Abstract

The momentum of decentralization that occurred in 1998 gave hope for the improvement of the quality of education services, especially in border areas. However, although several of policy instruments have been established, some empirical studies precisely showed that hope still difficult to realize. This research aims to analyzing how key determinants of elementary school education policy implementation in border areas are operationalized, with Sekayam and Entikong Districts, Sanggau Regency, West Borneo Province as a specific locus. Qualitative approach with descriptive methods used in this research. Data collection techniques used are in-depth interviews, FGD, direct observation, and documentation, meanwhile data analysis techniques used Miles, Huberman, and Saldana models. This research finds that key determinants of elementary school education policy implementation in border areas which consists of the dimensions: design of the policy, stakeholders, context, the implementation strategy is not fully optimal. This research recommends several things such as:  the government needs to increase the accessibility of better education, strengthen collaboration between the central government and local governments, strengthen planning and budgeting, and needed holistic evaluation of the application of E-Takola so that the aid mechanism provided to elementary schools in all border areas can be more effective.

Abstract

The 2017 DKI Jakarta Pilkada presents an account of the political disputes that occurred, as well as the prevalence of racial and ethnic difficulties, which have long given rise to horizontal conflicts. This incident provided significant impetus to participate in attempts to strengthen community resilience as a result of social disputes generated by political events such as the Pilkada. The purpose of this research is to look at the resilience of the communities in DKI Jakarta during the Pilkada conflict mentioned above. This study employs a qualitative approach, as well as tools for locating data in documents and archives. Data from the field suggest that the exploitation of racial concerns by specific groups, as well as other issues such as intimidation, insults, and the sharing of inflammatory photographs and videos, contributed to the heightened severity of conflict in the 2017 Pilkada in DKI Jakarta. As a result, it is critical to enhance community resilience in three ways: build the resilience of an established social system, strengthen the community's responsiveness to internal and external changes through social capital building, and carry out social transformation through political education.

Abstract

The purpose of this study is to see how the form of empowerment of school committees in improving the quality of education especially in elementary schools. The research method used is descriptive qualitative approach with data collection techniques namely observation, interviews, and documentation. Research findings The existence of a school committee is an important element in improving the quality of school education services, its existence with all the tasks and functions it has can play a role in realizing better quality education services. Efforts to empower school committees are carried out in various ways although they are still not ideal as stated in the regulations related to school committees. In principle, so far the participation of school committee members and the form of empowerment of school committees is still limited to routine meetings and the fulfillment of supporting facilities for student learning facilities that are done voluntarily by school committees. Based on this, the efforts to empower school committees have been made but are still limited to routine agendas that are not yet optimal as the actual duties and functions of school committees.

Abstract

Pemberdayaan UMKM (Usaha Mikro, Kecil, dan Menengah) imbas dari pandemi selama hampir 2 tahun terakhir menjadi fokus dalam kegiatan pengabdian masyarakat ini. Pandemi telah mengakibatkan kehidupan ekonomi masyarakat, terutama usaha-usaha mikro menurun pendapatannya, bahkan sampai gulung tikar. Hal tersebut terutama disebabkan akses mereka untuk memasarkan hasil produksinya sangat terbatas. Kondisi masyarakat di Kelurahan Pondok Pucung pra pandemi Covid-19 banyak yang mengakses sumber ekonomi dengan berjualan keluar rumah, diantaranya: menjual kerupuk, kacang, dan berbagai macam kuliner lainnya. Keluarga mereka menggantungkan hidup dari usaha kuliner tersebut. Pada masa pandemi, tentu akses mereka untuk keluar berjualan terbatas karena faktor keselamatan untuk tidak tertular virus Covid-19 yang mesti diutamakan. Metode berjualan berubah dengan berjualan dari rumah dengan akses pemasaran yang sangat terbatas. Tentunya hal tersebut membuat pendapatan mereka menurun bahkan sangat minim. Kegiatan pengabdian masyarakat ini dilakukan pada bulan Desember 2021 hingga Februari 2022. Metode kegiatan pengabdian masyarakat ini berupa sosialisasi pemanfaatan modal sosial dalam pemasaran hasil usaha, pembinaan pengemasan produk usaha mereka agar menarik di pasaran dan bisa bersaing dengan produk lainnya yang sejenis, pengenalan dan pendampingan pemasaran melalui media sosial, serta penguatan jejaring sosial yang ada di masyarakat. Hasil pengabdian masyarakat menemukan bahwa setelah dilakukan pendampingan, kapasitas UMKM untuk memanfaatkan modal sosial untuk survive di tengah pandemi mengalami peningkatan. Hal itu ditunjukkan dengan meningkatnya kesadaran untuk memanfaatkan berbagai platform media sosial untuk memperluas skop pemasaran dan mengubah desain kemasan produk menjadi lebih inovatif dan menarik. For nearly two years, the focus of this community service activity has been the empowerment of MSMEs (Micro, Small, and Medium Enterprises) as a result of the pandemic. The pandemic has caused the community's economic life, particularly micro-enterprises, to suffer, with some even going bankrupt. This is primarily due to their minimal ability to market their products. The pre-Covid-19 pandemic condition of the community in Pondok Pucung Village, many access economic resources by selling outside the home, including crackers, peanuts, and various other culinary delights. Their families rely on the culinary industry for a living. Of course, during the pandemic, their access to selling is limited due to the safety factor of not becoming infected with the Covid-19 virus, which must be prioritized. Selling from home with very limited marketing access has changed the selling method. Of course, this reduces their income to a bare minimum. This community service project will run from December 2021 to February 2022. This community service activity takes the form of socializing the use of social capital in marketing business products, encouraging the packaging of their business products so that they are appealing in the market and can compete with other similar products, and providing introduction and marketing assistance utilizing social media, as well as by strengthening. The findings of community service revealed that after mentoring, the ability of MSMEs to use social capital to survive during a pandemic had improved. This is evidenced by the growing recognition of the significance of utilizing various social media platforms to broaden the scope of marketing and change product packaging designs to be more innovative and appealing.

