Pembangunan Proyek Jembatan di Provinsi Papua dari tahun ke tahun selalumenghadapi masalah yang sama, seperti keterlambatan pekerjaan, terjadinyapembengkakan biaya konstruksi, kekurangan dana pembangunan dan keterlambatanadministrasi kontrak, kualitas pekerjaan yang tidak sesuai spesifikasi. Hal inidisebabkan oleh beberapa faktor seperti sumber daya manusia yang tidak punyakemampuan. Permasalahan juga muncul karena kondisi geografis dan topografiwilayah Papua yang begitu sulit. Hampir seluruh wilayahnya adalah hutan lebat,dengan sungai, tebing, jurang, karang terjal dan lembah dengan tanah lembek. Hal–haltersebut merupakan bagian dari risiko dalam proyek konstruksi jembatan. Oleh karenarisiko selalu terjadi di dalam proyek konstruksi, maka perlu dilakukan kajian mengenaianalisis risiko terhadap biaya pelaksanaan pada proyek konstruksi jembatan. Tujuanpenelitian ini adalah mengetahui risiko yang terjadi pada proyek konstruksi jembatan.Identifikasi risiko dilakukan menurut persepsi pihak yang terlibat dalam pelaksanaanproyek konstruksi jembatan yaitu konsultan, kontraktor dan pemilik. Objek penelitiandifokuskan pada proyek konstruksi jembatan dengan konstruksi beton bertulang danbeton komposit (beton dan baja). Pengumpulan data dilakukan dengan kuesioner daninterview yang ditujukan kepada responden yang terdiri dari konsultan, kontraktordan pelaksana teknis kegiatan. Data yang terkumpul kemudian diolah menggunakanperhitungan probabilitas dan dampak, untuk mendapatkan nilai risiko masing-masingpersepsi. Dengan nilai risiko tersebut dilakukan analisis statistik dengan Uji Anovauntuk mendapatkan perbedaan persepsi antara konsultan, kontraktor dan pelaksanateknis terhadap risiko biaya pelaksanaan. Dari hasil analisis risiko terhadap biayapelaksanaan, diperoleh risiko tertinggi, menurut konsultan adalah produktivitastenaga kerja yang rendah. Menurut kontraktor adalah kondisi cuaca. Menurutpelaksana teknis adalah tenaga kerja yang tidak punya kemampuan. Sedangkanperbedaan persepsi antara konsultan, kontraktor dan pelaksana teknis terhadap risikobiaya menunjukan bahwa konsultan lebih besar dalam menerima risiko daripada kontraktor dan pelaksana teknis.AbstractBridge project development in Papua province from year to year, always face the sameproblems, such as the late of work, the swelling of the construction costs, lack of fundsand delays in construction contract administration, quality of work that is not tospecification. This is caused by several factors such as human resources who do nothave the ability. Problems also arise due to geographical and topographical conditionsof the Papua region. Almost the entire area is dense forest, with rivers, cliffs, andvalleys with soft soil. These things are part of the risk in the bridge constructionproject. Because the risk is always going on in the construction project, it is necessaryto do a risk analysis study on the cost of implementing on bridge construction projects.The purpose of this research is to know the risks that occur in the bridge constructionproject. Risk identification was done based on perception of those involved in theimplementation of a bridge construction project, such as consultants, contractors andowners. Object of research focuses on bridge construction projects with reinforcedconcrete construction and concrete composite (concrete and steel). Data was collectedthrough questionnaires and interviews with respondents consisting of consultants,contractors and technical and operational activities. The data collected was processedby calculating probability and impact, to get the value of each risk perception. Withthat risk value, statistical analysis was performed by deploying Anova test forinvestigate the difference of perception among consultants, contractors and technicalimplementation towards the risk costs. Result shows that from the point of view ofconsultant, the implementation costs due to productivity of labor is low. According tothe contractor, the implementation costs higher due to the weather conditions.According to the technical implementation, the implementation costs higher due tounskilled labor. While differing perceptions between consultants, contractors andtechnical implementation of risk shows that the cost of larger consulting in acceptingthe risk of the contractor and the technical implementers.
