Abstract

Based on the results of the analysis and comparison, it can be concluded that employment based on main employment status in job categories 1-3 are sensitive to a decline in economic growth and employment categories 4-6 are not sensitive to a decline in economic growth. In this type of work (category 4-6), the number of workers absorbed is inversely proportional to the decline in economic growth. However, the absorption of labor in the main job status categories 4-6 which are not sensitive to the decline in economic growth, is actually a solution in the short term. In the medium and long term, the category of employment in the main job status categories 1-3 is very important as an economic foundation that supports sustainable economic growth. Therefore, in conditions of economic contraction, the government needs to provide assistance with easy access to business financing, tax incentives and relaxation of loans to financial institutions.

Abstract

Economic structure based on the role of various economic business fields in producing goods and services will determine the economic structure of a region. The economic structure that is formed from the added value created by each business field illustrates how much dependence of an area on the ability to produce Dario each business field. The value of the per capita PDRB of Kupang City on the basis of prices in effect from 2015 to 2019 is constantly increasing. In 2015 the per capita PDRB was recorded at 42.69 million rupiah. Normally, it continues to increase until 2019 reaching 56.46 million Rupiah. This high increase in per capita PDRB is due to the inflation factor which is in accordance with Article 33 UUD 1945 Constitution which has been amended four times. This also affects the urban structure, wherein Perpres No. 55 of 2011 concerning National Spatial Planning (RTRW). Therefore, infrastructure planning is good to produce good and quality infrastructure development, it is necessary to have a workshop in order to provide an understanding of all elements related to leading to good governance city.

Abstract

The Covid-19 pandemic hitting the world in early 2020 killed 534.484 people and also caused 11,423,843 confirmed cases of people even if 6. 6.473.335 people have experienced recovery (Tuti et al., 2021). To prevent the spread of Covid-19, The Indonesian Government implements social distancing and requires all activities and public services online from home, including learning. UNDANA as one of the university in Indonesia applies such a strategy based on Surat Edaran Rektor Undana No.: 1699/UN. 15.1/TU/2020. Such lectures certainly bring advantages and disadvantages for students. The impact can be known from the responses of the extracted research subjects. The subjects of this research were students of the Biology Study Program who programmed Animal Physiology, Biochemestry and PPG students who programmed Developmental and Animal Physiology, particularly those concerning enzymes, hormones, and metabolism with a total of 48, 37, and 27, respectively. The problem in this research is how they respond to the implementation of this lecture strategy? The purpose of this research is to find out their response about the lecture strategy that is being carried out. The data of this research are all their opinions in response to the reason for not understanding all the material presented, unable to give proper answer, cannot think critically to express their thoughts effectively and coherently. The results of the analysis of all responses as data show that: (1) 69 individuals (61. 607%) appreciate government policies unconditionally; (2) 31 individuals (27.679%) disagree; (3) 12 individuals (10.714%) forced to do so because they have no other choice, (4) 79 individuals (70. 53%) said it was not effective at all, (5) 33 individuals (29.46%) said it was effective, 12 individuals (10%) said it was conditionally effective provided that students tried to explore the materials that had been taught by asking for additional explanations from the lecture outside of class hours to overcome the obstacles faced, (6) 87 individuals (77.679%), approved the implementation of such a lecture strategy (E-Learning, LMS, WA Group, Google Meet, Zoom Meeting) because of the benefits obtained by students, (7) 22.321% (25 individuals) disagreed because it was not profitable. All respondents also said: (1) effective communication was not implemented during lectures due to network disruptions as a result of weather or location of residential areas that were not covered by the network, (2) the government’s decision to conduct this lecture strategy is the best way (very good) to prevent losing the moment of obtaining lecture material during the Covid-19 pandemic.

Abstract

. This research is strategically used as a solution instrument for crucial issues related to participatory governance in the management of City Parks, especially in the City of Kupang. By using relevant references, it produces differentiation and new values ??of City Park management in the development of scientific repertoire in the field of Urban Policy. Therefore, the principle of participatory governance needs to be applied. The problem is how to involve the community in maintaining the City Park? The purpose of this research is to know and analyze Participatory Governance in Park Maintenance in Kupang City. Thus, the current focus of the study on urban parks lies in the aspect of infrastructure, and how local regulations support in providing space for partnerships, as well as how the awareness and willingness of civil society, as well as corporations to participate in the maintenance of city parks, apart from finding a form of cooperation that appropriate and effective in the maintenance of city parks. The results of the study provide two recommendations, namely: (1) the potential of civil society and corporations managing city parks, and (2) forms of cooperation between potential managers (civil society, corporations) and the Kupang City Government. Meanwhile, the long-term goal, in particular, is to propose improvements to local government policies in building a collaboration model between the Kupang city government and the community that ensures the beauty of city parks is maintained. To achieve this goal, the research team reviewed the theories and concepts of participatory governance using a public policy perspective. The goal is that this perspective can focus on research and analysis frameworks that are appropriate, relevant, applicable, measurable with scientifically justifiable methodologies. The results of the study show that many city parks that have been built are expected to be well maintained so that they have attractiveness, and ensure the comfort of visitors to enjoy their beauty. However, the Government certainly has a number of limitations in its maintenance so that it requires continuous improvement. The results of this study were derived as new concepts of participatory government based on the urban social context so that in the end they were able to make a concrete contribution to the achievement of the City Park development program strategy as a green open space. Therefore, the recommendation put forward in this study is the need to build a synergistic actor relationship in the management of City Parks that is supported by adequate regulations.

Abstract

The increase in the amount of waste has resulted in problems with waste services as regulated in the Kupang City Regional Regulation (Perda) number 13 of 2000, number 3 of 2011 and number 4 in 2011. However, the results of the Adipura Assessment in 2019 placed Kupang City in 5th place with the title of the Dirtiest City in Indonesia. This study aims to present the implementation of Regional Regulation number 13 of 2000, number 3 of 2011 and number 4 of 2011 in Kupang City. The research method uses quantitative and qualitative descriptive analysis, by describing general information from the findings based on primary and secondary data. The results of the study show that the implementation of regional regulations related to waste has not been maximized due to the unavailability of Regional Policies and Strategies, as well as the Master Plan for Waste Management as a reference for handling and reducing waste in Kupang City. Implementation of Regional Regulation number 3 of 2011 and Regional Regulation number 4 of 2011 is also not maximized and overlaps because it has not been supported by derivative rules. The need for changes to Regional Regulation number 13 of 2000 related to the unit of levy value because it is not in accordance with current conditions.
