Abstract

Waste problem in Indonesia has become complicated and difficult problem to solve. One attempt to overcome this problem is to change the method of waste management from the pipe line to the management on the basis of the 3Rs (reduce, reuse, recycle). It will not be achieved without the participation of the community in the planning, implementation, management and evaluation. On the other hand planning with community involvement (participatory planning) has not found its ideal form, the low level of participation has always been a major issue. Community development is seen as a concept that is used in addition to facilitate participation, the concept is also used to increase public participation. In the process of community development, it aims to improve the capacity of community decision-making that is useful to overcome the problem by utilizing existing resources. Through this process then the solution for issue of waste in the planned housing is planned.

Abstract

Beef and buffalo meat self-supporting program rolled out by Ministry of Agriculture which is planned to be reached in 2010 is in fact failed to be achieved, so that the targeted reset in 2014 but not reached either. It is a sad reality considering the potential of nature that we have that is rich in biodiversity. Proper planning is needed to overcome these problems. The role of Government, society and private sector in the planning process is expected to produce plannning that is able to overcome the problems of meat self-supporting program. The research focused on the planning formulation process of madura cow population and performance excalation program including the stages of planning, actor involved in the planning, and the result of the planning, societal participation can be seen in the planning process, the form of participation and level of participation as well as the supporting and inhibiting factors to the societal participation. Societal participation in the planning process, specially on the village/district and subdistrict development planning deliberation forum become a proper means for the society to express their aspiration because on this stage of planning society is still able to deliver their aspiration directly.

Abstract

The purpose of research is to describe, to identify, and analyze the community participation, the effectiveness of community participation, and factors supporting and inhibiting factors effectiveness of community participation in the preparation of Local Legislation Program in the Government Environment Batu City. The research uses a qualitative descriptive approach. Data were analyzed using interactive model Miles and Huberman.The results showed that community participation is Mobilized (forced or directed), and on the medium level of participation. Based on the process of analysis and policy formulation steady and careful planning, community participation had been effective. Factors supporting the effectiveness of community participation are: 1) the central government's policy; 2) the budget; 3) the enthusiasm of people; and 4) the cooperation with the consultant. Factors inhibiting the effectiveness of community participation are 1) budgetary constraints; 2) human resources are inadequate; 3) the low level of knowledge and understanding of society; and 4) the lack of media to access information for the community about local legislation draft.

Abstract

Daerah Istimewa Yogyakarta has a highest poverty percentage between Java’s provincies. According that situation, since 2012, The Government of Daerah Istimewa Yogyakarta have been creating a poverty aleviation program that called Pilot Village Program of Poverty Alleviation and Food Insecurity. Many of institutions was involved in this program. By using qualitative method, this research tried to describe and analize the poverty and food security aleviation program planning steps that was created by The Government of Daerah Istimewa Yogyakarta in years 2012-2014 also the factors that support as well as obstruct the resident’s participations. The program planning was preceeded by identification of community condition and needs then followed by several planning activities that using the identification data. The resident of pilot village participated to planning process by delivered some feedback within dissemination and monitoring activities. Various community feedback is used to enhance the next period plan. Community participation in program planning is driven by factors the role of stakeholders, public awareness and social systems in the community and on the other side is inhibited by the type of profession and position in society. When we talking about resident’s participation in the program planning process there are still a problems that need to be improved is still marginalization of the poor in decision-making/policy.

Abstract

The purpose of this research was to identify superior products based on SME’s clusters in Malang and select the priority strategy to develop SME’s cluster based on potential, capabilities and constraints. This research was conducted with a mixed research methods (mixed methods). Quantitative methods were used to determine the criteria for superior product Malang with the Cochran Q test method, determine the superior product based on clusters in Malang with Analytical Hierarchy Process (AHP), and determine the priority of the development SME’s cluster strategy with SWOT analysis method. Qualitative method was used to identify the internal and external factors which influences on the development of SME’s cluster. The results showed that the criteria were used to determine a superior product, such as (1) the uniqueness of the product/as regional trade mark; (2) contribution to the regional economy; (3) market; (4) the input conditions (availability of infrastructure, human resources, technology, capital); (5) partnerships; (6) policy and institutional support; (7) the impact on the environment; (8) the level of competitiveness. Identification Superior product based on clusters in Malang with Analythical Hierarchy Process (AHP) method showed that superior product of Malang is tempe and tempe chips from the Sanan cluster. It can be concluded that the chosen strategy is SO strategy, the strategy which use strength to take advantage of opportunities or strategies that support aggressive growth policy (Growth Oriented Strategy).

