Abstract

The purpose of this study is to analyze determinant attribute of the success of ship assistance program to enhance fishermen welfare. The study uses multidimensional scalling (MDS) for economic, social, and institutional dimension. The results of the analysis indicate that stress values for all dimensions is close to 0, it means that configuration measurementattribute for the sustainability of the program in one point is quite appropriate. In social dimension, the attributes that affect the sustainability of the assistance program are an increase community participation in program, increase cooperation in fishing effort, an increase in the number of villages that received the program, and strengthening the involvement of indigenous peoples in the program. In institutional dimension, priorities for improving the sustainability of the program are to strengthen the microfinance institutions, social institutions, and the strengthening of the fishermen group. In the economic dimension, the attributes that affect the sustainability of the program are alternative livelihoods, business profits of the fishery, the fisheries subsidies, availability of human resources (fishermen), and transfer of profits

Abstract

This This research is aimed to describe social companion profiles; identifying social companion qualifications and the amount of incentives received per month; describing competences of the social companion; describing the development of social companion competence standards, and formulating standard hypothetical models of social companion on the base of social work systems. The research was conducted in five locations involving 150 respondents that were determined by proportional random sampling technique and a number of informants that were determined purposively. The data are collected through questionnaires, in-depth interviews, FGD and documents. The data are then analyzed quantitatively and qualitatively, which are both used simultaneously. The results of the study indicate that: 1) The majority of female companions are in the range of productive age, in married status, relatively well educated, coming from the local area and on average accompanying 48 PMKS, 2) From companion qualification, only 28 percent of social companions are qualified as professional social workers, the majority of companions (as many as 67 percent) have never attended the training of consolidation as social companions, and 75.33 percent of social companions received incentives of less than Rp. 500.000, - per month. Many companions function to accompany several PMKS programs and because of the littleamount of the incentive they received, consequently they are less focused and their performance is less optimal; 3). Based on testing of contract model of social companion competence with confirmatory factor analysis (CFA) technique, it can be concluded that the competence of social companion was successfully reflected by certain knowledge, skill and values /attitude variable. Among the three variables tested, the factor content of the skill variable is merely the highest in forming competence; 4) The recruitment system of companions is identified in three ways, namely: a) direct recruitment system; b) election system; c) appointment system; 5) Developing social companion standard on the base of social work system, can be created by optimizing various components in the system including recruitment system, human resource management system, intervention system and training system. This research recommends that it is urgently needed to decide the relatedlegislation to national standard of social companion so that the position of the companion is growing stronger and its competence is standardized; it is necessary to increase the competence of social companion, either through formal and nonformal education channels and it is also necessary to apply a hypothetical model of development of social companion standards based on the social work system as proposed.

Abstract

This research sees problems of global masculinity construction that appears in men’s magazine in Indonesia. Be conscious or not globalization era gives a strong effect upon Indonesian social order. This research started from researcher’s concern toward masculinity studies from masculine perspective itself in Indonesia which haven’t been critical detailed. The models of masculinity from masculine construction haven’t been found conceptually in Indonesia. The image that appears in mass media such as printed and electronic media are still about the image of men, which attach to the values of masculinity in western world. This research is conducted on 10 metrosexual men (informants) in the city of Medan, it uses interview technique and case study analyzes.The result of research shows the fact that metrosexual men in Medan come from upper middle class and have a lot money, so that it could support their needs of lifestyle. Metrosexual men often follow the latest fashion through global men’s magazine in Indonesia or from the western world. The result of research expresses the talks on global masculinity construction, which appear in men’s magazine show a very strong influencefrom western values. For example, from the fashion used by men to the lifestyle in western world. Most of the informants admitted the influence of global masculinity happens to Indonesian people especially to the informants in Medan. Even they don’t mind with masculinity construction in many facets such as in fashion, the informants admitted that they liked suits,which are formal attire in the western world. Most of the informants don’t agree to Asian style phenomenon masculinity, which appears from Korean Boy Band, according to them, Korean Boy Bands are very feminine and reduce the concept of existing Indonesia local masculinity.

