Abstract

It is very important to implement agricultural sector policies in Indonesia. The Agricultural Census conducted by the Central Statistics Agency provides agricultural data needs both at the national and global levels. The policy in the 2023 Agricultural Census (ST2023) activities is designed so that the results obtained are of international standard. The International Standard Agricultural Census refers to the FAO program known as the World Program for the Census of Agriculture (WCA). With the realization of Food Security starting from the individual and household levels, villages, sub-districts, districts, provinces to National Food Security becomes a national goal. Through food security policies, one of the important elements of national security can be implemented. Therefore, the government intensively cooperates to realize Food Security and Farmer Welfare. Food security targets in 2024 self-sufficiency in industrial sugar and 2026 self-sufficiency in beef, towards Indonesia's Vision in 2045 to become a World Food Barn. The food policy achievements above have also improved the welfare of farmers. This can be seen from the poverty indicator in rural areas in March 2021 at 13.10 percent, down to 12.53 percent in September 2021. (BPS, 2021). In guarding and ensuring that the structural transformation process can be carried out in a precise and directed manner, various policies that have been and will be implemented need to be supported by an accurate agricultural database. Then strengthen infrastructure, financial institutions, farmer's markets and others. Capacity building of Human Resources (HR) to become professional and productive. The key actor in agricultural development policy is to utilize the results of the agricultural census. A strategic and sustainable agricultural data ecosystem. Then the availability and accessibility of data and awareness of data users that the data exists. The government needs to make policies that are pro-Agricultural sector right on target.

Abstract

One of the stressings of President Jokowi's government is governance to accelerate the achievement of bureaucratic reform goals contained in the 2020-2024 bureaucratic reform roadmap, especially related to clean and accountable bureaucracy, and excellent public services, it is necessary to build an Integrity Zone (ZI) in the Religious Courts (PA). The purpose of this study is to analyze the Implementation of the Bureaucratic Reform Policy in the West Sumatra Religious Court with research locations in PA Padang, Pariaman, Payakumbuh, Batusangkar, and Talu. Qualitative descriptive research methods. Data were collected through documentation studies and interviews. Then the data is analyzed through the stages of data collection, data condensation, data display, and finally conclusion. Based on the results and analysis of research, it shows that the implementation of ZI in religious courts in West Sumatra has not been well internalized due to several factors, namely (1) the leverage component consists of two, namely aspects of fulfillment and reform. The five research locus of PA Padang, PA Pariaman, PA Payakumbuh, PA Batusangkar, and PA Talu still focus on fulfilling documents only. So that the reform aspect does not occur significant changes in the dynamic organizational structure and so do human resources that are still lacking in Ber-AKHLAK (service, accountable, competent, harmonious, loyal, adaptive, and collaborative); and (2) the impact of ZI implementation on customer satisfaction by looking at the results of public satisfaction surveys and the corruption perception index is very good.

Abstract

This study aims to determine and analyze the implementation of policies to protect children and women victims of violence during the Covid-19 pandemic in South Tangerang City. This research theory uses the theory of Policy Implementation in the Van Matter Van Horn concept with 6 (six) indicators including Policy Standard and Objectives, Resources, Inter-Organizational Communication, Characteristics of Implementers, Implementor Disposition, Social Environment, Economics and Politics. The research design used qualitative approach with a descriptive method. Methods of data collection by interview, observation and documentation. The results of the research found that the implementation of policies to protect children and women victims of violence has not yet been fully implemented. This is because there are still some findings of problems in policy implementation which include: lack of quantity of human resources, fragmentation originating from pressure from interest groups or from the legislative committee, lack of budget for policy implementation, lack of optimal support from DPRD and even the mayor in implementing child protection and women victims of violence, low commitment of policy implementers. Based on these conclusion points, this study recommends several things which include: increasing the number of staff implementing assistance in the UPTD P2TP2A South Tangerang city by 30-50 people, placing the protection of children and women victims of violence as a policy priority, re-activating social media and websites in order to facilitate socialization to the community as a whole, speed up the mentoring time to 7 days to 1 month, from 6 months to 2 years.

Abstract

This research was motivated by the City of Padang as a pilot project that implemented the Sustainable Food House Area Program in West Sumatra Province. The city of Padang has the most malnourished population and is not yet self-sufficient in food because it meets food needs from outside the region. Behind this, the City of Padang won the Adhikarya Pangan Nusantara. This research was conducted using qualitative methods. The theory used in this study is the management function of H Koontz and O'Donnell which consists of five variables. The results showed that the Management of the Sustainable Food House Area Program in Padang City had not been implemented properly because it had not been implemented in accordance with technical instructions and the Work Plan and Budget Needs. Then the program implementation structure has not been established, which is called the technical team, so that there is a discrepancy with the technical instructions. Then the coordination between the Food Service and the Agriculture Service has not gone well. The honors given to the companion group are not in accordance with the provisions of the technical instructions. In leadership, there is a decrease in the motivation of women's farmer groups when they do not get assistance and there are group leaders who cannot direct members. The implementation of the program has not yet reached the indicators of success, namely the absence of an increase in the expected food pattern.

