Abstract

Society as the highest sovereign philosophically very worthy of getting the best services of the State Civil Apparatus (ASN). Law Decree No. 5/2014 on the State Civil Apparatus arranged ASN's role is to realize the national development through a professional public service, free from political interference, and free from corruption, collusion, and nepotism. But reality shows ASN service in Indonesia still indicates a violation of moral and ethical, the bias of particular interest, as well as public service management processes are fully engineered and camouflage. In the practice of governance in Indonesia ethical problems is a necessity. Ethical problems of the services provided by the ASN for this is still limited to a commitment that is taken for granted, and not yet a reality in everyday behavior. Whereas in the legislation contains a code of conduct based on the ethics of religious, cultural, social and ethical governance.

Abstract

Abstract: This study analyzes the monitoring and evaluation mechanisms conducted by the local government against the Village Fund (DD) program. This study uses a qualitative method. Taking data using interviews that hold on the interview guide favorable (positive). Determination of informants using purposive sampling. Data analysis is done by multilevel method, with validity test of data triangulation and peer debriefing. The results showed that monitoring and evaluation were carried out with supervision from planning, implementation, report after program implemented and annual report, both physical and non physical program. Supervision is done by Local Government through BPD. Monitoring and evaluation mechanisms are seen from the availability and appearance of DD files, clarity of DD files, regulations used in DD management, accountability reports and see the impacts. So based on that, accountability of DD management has been considered good. It is also based on four principles of DD management that have been fulfilled, especially in relation to openness to the general public both in the preparation of the plan, implementation and in accountability. Abstract

This study aims to determine the various factors that influence success and failure of implementation of the Regional Regulation of Malang City Number 5 of 2001 on the Regional Municipality Amendment II Malang No. TK. 6 Year 1989 On Implementation of Hygiene Malang mainly levy collection and remittance of cleanliness in the Village of Tower District Breadfruit Malang. Factors that influence the degree of success and failure of the Implementation Regulation, the author refers to the State Policy Theory and the Theory of Policy Implementation mainly put forward by George Edward III. From the results of a qualitative descriptive analysis can be revealed that the factors that influence success and failure of policy implementation can be seen from the communication variables (include: clarity of factors and mechanisms to deliver information delivery process orders and directives in user charges for collection of cleanliness). Variable resources (including: the adequacy of the implementing authorities, the carrying capacity of the facility and the adequacy of funds), the variable attitude of the conduct (including: the level of understanding and implementing compliance) and variable structure of the bureaucracy (including decentralization of authority, hierarchy coherence and clarity as well as the implementing agency and detailed formal rules). The results of field observations show no consistency purposes, so the intent and purpose of the regulation has not reached the maximum. This is demonstrated by the amount of waste that can not be taken away and reluctance to pay a compulsory levy of user charges, but the socialization of the area is good regulation. Conclusions obtained, namely the implementation of Regulation No.5 of 2001 have failed. This was caused by the persistence of the quasi-compliance of the implementing authorities, lack of resources and lack of authority given to officers. Therefore the authors recommended that governments revise regulations Malang area and provide sufficient authority to the executive officers and increase resources.

Abstract

Waste problem in Indonesia has become complicated and difficult problem to solve. One attempt to overcome this problem is to change the method of waste management from the pipe line to the management on the basis of the 3Rs (reduce, reuse, recycle). It will not be achieved without the participation of the community in the planning, implementation, management and evaluation. On the other hand planning with community involvement (participatory planning) has not found its ideal form, the low level of participation has always been a major issue. Community development is seen as a concept that is used in addition to facilitate participation, the concept is also used to increase public participation. In the process of community development, it aims to improve the capacity of community decision-making that is useful to overcome the problem by utilizing existing resources. Through this process then the solution for issue of waste in the planned housing is planned.

Abstract

Investment is one of main factor on the economic growth increasing at the region. Investor will help government and society make the potential of that region be more function than before. But, the problem is investor always get obstacle like the permit or allowance at that field. It makes investor has uncertaint feeling for processing its investment.Now, government have awareness the significant of public service at investment sector. Then create a concept of one stop service which give the whole of processing at permit and non permit, begin from collecting documents until the publishing of allowance letter worked at one office. So that Government of Blitar Region does the same thing for easiness and simplicitiness at permit and non permit for society and investor.

