Abstract

The serious challenge faced of local culture is to preserve its existence in the midst of the stream of globalization. Accurate strategies need to be defined to strengthen its endurance as a social capital in recent society. Cultural village is a product of policy of Yogyakarta regional government which promote the potency of local culture based on local people empowerment as an effort to preserve local culture. This research intended to analyze the implementation of cultural village policy as an effort to preserve local culture in Yogyakarta regional. The approach was descriptive-qualitative with case study method on a cultural village in Banjarharjo, Kali Bawang, Kulon Progo. The findings of this research showed that on the stages of implementation cultural village policy as a model of local culture preservation need to be followed with the policy of cultural village governance so that would be able to increase the welfare of this local culture conservationist society.

Abstract

Batu City is the Administrative City (Kotatif) recently founded in 2001. As the city who were aged 13 years, many things that must be addressed, for instance formulation of the region policies. Regional Regulation (Perda) of the Local Public Broadcasting (LPPL) ATV, becomes the object of study in this research. Because as a product policy, Perda ATV assessed not in accordance with the above policy consideration. This analysis measured how much regulation applied the principle of justice. The results showed, content of Perda still very broad and have not touched the realm of justice or aspired empowerment as in law.

Abstract

2014 Presidential Election coverage on private broadcasters were biased toward any presidential candidate. Shades of biased coverage of private broadcasters are still visible even after the presidential election. The hope of obtaining quality news and editorial independence is hard to acquire for people who crave for balanced news and quality journalism. As such, they felt embarrassed by the broadcast program content of private broadcasters who provide low taste programming which dampen their quality cultural appreciation. This is due to the fact that the broadcast program content is designed to meet the tastes of the people’s majority regardless of their cultural, social, ethnic, religious diversity. The profit making impetus underlying private broadcasters operation has increasingly made them even powerless due to absence of space to participate in the supervision and management of the broadcast programming. Interestingly, those weaknesses of the private broadcasting performance can be met by the public broadcaster. This paper will discuss the public broadcasting potentials as an ideal public sphere which enables them to develop their social capital as well as an arena for further strengthening of civil society that will help smooth the process of democratization. An understanding of the essence of public broadcasting by civil society member is more urgent as the newly drafted bill on Indonesia Radio and Television Public Broadcasting (RTRI) are being prepared by parliament.

Abstract

This is a qualitative research with descriptive qualitative research methods. The purpose of this study was to determine how the implementation ofthe policyand community participation to the election. The results showed thatthe level ofparticipationis still lackingdue to thecommunicationbetween actorsas acommunity organizer with stakeholders are not going well, resulting in low levels of participation that leads to thelack of legitimacy ofelected regional heads.

Abstract

Poverty is complex because it involves many aspects of public policy that is not exactly right for the fulfillment of food, health, education, employment, and so on. In order to decrease poverty in Indonesia may need the support and cooperation of the community and the government's seriousness in tackling this problem. Through the Millennium Development Goals (MDGs), the government tried to reduce poverty, it's just that certain requirements must be met. In this case the requirement is about the readiness of the government in implementing the MDGs, because the government should be in a position of good governance in accordance with the development paradigm of the New Public Management (NPM). Theoretical understanding of public policy dominated NPM shift to governance and public policy (public services) to market-oriented citizens. So that the public policy and public service with NPM paradigm is the issue of public sector and participation, as the empowerment and participation of the public sector is expected to be cooperation between the government and citizens without being harmed.

Abstract

Elections are a means to make the transfer of power and the power of competition. As a democratic mechanism to make the turn leaders, representatives of the people who will sit in the Legislature and the Executive shall be carried out in direct, general, free, and confidential, and based on the spirit of honest and fair. The low public confidence in the political parties are a threat to the successful implementation of the party elections and political parties should find a solution to fix it. Researchers carried out by the Institute of the Centre for Strategic and International Studies (CSIS), the result is: Trust the people against political parties is currently very low. Only 22.4 percent of respondents believed that political parties have a good performance. The number of respondents reached 2,290 people with an estimated margin of error of about 2.1 percent and the 95 percent confidence level. So thus, the political trust of citizens in the Parliament, political parties, and the government is deficit.

Abstract

Marketing activities required to sustainability andexistence of the organizationin order to survive and remain accepted by society. With the times, marketing is not only used by profite companies, but has been widely used by non-profit institutions such as NGO, educational institutions, museums, hospitals, and politics is no exception. This research use dexplanatory methode. The locationof this researchis East Java which basedon the consideration that it is the second most residents province. Beside that East Java is barometer of Indonesia elections. The population of this study were all residents in East Java that has the suffrage to vote( aged 17 years and olderor married) and have entered into the voters list (DPT) in the election of Presidentand Vice President in 2014. Based on the provisions of the Commission, the number of voters remain in East Java by 30,545,935 people. The sample size of this study using Slovin formula, in order to obtaina minimum number of 124 people. The research was divided into16 clusters, where each clusteris taken 8 people, so that the sample rounded to 128 people. Furthermore, the sampling technique used in this study are Multistage Random Sampling(MRS). The results ofthis study were1) Marketing Mix had significant effect on Brand Equity candidate, 2) Bandwagon Effect had significant effect on Brand Equity candidates, 3) Marketing Mix had no significant effect on Voting Intention candidates, 4) Bandwagon Effect had no significant effect on Voting Intention, 5) Brand Equity had significant effecton Voting Intention.

Abstract

Based on declining capture fisheries production in Pekalongan in recent years due to over-fishing in the Java Sea, then efforts to increase fish production is currently directed towards the development of aquaculture. Potential aquaculture about 18% of the area of Pekalongan, but it has not made a significant contribution to the income of the people. The process of aquaculture development planning as an early stage in the process of regional development is expected to absorb the aspirations of the people and be able to explore the potential of the area. This research aims to describe and analyze the process of aquaculture development planning in Pekalongan, supporting factors and obstacles in process of aquaculture development planning in Pekalongan. The method used is qualitative descriptive approach. Analysis of the data by using analysis Miles and Huberman. Based on the results of the study indicate that partisipation of stakeholder are less involved, planning dominated by top-down and technocratic approach, factors supporting are fisheries personnel, strategic plan documents, legislation, and aquaculture potential, while inhibiting factors, the lack of skilled human resources in the field of planning, less participation of fish farmers, coordination still weak, and limited budget.

Abstract

Demonstrations in May Day celebration and minimum wage establishment shows worker's dissatisfaction about the wage that received. The important of stakeholder involvement in wage planning, mainly employers and workers and supported by healthy and harmonious coordination between government, employment and worker enable for achievement of fair wage for every parties. Ethnographic approach used to obtain the answer on how the roles of board of wage in minimum wage planning and the factors that influencing to the role. The research focuses on wage’s planning stages both in the process in preparation of materials, discussion and recommendation’s submission. Local institution, board of wage can play a role as stakeholder’s communication and participation place to realize the achievement of a fair wage that is capable of representing any aspirations. It is also been able to provide an alternative in the decision by the mayor even though there are several factors inhibiting including different interest, and difference in perception between the employers and workers in the implementation of role
