasi, dan fokus masalah.

Abstract

Service quality is not only become the necesity and demands of the user society service, but also the demands of governance be a good governance. This research aimed to know the quality of E-KTP service in sub-district Biluhu Gorontalo regency. This research used a qualitative method. Decision informant/respondent is doing by purposive and snow ball. The data were collected through observation nonparticipant, in-depth interviews, and a review of documents. Analysis of the data is using reduction of data, data presentation, and conclusion and verification. The results showed that the E-KTP service in sub-district Biluhu Gorontalo regency has require the tangible aspects, namely matters relating to physical Visibility, such as equipment and facilities have adequate services; but have not been able to requare the elements of reliability, the service provided is likely to be inaccurate; has not been able to requare the elements of responsiveness, the officer tended slowly to respond the society complaints; has not been able to requare the elements of assurance, that the existing services do not provide assurance that expected by society; and also not been able to requare the elements of empathy, that has the differences in the treatment of servicing and even more the society feel that the officers more priority the other case compared the services. Thus, it can be know that the E-KTP service in in sub-district Biluhu Gorontalo regency not yet qualty.

Abstract

This research aimed to know the role of the head of village in improving the performance of officials Mopuya village in sub district of Bulawa, Bone Bolango regency, to know the factors that impede improvement performance of officials Mopuya village in sub district of Bulawa, Bone Bolango regency. While the benefits of research for academics, are expected to be the brainstorming of knowledge and information that can be used as a reference or grounding in any steps strategy of head village, the practical benefit, that is to increase the knowledge and training to think systematically and bringing insight into the role of head of village in improving the performance of officials village. The research approach used in this research is the phenomenological approach implies that an approach where the researchers trying to understand the meaning of the events of research and its relation to officers who investigated the ordinary people in a particular situation, or the type of research is used descriptive qualitative research.The result of research showed that is the role of the head of village in improving the performance of officials Mopuya village than do the good role with through 4 roles that already been implemented by the head of village. While the factors that impede improvement performance of officials Mopuya village that is the terms of attendance is not on time, lack of knowledge about computers, lack of communication and lack of self-awareness of the officials that not active.

Abstract

Potential of marine and fishery resources in Gorontalo Province is estimated have enough opportunity, therefore this sector is expected can be one of strategic economy activities to develop local economy. For realize the expectation, Fishery and Marine Service of Gorontalo Province as technically authority and has public service function, has been improving professional skill and performance of its officials in order to presents excellent public service. Pass through this research will be studied about officials performance of the institute above mentioned. This research is aimed to: (1) know influence of trainings, facilities and standard operational procedures to official’s performance of Fishery and Marine Service of Gorontalo Province, and (2) know what factor is most significant influence to official’s performance of that institute. The methods of analyses are: (1) descriptive analyses, was used to see description of expedient to improved officials performance; (2) multiple regression analyses, was used to know the influence of trainings, facilities and standard operational procedures to officials performance; (3) t–test was used to know what factor is most significant influence to officials performance; and (4) other statistical test to completed. Finally, it was concluded that trainings, facilities and standard operational procedures significant influence simultaneity to official’s performance of Fishery and Marine Service of Gorontalo Province. Besides, among that three factors, the standard operational procedures is most influence individually to official’s performance. Therefore, Fishery and Marine Service of Gorontalo Province is suggested to improve trainings, facilities and standard operational procedures continuity in order to increasing official’s performance, especially the standard operational procedures as priority factor.

Abstract

The aim of this research was to know how the role of public communication in service of social aid in part of secretariat public welfare Bone Bolango regency and how the feedback of public about Service of social aid in part of Secretariat Public Welfare Bone Bolango regency. Type of this research is qualitative descriptive with using 15 people as a sampling with doing the structured interview and described through the interviews. The results of this research say that the public communication that conducted in accordance with what is expected by the public because of the persuasive approach and with look the manners, politeness and even with a language that is easily understood by public it self. And communication by officials to the public in this case of compliance service of social aid is quite satisfactory even though there are things that not communicative even unwanted by the public, including many talk about the rules, change-unlike the procedures that had been said before, even so unfortunate when doing the Service of social aid there has unscrupulous officials that only it’s priority services to certain people who they know.

Abstract

The research intend to obtain get the illustration of structure and behavior of monetary model at Gorontalo Province, and to get result of simulation which relative effective rather than several policy alternative to be taken by Government of Gorontalo Province in order to decreased the dependence to Central Government. The approaching that used to analyse this problem that is “system dynamics” approach, with simulation experiment that illustration the monetary local ability of Gorontalo Province. Simulation result showed that if available of general allocation fund unlimited, therefore Local Government always pursue growth goals, but will happened which running wide between fiscal capacities with fiscal requirement. It means the growth which happened really support by counter balance fund. Plant tax scenario equal to 20 % by the year and scenario income of BUMD equal to 20 % and 30 % by the year in fact unable to do much in lessening fiscal differences. When scenario growth of retribution and tax improved to become 30 % and conducted fusion scenario, in the reality can lessen fiscal difference and on a long term can improve monetary ability of Gorontalo Province. Beside that growth of economics that happened quiet better than the growth in other scenario.

Abstract

This study aims to determine the use of career path positions, measuring the job competency requirements and design a career path position as a competence-based simulation. This study uses a case study of exploratory design, while the type of research is descriptive qualitative data sources upon 40 structural officials and documents in Gorontalo Provincial Secretariat. While data collection techniques used is through questionnaires and documentation. Data analysis technique used was cluster analysis that aims to get a group position based on proximity/similarity of competence between the positions of the other positions. Results of cluster analysis showed that the group was formed consisting of 12 clusters and 4 (four) family positions, in which positions within a job family can be rotated and promoted directly, while outside the office of the family done by cross posting. Thus it can be conducted to determine the standard of job competency requirements and design of a competency-based career path positions in the Secretariat of Gorontalo Province. The result is expected to be a reference in an attempt to fix the career management, which in its implementation requires some pre-conditions, actions of socialization and followed by other elements of career management.