Abstract

Abstract: Based on the Regulation of Village Minister, the Development of underdeveloped Regions and Transmigration No. 5 of 2015 on the Establishment of the Priority of Village Funds Usage 2015 has been issued in amount of IDR 20.766 trillion of village funds that will be allocated for priority village development and establishment of BUMDes (village-owned enterprise). The community empowerment side will be the key to the implementation of this development. The community is expected to participate in planning, implementation and monitoring-evaluation, so that the utilization of village funds is more transparent and accountable. The goal is to build Indonesian people from the village to an independent society. Many things become concern, whether the use of village funds really can empower the community and involve the village community in a participatory way. Several indications indicated that there is still unclear usage of the program and the priority of village funds usage due to the preparation of village RPJM – village RKP are not in accordance with the needs and aspirations of the community. With the lack of knowledge of village officials, the role of counselors is not optimal in coordinating with stakeholders. This causes the development is not maximal in prospering the rural communities. One reason is the lack of community involvement since the initial process to the end of the program, so the planning is not in accordance with the needs. This paper discussed on how participatory roles can be used in village fund usage programs in planning, implementing and monitoring village usage evaluations, in order to be more participative, transparent and accountable. Dengan Peraturan Menteri Desa, Pembangunan Daerah Tertinggal dan Transmigrasi Nomor 5 Tahun 2015 Tentang Penetapan Prioritas Penggunaan Dana Desa Tahun 2015 telah digulirkan dana desa sebanyak Rp 20,766 triliun yang akan dialokasikan untuk pembangunan desa yang prioritas dan pendirian BUMDes. Sisi pemberdayaan masyarakat akan menjadi kunci utama pelaksanaan pembangunan ini masyarakat di harapkan partisipatif dalam perencanaan, pelaksanaan dan monitoring-evaluasi, agar pemanfaatan dana desa ini lebih transparan dan akuntabel. Tujuannya adalah membangun masyarakat Indonesia dari desa menuju masyarakat Indonesia yang mandiri. Banyak hal yang menjadi kekwatiran, apakah pemanfaatan dana desa benar benar dapat memberdayakan masyarakat dan melibatkan masyarakat desa secara partisipatif. Beberapa indikasi menunjukkan masih dijumpai ketidakjelasan mengenai program penggunaan dan prioritas penggunaan dana desa yang disebabkan penyusunan RPJM Desa-RKP Desa tidak sesuai dengan kebutuhan serta aspirasi masyarakat. Dengan kondisi kurangnya pengetahuan aparat desa, peran pendamping yang belum optimal dalam melakukan koordinasi dengan stakeholders. Hal ini menyebabkan pembangunan tidak maksimal mesejahterakan masyarakat di pedesaan. Salah satu penyebabnya adalah kurangnya pelibatan masyarakat sejak proses awal sampai akhir program, sehingga perencanaan tersebut disusun tidak sesuai dengan kebutuhan. Tulisan ini membahas bagaimana bentuk peran partisipatif yang dapat dipakai dalam program penggunaan dana desa dalam perencanaan, pelaksanaan dan memonitoring–evaluasi penggunaan desa, agar dapat dimanfaatkan lebih partisipatif, transparansi, serta akuntabel. Abstract

Corruption has become a serious problem in Indonesia since it spread to entire fields and sectors of community widely, systematically, and well organized. Therefore, it causes community has apathetic attitude to all corruption types, either conventional corruption (damaging nation finance) or non-conventional corruption (slowly in serving, escape from captivity, selfish, etc.), result in the public service done is not maximum. This research used qualitative method with descriptive approach through observation, interview, and documentation in collecting data. Data analysis used was interactive data analysis model developed by Miles and Hubeman (1992) covers data reduction process, data presentation, and conclusion. The conclusions of this research done are: 1)the community is extremely apathetic since the reality in removing corruption happened in bad way; 2) the effort in removing corruption in Malang city still becomes an issue of group and class (LSM and several people), it has not become the enemy of Malang city’s community yet; 3)the service has been good enough (the standard of service is available for each institution), however it has not been maximum yet in its execution; 4) to get a good public service, there should be a change of the way of thinking of people having capacity in bureaucracy.

