Abstract

Penelitian ini bertujuan untuk menggambarkan serta menganalisis bagaimana pola penataan jabatan struktural yang ada di kabupaten Bolaang Mongondow Utara. Adapun aspek yang dilihat dalam konteks penataan jabatan struktural ini ada tiga aspek yakni; kompetensi dari pejabat struktural, proses rekrutmen pejabat struktural dan kendala yang dihadapi dalam rekrutmen pejabat struktural di Kabupaten Bolaang Mongondow Utara. Peraturan Pemerintah Republik Indonesia nomor 13 tahun 2002 tentang perubahan atas Peraturan Pemerintah Republik Indonesia nomor 100 tahun 2000 tentang pengangkatan pegawai negeri sipil dalam jabatan struktural pada bab III tentang pengangkatan, pemindahan, dan pemberhentian dalam dan dari jabatan struktural pasal 5 dan 6 serta bab V tentang penilaian dan pertimbangan pengangkatan dalam jabatan dijelaskan bahwa pengangkatan pejabat struktural didasarkan pada senioritas dalam kepangkatan, usia, pendidikan dan pelatihan jabatan dan pengalaman yang dimiliki. Dalam hal ini, peneliti ini menggambarkan sejauh mana Pemerintah Daerah Bolaang Mongondow Utara menerapkan aturan tersebut dalam proses rekrutmen pejabat struktural. Penelitian ini menggunakan metode studi kasus sebagai langkah untuk membantu peneliti dalam merekam dan dalam pengambilan data. Karena spesifik penelitian ini ingin menjelaskan bagaimana pola penataan jabatan struktural yang ada di kabupaten Bolaang Mongondow Utara. Dengan metode ini peneliti dapat mengakrabkan diri dengan subyek penelitian secara langsung dalam waktu tertentu dengan menerapkan teknik pengumpulan data melalui observasi, dokumenter dan wawancara mendalam. Dari hasil penelitian menunjukan bahwa: 1). Terkait dengan kompetensi dan keahlian yang dimiliki oleh setiap pegawai, dapatlah dikatakan masih rendah, alasannya adalah sejauh ini banyak pegawai Golongan III yang direkruit, tetapi didominasi oleh tenaga fungsional, seperti guru dan dokter serta keperawatan. Sehingga ada beberapa jabatan yang harus diisi level struktural belum ditempati, karena belum ada pegawai yang memenuhi syarat untuk posisi tersebut, khususnya terkait dengan kepangkatan. 2). Proses perekrutan pejabat eselon secara teknis tetap mengacu pada Peraturan Pemerintah Nomor 13 Tahun 2002 yang mengatur tentang mekanisme pengangkatan pejabat struktural. 3) Terdapat 3 kendala utama didalam pelaksanaan rekrutmen pejabat struktural di Kabupaten Bolmong Utara , yaitu sumber daya manusia (SDM), kondisi fasilitas kerja, dan program kerja yang memberikan dampak yang begitu besar terhadap kinerja institusi. Kabupaten Bolmong Utara adalah kabupaten yang sementara membangun karena baru dimekarkan pada tahun 2007,sebagai daerah pemekaran terdapat keterbatasan kapasitas sumber daya manusia (SDM) yang kompeten, yakni banyaknya aparatur pemerintah daerah yang di rekrut tidak berdasarkan analisis kebutuhan masing-masing di Satuan Kerja Perangkat Daerah (SKPD), di tambah pula kompetensi dan keterampilan tidak menjadi pertimbangan utama di dalam proses perekrutan.

Abstract

The aim of this writing is to understand the Indonesian Public Diplomacy and how it works through one of the implemented program which is Friends of Indonesia: Fellowship for Future Ambassadors 2018 carried out under the Ministry of Foreign Affairs of Indonesia. In addressing to this subject, this writing will analyze the implementation and the impact of Public Diplomacy by the Ministry of Foreign Affairs of Indonesia with the concept of Mark Leonard’s three dimensions of Public Diplomacy, specifically in the dimension of Relationship Building in order to see the picture of Indonesian Public Diplomacy in the Friends of Indonesia program.