Abstract

Food security is an issue that is closely related to the phenomenon of climate change. Attention to the community of people who live on the coast of the greater given that approximately 60 percent of Indonesian people living in the region becomes vulnerable to the impacts of climate change. One thing that is threatening the sustainability of the food is the disruption of the public so that food security decreases. Questioning of food security not only on the fulfillment of food needs for households in sufficient quantity, but also in the aspect of safety, quality, nutrition, variety, and an affordable price for the community (Food Act, 1996). Climate change on the other hand very threatening loss of biodiversity, including ocean acidification, damage and coral bleaching, and most worrying is the decrease of the number of fish that can be caught by fishermen as a result of the damaged habitat. Jerowaru village, East Lombok sub-district, West Nusa Tenggara district is one of the coastal area of eastern Indonesia are highly vulnerable to climate change impacts. The authors focus on the issue of food security is based on the research data that collected by researchers from LIPI and Ministry of Marineand Fisheries (KKP) in 2014 that the losses suffered by traditional fishermen due to the failure of the state to run the agenda of adaptation and mitigation of climate change reached more than 73 billion per year and that fact shows that the productivity of the catch continues to drop and make fishing more distant fishing. The study, entitled “Sustainable Future: Strategy Supports Indonesia’s efforts Anticipating the Social Impact of Climate Change on the island of Lombok, West Nusa Tenggara” conducted in 2014 using in-depth interviews, observation, and focus group discussions to explore the primary data. Subjects were fishing communities, local governments, and NGOs involved in mitigation and adaptation of fishing communities.Cooperation and coordination between stakeholders is essential to minimize the impact of weather changes, also it takes effort to strengthen vulnerable communities so that food security is maintained.

Abstract

This research is aimed to comprehend: socio-economic characteristic of families, perpetrators and victims of child on child sexual abuse; determinant factors that influence children to do child on child sexual abuse; efforts conducted by Social Home Marsudi Putra (which was the institution that handled children deliquency or so-called PSMP) and ChildProtection Institution (LPA) in handling child on child sexual abuse; and to formulate a model of social protection for children who do child on child sexual abuse. The research subjects were 49 children as doers of child on child sexual abuse who were handled by Handayani PSMP, Jakarta, Antasena PSMP, Magelang, Paramita PSMP, Mataram, Todupoli PSMP, Maka ssar and LPA, Yogyakarta. Data were collected by distributing questionnaires, by conducting guided interviews, by carrying out documents study and focus group discussion. Quantitative data were analyzed by using descriptive statistics and qualitative data by that of descriptive interpretation. The results showed that the majority of respondents (55%)came from complete families, parents with poor education level and worked as labors with low income. All perpetrators of child on child sexual abuse were male, in between 11-18 years old, and lived with their family and the sexual violence h appened in friends’ houses and in victims’ houses. The form of sexual abuse done were touching / grabbing the sexualvital organ and having sexual intercourse. All sexual abuse victims were male, knew the perpetrators (87%), aged from 5-17 years old and having shy / quiet personality, hyperactive and liked to wear sexy dresses. The sexual abuse happened was 67% containing elements of coercion. The main influencing factor that made children be child on child sexual abuse perpetrators was exposures to Pornography (43%), peer influence (33%) and being victim history (11%). There has been no specific intervention yet as done by PSMP and LPA in handling children of sexual abuse perpetrators. The services conduct ed were as far as fulfilling the general standard of service for Children in conflict against the Law (ABH) and the social creations / initiations of PSMP / LPA managers which were modified in accordance to the reality of each case. Systemic synergism from various concerned parties in handling child on child sexual abuse has not been established yet.The specific protection models offered are: (1) reducing the internet browsing for children, (2) developing multi-system therapy for child on child sexual abuse perpetrators, (3) enhancing the capacity of social workers, (4) strengthening guidance for child on child sexual abuse perpetrators on community-basis (5) creating synergism between law enforcer and child social protection institutions, and (6) revising legislation changes in handling child on child sexual abuse perpetrators..

Abstract

This research is meant to know the influence of parent role in children early education (CEE) for children development. The resarch is correlational study. The research subjects are 100 parents having child under five and participating in children early education (PAUD) in Yogyakarta Special Territory. Data are gathered through sended questionaires, interview, and observation. Data are analyzed through quantitive-descriptive and intepretative mixed method. The result finds that there is an influence CEE actvities on children development, tahat can be seen from the effectiveness contribution of the variable (Parents in CEE) on variable (Children Development), as big as 11,945 per cent, that means there are still other variables (88,055 per cent) enfluence children development. The influence can be seen from relative contribution of each variable, namely the parent commitment to give children early education (84,460 per cent), parents perception on children activities in CEE (10,035 per cent) and parents perception on CEE educators and guidance (5,506 per cent). Refer to the result above, it is recommended that the Ministry of Social Affairs through Children Welfare Directory, should hold some program that invite children underfive and parent as family (like parenting), so children are away from any handycap and develop optimally.

