Abstract

The environmental office of the City of Bukittinggi as the main mover in responsible waste management and encourages the community to be involved in solid waste management, that the waste problem will not be solved if only relying on the government, needs community support and participation, one of them is by establishing a waste bank. This study aims to describe how waste management is carried out by the City Government of Bukittinggi. The method used in this study is descriptive qualitative, data collection techniques using interviews, observation and documentation. To test the validity of the data found in the field with source triangulation techniques. The researcher used management theory by John F. Mee. Based on the results of the study, it can be concluded that the waste management carried out by the City Government of Bukittinggi has been going well. This can be seen from the application of a management perspective that plays an important role in the overall process of waste management starting from planning, organizing, giving motivation and supervision. But in the waste management process by the City Government of Bukittinggi there are still some problems and shortcomings in the management process, namely in the planning and organizing process.

Abstract

Utilization of information technology in providing public services to the community is a very important nowadays, considering the time of the development was faster. Developing information technology has caused no clear boundaries between one States with other countries in the world. For now, how is local government able to utilize the facilities and infrastructure of information technology to provide prime services to the community. So that service can be provided easily, quickly, and precisely. Abstract

Community empowerment programs, which are issued by the government, aimed to eradicate poverty in various regions across the country. However, each program that is not fully able to give perfect hope to the reduction of poverty in Indonesia. Community empowerment model that is given does not educate people to be creative. Most of programs have more charity, in the form of loans to provide capital, and others. This paper will attempt to scrutinize the various programs that have been issued by the government to eradicate poverty, the model used for the reduction of poverty, and what solutions are expected to forward to the programs.   Kata Kunci: Pemberdayaan masyarakat, kemiskinan, model-model pemberdayaan

Abstract

Culturally and socially, Minangkabau women, or well known as Bundo Kanduang, has a typical position in Minangkabau traditional law. The economic resources and its use, actually, is focused to the women and it is being supported when they have to deal with political context, primarily in traditional community, where the women rights in order to aim the consensus. Abstract

Implementasi kebijakan adalah metode agar sebuah kebijakan dapat mencapai tujuannya. Disahkannya Undang-undang Nomor 23 Tahun 2014 tentang Pemerintah Daerah maka terjadi peralihan dalam pengelolaan yang berhubungan dengan bidang pendidikan menengah. UU Nomor 23 Tahun 2014 mengamanatkan bahwa kewenangan pengelolaan Pendidikan menengah atas yang sebelumnya dikelola oleh kabupaten/kota diserahkan ke pemerintah provinsi. Berdasarkan data dilapangan, menunjukkan indikasi belum optimalnya implementasi kebijakan pengalihan kewenangan pendidikan menengah atas ke Pemerintah Provinsi di Sumatera Barat. Tujuan penelitian untuk menjelaskan implementasi kebijakan pengalihan kewenangan pendidikan menengah atas ke Pemerintah Provinsi di Sumatera Barat. Penelitian ini menggunakan metode penelotian deskriptif kuantitatif, dengan pendekatan survei. Hasil dari penelitian ini sesuai dengan teori Edward C III bahwa implementasi kebijakan pengalihan kewenangan pendidikan menengah atas ke Pemerintah Provinsi dipengaruhi oleh empat faktor, yaitu komunikasi, sumber daya, sikap pelaksana, dan struktur birokrasi. Hasil penelitian menyatakan bahwa variabel komunikasi, sumber daya, sikap pelaksana, dan struktur birokrasi berhubungan positif dan signifikan terhadap implementasi kebijakan pengalihan kewenangan pendidikan menengah dari Pemerintah Kabupaten atau Kota ke Pemerintah Provinsi di Provinsi Sumatera Barat. Begitu juga secara parsial ditemukan bahwa variabel-variabel tersebut berhubungan positif dan signifikan terhadap implementasi kebijakan pengalihan kewenangan pendidikan menengah dari Pemerintah Kabupaten/Kota ke Pemerintah Provinsi di provinsi Sumatera Barat