Abstract

There are two purposes of this paper. First, to describe the selected strategy as an impact of coronavirus diseases 2019 (COVID-19) in Indonesia. Second, how is the government's response through policies in the economic sector and social life as well as look at the challenges in reducing risks in future. This paper used a viewpoint design for countermeasures of COVID-19 in Indonesia. The policy adaptation made by the government is aimed at economic and social strategies. Build Back Better policy will be the principle in adapting policies in the economic and social fields for Indonesia. There are three strategy for Build Back Better-based policies in the response to Covid-19 in Indonesia. They are building back stronger, building banck faster and building back more inclusiveness. This paper explain information about impact of COVID-19 in Indonesia, how is the government's strategy and policy adaptation carried out in dealing with it, and policy challenges in the economic and social fields in future.

Abstract

The purpose of this study was to analyze the effect of the Voluntary Disclosure Program (Tax Amnesty Volume II) and the Quality of Fiscal Services on Individual Taxpayer Compliance. The method used in this study was a quantitative method with 100 taxpayer respondents registered at Menteng Small Tax Office One Jakarta through a random sampling method. The conclusions made in this study are that the Voluntary Disclosure Program (Tax Amnesty Volume II) and the Quality of Fiscal Services have a positive and significant effect on Individual Taxpayer Compliance at Menteng Small Tax Office One Jakarta.

Abstract

This research is to find out how the PPPK recruitment mechanism for teacher formation in 2021 and whether the PPPK recruitment for teacher can meet the need of theachers and also ended the polemic of honorary teachers that has been happening in Indonesia. This research uses qualitaive approach with descriptive method. The data was collected through the process of observation and documentation. Data collection techniques are through literasi studies and documents analysis in form of government regulations, mass media news and other related documents. The result of this research are the government seems to be forced the applicants, especially from honorary staff, to become PPPK through competency exams that are repeated three times. The number of formations that aren’t filled due to lack of formation enthusiasts because these formations are located in remote areas causes imbalance number of teachers in one area with another. From the budget perspective, the lower standard of honorary salaries can encourage local governments to continue recruiting honorary workers rather than recruiting first aid teachers. The recruitment of PPPK teachers also creates new problems for private schools that are in danger of losing teachers because most of the teachers who pass the PPPK are qualified teachers.

Abstract

This research describes the effectiveness of village fund allocation in South Solok Regency in 2020. The study method is carried out by analyzing primary and secondary data sources. In looking at the effectiveness of village fund management, it can be seen from five indicators, namely planning, organizing, implementing, and monitoring. The results showed that the allocation of village funds had been carried out optimally in accordance with applicable procedures. The allocation of village funds is carried out in accordance with operational functions from the planning stage until the results obtained are in accordance with the objectives. Planning is carried out by workshops, organizing is carried out in coordination with relevant stakeholders, implementation is carried out in an effective time and on target, supervision is carried out by BPKP in terms of allocation of village funds.

Abstract

Knowledge management has three important elements that can affect the successful implementation of knowledge management, namely people, process, and technology. The implementation of knowledge management within the Ministry of Finance officially began when the Minister of Finance Regulation Number 226 of 2019 concerning Knowledge Management in the Ministry of Finance was issued. However, the implementation of knowledge management has actually been going on for quite a long time at the Ministry of Finance, including the Financial Education and Training Agency as one of the echelon I units within the Ministry of Finance. This study tries to identify various forms of knowledge management implementation within the Financial Education and Training Agency considering that in the Minister of Finance Regulation Number 226 of 2019 the Financial Education and Training Agency has a more role in the management of knowledge management at the Ministry of Finance level. The results of the study indicate that the Financial Education and Training Agency has implemented knowledge management in various forms, especially related to elements of knowledge management, both related to people, process, and technology.

Abstract

Empowerment is an effort to develop the ability and independence of individuals or communities for their needs. In community empowerment, it hope to develop the knowledge, abilities and skills possessed will become asset for individuals, especially people that work in the service sector. The Kedungjajang District Office has an important role to provide some services to the community and help the Government in developing the potential for sovereignty and prosperity for the community. The purpose of this study is to determine how the quality of service in the field of community empowerment in the district of Kedungjajang Lumajang. The research method that used by researchers in this study is a qualitative approach with a descriptive method. The Kedungjajang District Office in the field of community empowerment receive a positive assessment. This is because a qualified management that build the success of village institutions has been fulfilled. The quality of service in the field of community empowerment is carried out in an effort to meet the expectations of the community. Success in the community empowerment is proven by the implementation some programs in several villages, the implementation of the Musrenbang in several villages, the implementation of the BUMDES Guidance and Monitoring Meeting, and the facilitation of the activities like Posyandu, KMPK, and MTQ, KIM, Paskibra, Porkab, Youth, and Scout caravans. . This programs can be reached by dividing the tasks in each Community Empowerment District staff and assisted by the sub-district head.