Abstract

Perkembangan teknologi sebagai bagian dari globalisasi telah membawa dunia pada kemudahan dan kemajuan dalam berbagai aspek kehidupan, salah satunya bagi instansi pemerintahan. Korea Selatan dan Jepang merupakan dua di antara banyaknya negara di dunia yang telah menerapkan e-government dengan baik. Perbandingan antara kedua negara tersebut menjadi fokus yang diteliti dengan metode analisis literatur secara kualitatif. Hasil penelitian menunjukkan bahwa pelaksanaan ­e-government di Jepang dan Korea Selatan berjalan cukup baik pada berbagai sektor seperti pendidikan, perpajakan, pengadaan barang dan jasa, dan lain-lain. Pencanangan e-government di Korea Selatan dimulai lebih awal, yakni pada tahun 1995, sedangkan di Jepang dimulai pada tahun 2001, namun perkembangan e-government di Jepang justru cenderung lebih cepat dan pesat sedangkan di Korea Selatan mengalami penurunan setelah adanya fragmentasi di kementerian dan lembaga. Walaupun setelah fragmentasi muncul upaya perbaikan dan percepatan yang dipimpin Perdana Menteri, namun proses ini tetap menemui kendala dan penurunan dalam pelaksanaannya. Di sisi lain, layanan yang diberikan pemerintah melalui system e-government di Jepang lebih banyak dan lengkap yang meliputi lebih banyak aspek yang tidak ada dalam system e-government di Korea Selatan, misalnya pelayanan untuk kelistrikan, informasi kelengkapan buku di perpustakaan, pemesanan fasilitas umum, beasiswa, dan lain-lain. Pada dasarnya kedua negara sudah melaksanakan sistem e-government dan menyediakan bentuk layanan publik yang hampir sama pada beberapa sektor utama yang mendukung hajat hidup masyarakat secara baik. Kedua negara ini juga berhasil menjadi dua di antara banyaknya negara di dunia yang telah menerapkan digitalisasi dalam proses pemerintahan termasuk dalam hal pelayanan publik sekaligus bisa menjadi contoh bagi negara lain dalam melaksanakan e-goverment.

Abstract

Indonesian Migrant Workers are every Indonesian citizen who will, are currently, or have done work for wages outside the territory of the Republic of Indonesia, this study was conducted to analyze and determine the role of Supervision of Commission IX of the House of Representatives of the Republic of Indonesia in the Social Security Policy of Indonesian Migrant Workers. This research is a research study using literature which is analyzed from various existing references and processed research materials on the policy of migrant workers in Indonesia related to the authority of the DPR in the supervisory function. The supervisory role carried out by Commission IX of the DPR RI in this regard is quite good and significant in its achievement. However, it has not been said to be optimal, because the problems related to the governance of the implementation of social security for Indonesian migrant workers which were discussed by the Minister of Manpower in a working meeting with Commission IX of the DPR RI, have not been fully resolved in terms of supervision carried out by Commission IX of the DPR. RI.