Abstract

 abstrakPenelitian ini bertujuan untuk mengetahui kemandirian Gepeng melalui keterpenuhan kebutuhan keluarga, baik fisik, psikis, dan sosial. Pendekatan yang digunakandeskriptif kualitatif untuk mengungkap kemandirian Gepeng dalam pemenuhan kebutuhan keluarga. Penelitian dilaksanakan di Kabupaten Pasuruan dengan setting lokasi pemukiman desaku menanti Desa Prodo  Kecamatan Winongan. Sumber data ditetapkan secara purposive, kepala keluarga penerima manfaat desaku menanti yang telah mendapatkan bimbingan keterampilan. Pengumpulan data dilakukan melalui wawancara dengan pedoman, observasi, telaah dokumen dan kepustakaan, dengan analisis data secara kualitatif. Hasil penelitian menunjukkan, bahwa keluarga penerima manfaat telah mampu dalam pemenuhan kebutuhan keluarga. Upaya pemenuhan kebutuhan dengan melakukan pekerjaan pokok dan ditembah dengan kepemilikan pekerjaan sampingan yang dilakukan anggota keluarga. Keterpenuhan kebutuhan keluarga tersebut meliputi kebutuhan fisik, psikis, dan kebutuhan sosial. Direkomendasikan agar Kementerian Sosial bersinergi dengan pemerintah daerah yang menjadi lokasi program desaku menanti untuk melakukan monitoring dan bimbingan secara berkala. Berkait dengan penelitian ini maka Dinas Sosial Provinsi Jawa Timur dan Dinas Sosial Kabupaten Pasuruan menjadi sentral dalam melakukan bimbingan terhadap keluarga penerima manfaat eks Gepeng.

Abstract

The aims of this study was to evaluate the implementation results of social policies for the neglected elderly (LUT) in Yogyakarta. The research approach was qualitative descriptive technique using data analysis of primary and secondarydata obtained from interviews, focus group discussions, observation and documentary analysis. The data validation employs triangulation technique. The research results indicate that the implementation of social policies for the neglected elderly in DIY was not yet optimal that can be derived from, the number of LUT covered in the policy was still small in number, the quality of services provided to neglected elderly remains minimal, community involvement in taking care of the LUT is not yet maximized, and the policies specifically manage LUT was not yet available. These happen because first, the specificsocial policy towards LUT was not yet established, the existing policies remain partial and overlapping with the policy of poverty, so that the implementation was insensitive towards the neglected elderly. Second, the available funding andinfrastructure in both intra and extra nursing institutions were still diminutive compared to the total number of LUTs in DIY. Third, the number of human resources conducting the policy was still limited, moreover the qualified ones were few.

Abstract

As the expansion area, Serakapi Village needs to get facilities to support the development as its main area, Saneo Village. Strengthening human resources needed to run the village development programs by local social institutions in an attempt to embody social resilience. Through the Development of Village Social Resilience Model, that has been implemented by the Ministry of Social Affairs, social resilience in Serakapi Village was studied of its supporting and handicap factors. The results showed that the formed forum, namely Sabua Ade, had clear organized and planned in the division of social protection, community participation, social conflict prevention, and local wisdom development. This forum has been running well according to the plan despite one issue, funding problem. It’s recommended that community social resilience model should be aplicated in other regions by respecting the typology and character of the villages.

Abstract

The aims of this study is to determine the status and role of women in family and social structure of dairy farmer; the role of women in the income earning and household (domestic ) work and; the dialectic process of status and role of women. The methods used on this research is case study with qualitative approach. Qualitative data analysis was done by categorizing and organizing data through in-depth understanding (verstehen understanding), both textual and contextual that were interpreted afterward. The result showed that the values of the status and role of women in family structure indicate a bargaining through a process of dialogue between husband and wife based on the potential and contribution in both the work of raising livestock and household; in social structure, the role of women as breadwinners have been accepted as a social reality through its participation in the dairy cattle business; working hours of women who poured out in the dairy cattle business and household activities for 8-10 hour per day, far greater than the man (6-10 hours per day); The process of dialectics in the aspect of culture, structure and the relational patterns indicate there has been a shift the values of culture where women have gained high appreciation in society of farmers and have been positioned strategically (as decision maker) in business of the family’s livehood and there are a functional partnership relations between men and women in dairy farmer community in the study area.