Abstract

High levels caused by factors that are not proportional to the level of education and the level of education of the community, which is the subject matter. This type of research is in the form of a case study using the balanced scorecard method. Data collection takes several elements and then each of these elements is examined, conclusions that only apply to the elements studied only. This research was conducted at the Sampang Regency Cooperative, Micro Business and Manpower Office. The results of the study averaged 0.5, which means the performance of the Micro, Cooperative and Cooperative Office of Sampang Regency. These results are the average results from several aspects, namely data that shows an internal NGR of 80% that is well-intentioned. The internal business perspective data produces a target of employee returns of 5% which means less. Internal business perspective data on employee training results is 50% which means less. Data to measure employee training level by 50% which means less. Tingginya tingkat pengangguran disebabkan oleh beberapa faktor diantaranya besarnya angkatan kerja yang tidak seimbang dengan kesempatan kerja serta tingkat pendidikan dan keterampilan yang dimiliki masyarakat, inilah yang menjadi pokok permasalahan. Jenis penelitian yang digunakan berupa studi kasus dengan menggunakan metode balanced scorecard. Pengumpulan data mengambil beberapa elemen dan kemudian masing-masing elemen tersebut diteliti, kesimpulan yang ditarik hanya berlaku untuk elemen-elemen yang diteliti saja. Penelitian ini dilakukan di Dinas Koperasi, Usaha Mikro dan Tenaga Kerja Kabupaten Sampang. Hasil penelitian menunjukkan nilai rata-rata sebesar 0,5 yang berarti kinerja Dinas Koperasi Usaha Mikro dan Tenaga Kerja Kabupaten Sampang dikatakan Cukup. Hasil tersebut merupakan hasil rata-rata dari beberapa aspek, diantaranya data perspektif bisnis internal menunjukkan hasil NGR sebesar 80% yang berarti baik. Data perspektif bisnis internal menunjukkan hasil target kepuasan karyawan sebesar 5% yang berarti kurang. Data perspektif bisnis internal menunjukkan hasil persentase pelatihan karyawan sebesar 50% yang berarti kurang. Data perspektif bisnis internal menunjukkan persentase pelatihan karyawan sebesar 50% yang berarti kurang.

Abstract

The serious challenge faced of local culture is to preserve its existence in the midst of the stream of globalization. Accurate strategies need to be defined to strengthen its endurance as a social capital in recent society. Cultural village is a product of policy of Yogyakarta regional government which promote the potency of local culture based on local people empowerment as an effort to preserve local culture. This research intended to analyze the implementation of cultural village policy as an effort to preserve local culture in Yogyakarta regional. The approach was descriptive-qualitative with case study method on a cultural village in Banjarharjo, Kali Bawang, Kulon Progo. The findings of this research showed that on the stages of implementation cultural village policy as a model of local culture preservation need to be followed with the policy of cultural village governance so that would be able to increase the welfare of this local culture conservationist society.

Abstract

Planning of human resources as a key instrument in the implementation of delegation authority or sharing of power to the three Municipio through Law No. 4/2014 on the organic statute of structure administrative pre-deconcentration in East Timor legally, planned, gradual and continued in three Municipio. The results showed that technically the human resources planing in terms of quality and quantity is not enough to fill a administrative pre-deconcentration in three Municipio. While planning the placement of employees on the structure of the administrative pre-concentration has not done. Because it is the competence of National Permanent Technique Group which consists of 12 Ministers, four secretary of state and civil service commission. supporting factors, among others: the strategic plan, (Municipality Strategic Development MSD), budgeting, the new activities and design of structure and official duties. The inhibitory is the economic situation, politics, social and culture, legislation, technology and competitors. Advices research, Pertaining to the human resource, relating to the planning of personnel resources is need further research studies related gender, As in the process of administrative pre-deconcentration Municipio is a new concept and the first time implemented in three Municipio in East timor. The new employee recruitment was the need and the resources available based on the concept o the right man on the right job to succeed administrative pre-deconcentration in three Municipio Aileu, Ermera and Liquiça