Abstract

Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi telah menetapkan kebijakan Kampus Merdeka sebagai prioritas kebijakan. Program Praktisi Mengajar merupakan Kebijakan Merdeka Belajar Edisi ke-20 yang diluncurkan karena faktanya saat ini jumlah praktisi yang ikut berkontribusi mengajar di kampus (baik akademik maupun vokasi) masih kurang. Di sisi lain, tingkat partisipasi perguruan tinggi penyelenggara pendidikan vokasi dalam program Praktisi Mengajar masih sangat sedikit, per tanggal 28 Mei hanya 13 pendaftar. Padahal keberadaan pendidik dari unsur praktisi dunia kerja merupakan hal yang esensial dalam pendidikan vokasi yang sangat erat berkaitan dengan dunia kerja. Oleh karena itu, kegiatan pengabdian ini bertujuan untuk meningkatkan partisipasi perguruan tinggi penyelenggara pendidikan vokasi pada program Praktisi Mengajar. Sementara metode pengabdian masyarakat dilakukan dengan metode sosialisasi. Hasilnya, setelah dilakukan sesi sosialisasi, pendaftar program Praktisi Mengajar dari entitas perguruan tinggi penyelenggara pendidikan vokasi per 6 Juli 2022 meningkat signifikan menjadi 238 pendaftar. Namun, masih terdapat kekurangan, dimana mayoritas kampus vokasi pendaftar program masih didominasi di pulau Jawa dengan persentase 56,1%. The Ministry of Education, Culture, Research, and Technology has set the Merdeka Campus policy as a policy priority. The Teaching Practitioner Program is the 20th Edition of the Free Learning Policy, which was launched because, currently, the number of practitioners who contribute to teaching on campus (both academic and vocational) still needs to be improved. On the other hand, the participation rate of universities providing vocational education in the Teaching Practitioner program still needs to be higher; as of May 28, there were only 13 applicants. The existence of educators from the practitioners of the world of work is essential in vocational education, which is very closely related to the world of work. Therefore, this service activity aims to increase the participation of tertiary institutions providing vocational education in the Teaching Practitioner program. At the same time, the community service method is carried out by the socialization method. As a result, after the socialization session, the registrants for the Teaching Practitioner program from higher education entities providing vocational education as of July 6, 2022, increased significantly to 238 registrants. However, there are still areas for improvement, where most vocational campuses for program applicants are still dominated on the island of Java with a percentage of 56.1%.

Abstract

The application of E-Samsat in South Jakarta is considered as an alternative that has more advantages, even so there are still some taxpayers who do not fulfill their tax obligations, including in terms of paying motor vehicle tax. The purpose of this study is to determine the effect of the application of Electronic Samsat on the compliance of motor vehicle taxpayers at the South Jakarta samsat office. In this study using associative methods with a quantitative approach.. The results of this study explained that the application of E-Samsat had a significant and positive effect on motor vehicle taxpayer compliance at the South Jakarta samsat office. This can be seen in the results of the correlation coefficient test of 0.823 which can be interpreted to have a strong influence and the results of the determination coefficient test that the application of Electronic Samsat has an effect of 67.7% on the compliance of motor vehicle taxpayers at the South Jakarta samsat office.

Abstract

This study aims to analyze the performance of employees of the Directorate of High Schools of the Ministry of Education, Culture, Research and Technology after the organizational restructuring. In this study, there is a problem, namely after the restructuring, the performance of employees of the Directorate of High School has not been fully optimal in working. This research uses employee performance theory according to Robbins, namely Quality, Quantity, Punctuality, Effectiveness, Independence and Work Commitment. The method used in this study is descriptive with a qualitative approach. This research was sourced from data from scientific journals, official websites, and supporting documents that describe the performance of employees at the Directorate of High Schools after the restructuring. The results showed that employee performance after restructuring was not optimal because employees were still being adjusted to the changes that occurred and there were still obstacles felt by employees in completing their work. However, the quality of performance provided for educational units (SMA) such as technical guidance and assistance services is good. The responsibility that employees have in completing their duties is good. However, there is still a low level of employee discipline in working hours.

Abstract

The result which helps the people of Tangerang city to be more concerned with voter data so that no duplicate or unregistered voter lists are found during the general descriptive type of research. Data collection techniques: indicator or relative advantage that the innovation of the information stem of the Tangerang General Election Commission data has advantages and is useful for accelerating and facilitating the community and related institutions in sustainable voter data, then from the compatibility indicator, it helps the community by not Opening the sheet again, directly accessing the SITANGKOT application to check voter data, from the complexity indicator the SITANGKOT application reduces people who come directly to the KPU office if there is a problem because in the application there is a data request feature in the triability indicator and the steps in the application are already in the guide feature in the SITANGKOT application using language that is easy for the public to understand, indicators of observability in accessing the SITANGKOT application, the need for good internet network access so that it can be maximized and also if there is a change in the KPU processing 3x24 hours and there is a system cleaning at 12 o'clock at night.