Abstract

The increase of quality and quantity of the most agricultural product in Batu City doesn’t generate farmer’s welfare. It is indicated by the decrease of Gross Regional Domestic Product (GRDP) percentage on the agriculture sector annually. It is assumed that the condition caused by marketing planning system. The research uses a descriptive method with a qualitative approach. Result of the research shows that the planning process in Batu City uses political, technocratic, participative and top-down and bottom-up approach. The planning process comprises the stages of investigation, problem formulation, resources identification, aim and target determination, work planning formulation, and budgeting.Key stakeholders who influence the planning process are the Batu City Mayor, Batu City Local Parliament and Batu City Agricultural and Forestry Agency, although society has also been involved. The program planning supporting factors are potential Batu resources, government policies that support funding factors, as well as the presence of mass media and universities. Inhibiting factors include socio-cultural attitudes that are difficult to accept change, the quality of the planning human resources that still need some improvement, lack of supporting data in the planning process, yet the evaluation of the impact, as well as global market conditions tighten competition marketing of agricultural products

Abstract

This research is motivated because the issuance of Law No. 28 of 2009 on Local Taxes and Levies, which the Central Government gives full authority to local governments to manage their own land and building tax Sector Rural and Urban Sector (PBB P2). The purpose of this study is to describe, interpret, and analyze (1) the transfer planning of PBB P2 in Trenggalek, (2) enabling factors and factors inhibiting the transfer of PBB P2 Areas in Trenggalek Local Goverment. The results of the study (1) goal setting plan made after seeing the condition of the existing and likely to happen, then think about what activities will be undertaken to achieve these objectives. The purpose or primary objectives guided Terri District Government Joint Regulation of the Minister of Finance and Minister of Home Affairs No. 213 / PMK.07 / 2010 - Number 58 Year 2010 concerning the transfer of the stages of preparation of the PBB P2 as Local Tax, with funding from the budget, and carried out by the Department of Revenue Trenggalek but this plan was not made official schedule. Broadly speaking, the implementation of the plan in accordance with the existing rules, but there are some who passed the deadline. Monitoring is difficult because of the absence of the official schedule. (2) Supporting factors of Trenggalek Local Goverment planning process is the availability of funds and good relationships with various stakeholders, while inhibiting factor is the Human Resources both of quality and quantity, the absence of an official schedule as well as the difference between the amount receivable.

Abstract

Culture set development programs should be able to improve the performance and productivity of employees, but the empirical evidence shows no significant change due to the program implementation.The fact shows there is an implementation gap in the implementation of culture set development programs in the Regional Secretariat of Pati regency. Therefore, it is necessary to search for the factors that affect the implementation of the program which includes: communication, resources, attitudes, bureaucratic structure, program content and environmental.The objectives of this research is to test the influence of communication, resources, attitudes, bureaucratic structure, program content and environmental simultaneously and partially on the implementation of the cultural set development programs in the Regional Secretariat of Pati regency. The research method used in this research is quantitative method with the type of explanation. Respondents include civil servants in the Regional Secretariat of Pati Regency, where sampling using the formula Roscoe with proportionate stratified random sampling technique. The analytical techniques used in this research is the multivariate analysis with statistical techniques of Multiple Linear Regression. Based on these results it can be concluded that the factor of communication, resources, attitudes, bureaucratic structures, program content and environment has a significant influence either simultaneously or partially to the implementation of the culture set development programs in the Regional Secretariat of Pati regency. Where the communication variable are variables that most influence than other variables.

Abstract

The absence of a management plan may hamper technical forestry activities. Another impact is the communication between peasants and forest officials obstructed, smallholder farmers lack the education or capacity building activities in forest areas are managed comprehensively. The method used is qualitative descriptive approach. Analysis of the data by using analysis Miles and Huberman. The implementation of planning seen through the four stages of the planning process is the stage of investigation, negotiation, implementation and evaluation. Factors supporting from social aspect that is government facilitating and readiness of management institutions. Ecological support of the AB land area availability. Economic support from timber prices increasing. While inhibiting factor derived from ecological aspects, namely natural barriers and geographical conditions. Social barriers from limited awareness and knowledge. Economic barriers due to lack of assistance and capital in forest management budget.

Abstract

Waste management in Kepanjen Subdistrict particularly in community settlement area, still far from adequate. The community tend to dispose waste to river or burn it. In long term it leads to environmental pollution. Local government needs to plan and prepare budgeting to effectively manage waste. One of the method to overcome this problem is to plan waste bank by empowering the community so they could gain extra income. Thus, through this program it is expected to minimize waste accumulation and could give the community comprehension of how to manage their waste properly. The research focused on the process of waste bank planning formulation in Kepanjen Subdistrict of Malang Regency, and the supporting and constraining factors of waste bank planning formulation in Kepanjen Subdistrict of Malang Regency. Waste bank planning formulation process for community empowerment has been carry out through planning stages in the suitable provision, however the initiative comes from the beaurocracy, the community still needs contiguity in forming and managing the waste bank until they can fully manages their waste bank autonomically.
