First published in 2007, Buletin Ilmiah Litbang Perdagangan (BILP) is a scientific journal published by the Trade Analysis dan Development Agency (Badan Pengkajian dan Pengembangan Perdagangan - BPPP), Ministry of Trade, Republic of Indonesia. This bulletin is expected to be a media of dissemination and analysis of research results to be used as references for academics, practitioners, policy-makers, and the general public. In collaboration with professional associations, The Indonesian Society of Agricultural Economics (Perhimpunan Ekonomi Pertanian Indonesia - PERHEPI), BILP publishes research reports and analysis of trade sector and/or sector-related trade which have not been published in any other journals/scholarly publications, either in Bahasa Indonesia or English. Publishing twice a year in July and December, this Bulletin is directly disseminated to stakeholders both in print and online.

Abstract

Trade policy does not only affecting the sugar cane at macro level, but also in micro level through the price mechanism of output change. The prices increases in 3 scenarios, that are the suger price at producer price from IDR 3,410 to IDR 1,461,3 for the A scenario, to IDR 2,600 for the B scenario, to IDR 2,270 for C scenario. The adantage of sugar cane farming in district of Klaten, Central Java in planning smaller than keprasan. This isdue to the expensive of preparation of crop, seed and plant, where as in keprasan doess not need it, Even, the advantages of earty harvest in non irrigation area in Klaten district decreased sharply. All policyes scenarios causes advantage of natura sugar cane in degradation sharply in which those scenarios cause advantages tend to negative. It means non profit nor in rice field either in non irrigated. While the crop of ratoon (keprasan), the profit decrease but non negative. This means that the farmer sugar cane will poor extremally if they are in protection tariff. Abolition policy of tariff or non-tariff is also will cause decreases profits. Therefore, the combination policy of tariff and non-tariff is still needed in order to protect farmer of sugar cane and national sugar industry.

Abstract

Brand is one of the strategies in marketing but development of brand requires a long term investment, especially for advertising, promotion and packaging. Nowadays many manufacturers finally realized that market captured is precisely can be done by building a brand itself in the country, so that the brand can earn loyalty from customers. The significance of developing brands for businesses (SMEs) and Government is increasing competitiveness, value added, prosperity and the national economy situation. Indonesia, which is manufactures a variety of products, both agricultural and industrial exports more products using the foreign brands, so the value added enjoyed by holders of foreign brand. To establish and develop brands, need to do a few things such as create A Single Brand (model sakasame), socialize brand development (through seminars, exhibitions or the mass media), and formed an agency of Indonesia brand development.

Abstract

The border trade between Belu Regency, West Nusa Tenggara Province, Indonesia and Republic Democratic of Timor Lestee (RDTL) become the crucial issue. It is due to the border become the illegal trading of all comodities, particularly staple foods due of its high different price of those commodities. While on the other hand, they were a big families of those people in Indonesia and Timor Lestee. The trade using the many jalan tikus (rat streets) to reach Belu which familiar to illegal trader from RDTL in order to get income. This happened after Timor Timur has separated from Indonesia. This paper aims to describe the situation of ilegal trade border between East Timor and Timor Lestee.

Abstract

Free trade is an economic concept that refers to the sale or purchase of goods and services among countries without any tariff and non tariff barriers. However, because each country has a difference resources then appears a protectionism practice of domestic production and other interests from the international pressures through the enactment of trade barriers both tariff and non-tariff (in the form of quotas, specific products, and some requirements outside the trade issues) for imported products. Various form of these obstacles is one of the causes of the difficulty of improving the Indonesia‘s exports performance to other countries. Based on the calculation of Trade Restrictiveness Indices, average of non tariff barriers added 70 percent to trade barriers derived from tariffs. In 21 countries (from total 91 countries), the contribution of non-tariff barriers to trade barriers are generally greater than the barriers of tariffs and protectionism in the agricultural sector is greater than in the manufacturing sector. On average, two times greater than protection. It shows the countries with   export composition depends on agricultural products will likely face market access problems more than other countries that specialize on manufacturing products.

Abstract

Every country in the free trade era either in the context of multilateral, regional and bilateral is required to improve the competitiveness bacause of the increasing of free trade, tight competition, therefore the policies that have potential to disserve trade and business environment should be minimised. A number of region policy (in the form of tax or Perda of retribution) that burden business environment use the corporate world semejak autonomous region put in place since region autonomy are springing up. Amount of Perda of retribution even tax change quite a lot, which is untill 2006 recorded 9.366 Perda and 962 Reperda. During this time several Perda is still perceived as the main cause of a high cost economy because in the implementation larger than the normal fee and reviewed of several Perda show the  negative impact for the business entire in region. Therefore a review of Perda needs to be done in a comprehensive manner, the evaluation of the implementation also needed to be made in periodically and in addition is giving an award to the region who create a conducive business entire.

Abstract

This study to describes how Indonesia can puts its position in the possibility of the formation in the East Asian economic area. Seen from the Gravity Model Analysis and Computed General Equilibrium (CGE), Indonesia could reap bigger profits if this area formed. However this matter also need to give attention to the issues of regionalization of ASEAN as well as other international political issues. Indonesia’s Foreign Direct Investment (FDI) is still low and also needs to be improved in the short term while increasing the international trade flows. Indonesia also needs to takes strategic position in the production network in this region, with attention to the production relation both of forward and backward llinkage, on the production integrated trend line in East Asian which is more strengthened.