Abstract

ABSTRACTUnderstanding of corruption is not only task for KPK, government officials, and members of Parliament. Public also needs to understand corruption as part of anti-corruption education. Students are one of the elements of society who need to gain an understanding of anti-corruption or integrity because of their early age. Research conducted by survey to students in Malang in certain limits managed to reveal students' understanding about corruption. This research presents an understanding of theoretical corruption and then looks at the extent to which respondents understand about corruption. Student's understanding and knowledge about corruption, corruption behavior, corruption-related actors to what was the most popular corruption case. In addition, the students also know about the institution authorized in conducting the act of corruption. However, for the respondents, the best institution in working to eradicate corruption is KPK. The results of this study also show that students 'understanding of corruption in Indonesia is related to students' obedience to school rules. The more students understand about corruption, the more obedient they are to school rules. ABSTRAKSIMemahami korupsi bukan hanya tugas KPK, pegawai pemerintah, dan anggota DPR. Masyarakat juga perlu memahami korupsi sebagai bagian dari pendidikan anti korupsi. Pelajar sebagai bagian dari masyarakat yang perlu memahami anti korupsi atau integritas sejak dini. Penelitian yang dilakukan melalui survey kepada pelajar di Kota Malang ini dalam batasan tertentu mampu mengungkalan persepsi pelajar mengenai korupsi. Pemahaman dan pengetahuan pelajar tentang korupsi, perilaku korupsi, dan aktor yang terjerat kasus korupsi yang paling populer. Bagi responden, institusi terbaik yang dapat memberantas korupsi adalah KPK. Hasil penelitian ini juga menunjukkan pemahaman pelajar terhadap koruspi di Indonesia berhubungan dengan kepatuhan pelajar terhadap peraturan sekola. Semakin pelajar memahami korupsi, semakin patuh mereka terhadap peraturan sekolah.

Abstract

This study aims to analyze, identify and describe strengthening Local Government Organisation Gorontalo District; Methods: Using qualitative research, data collection techniques; observation, interviews and documents. data analysis interactive model of Miles, Hubermen and Saldana (2014). The results showed that: Strengthening the organization, which includes; 1) the incentive has been running with a performance-based; 2) utilization of personnel not comply pd principle the right man on the right pleace; 3) leadership is more motivation in improving individual and organizational performance; 4) organizational culture refers to the Standard Operating Procedure (SOP) that have been standard; 5) communication has been running well, but need to increase understanding of the message to avoid mis communication between SKPD; 6) organizational structure has been carried out by the organization's needs but still dependent on central government policy to discretionary policies at local level walk less than the maximum.

Abstract

Public service is a part that cannot be separated from the life of the nation and state. The 1945 Constitution mandates that the state must provide good service to all citizens to fulfill their basic needs. The government is one of the providers of public services must always carry out services that are in accordance with the rules and must know the conditions of those served. In fact, the community is often disappointed with the services provided by the government in terms of licensing arrangements such as long and convoluted service procedures, the issuance of a permit is sometimes not in accordance with the time set. Problem formula What is the quality of public services in the One Stop and Manpower Integrated Services Investment Office (DPMPTSP & TK) in Bone Bolango Regency?                This research uses qualitative methods. Techniques for collecting data through observation, interviews, documentation. The results of the service quality of Bone Bolango District's One-Stop Integrated Service and Labor Service (DPMPTSP & TK) have been good, seen from the dimensions of tangibles, responsiveness dimensions, empathy (empathy) but on assurance (assurance) dimensions and reability dimensions. corrected because there is still a relationship with the relevant office in issuing a letter of recommendation so that the permit issuance is not in accordance with the stipulated time.