Abstract

This research in the background with Padang City is one of the cities that has existing tourism potential, where Padang City itself has vulnerability and vulnerability to disasters on existing tourist objects. This is a concern or concern for the city government of Padang if you want to develop tourism. On the one hand, Padang City has strong tourism potential, and on the other hand, Padang also has a high vulnerability to disasters. Thus, of course, the Padang City Government needs to create or manage tourism development strategies in disaster-prone areas. This study uses the theory of types of a plan initiated by Kotten. In this theory, there are four types of policies, namely: Organizational Strategy, Program Strategy, Resource Support Strategy, Institutional Strategy. The method used in this study is qualitative with a descriptive approach, data collection techniques used are interviews and documentation, while the method for selecting information is using a purposive sampling technique. To test the validity of the data obtained in the field, researchers used source triangulation. Based on the findings in the area, the Padang City Government has a strategy to develop tourism based on disaster mitigation, which through the Department of Tourism and Culture and the Padang City Regional Disaster Management Agency, has programs related to the development of disaster-based tourism mitigation.

Abstract

The fulfillment policy of the right to education for street children has been included in some policies in Padang City. However, it still hasn't been able to solve the problem. Hence, policy improvements are as impressive as research topics. The propose of this research is to describe and analyze the implementation process of education rights fulfillment for street children in Padang city. This research was conducted using qualitative research methods and descriptive design by employing library research and field research. The data were collected through interviews and documentation. The results of this research show that the policy needs improvement because there have been obstacles during the imple­mentation of the policy, which make the policy not function optimally.

Abstract

Democracy consolidation is a process that reduces the possibility of reversing democratization, for the process is featured by negotiations among actors that wants to "promote" the new system or "rules of the game" rather than to damage the old system, and everything is reflected in the process of returning to the nagari in West Sumatra, Indonesia. There is an anomaly of power when the nature of state authority finally raises a "drama" of a political system directly applied to local nagari institutions. The renewal of nagari from previously imposed uniformity under the Village Government Law 5/1979 cannot be analyzed merely as an issue of autonomy and governance. It must be understood within regulative, normative, and cultural orders that shape institutions and their actors. This study adopts a sociological and historical analysis of neo-institutionalism to examine the political dynamics of nagari. The key problem discussed in this article is how institutional structures, rules, norms, and cultures affect local elites and communities during the consolidation of local democracy in nagari in West Sumatra. A post-positivist explorative method is applied as a tool to dissect and analyze problems with the aims to yield solid, conceptual, and varied findings and data analysis. Analysis and discussion are directed to two findings: first, traditional and modern nagari government institutions; second, consolidation process of nagari institutions in West Sumatra. Overall, the analysis and discussion of the political and governance system of traditional and modern nagari become an interesting object study to thoroughly examine the local democracy consolidation journey occurring in West Sumatra.

Abstract

Natural disaster is a multidimensional problem in nature caused by multiple factors yet predominantly coming to happen by the acts of humans. Realizing this leads to an indispensable need for synergy between multiple stakeholders. While Indonesia is taken as a case for it is so vulnerable of disaster occurrence, Padang City becomes the most vulnerable area in the world. This article seeks to explain efforts undertaken by the local government and the support from the community, nongovernmental organizations (NGOs), and business sector. The research method used in this article in interpretive qualitative method by data collection through observation, interview, and document review. The informants in this study consist of related offices of the municipal government of Padang, community representative, NGOs, and corporations. As for the result of this research, it shows that there is a synergy between the local government and disaster stakeholders that is evident in earthquake- and tsunami risk reduction activities conducted by the municipal government involving the community, NGOs and business world. The activities include the making of fixed procedure of disaster management, disaster evacuation simulation, disaster training at community and school level, and changes of the recent Padang Municipal Spatial Planning.

Abstract

So far an integrity system was designed by the State, followed by any kind of sanction, when an act of corruption had been committed; thus resulting in a systemic circle of corruption. Reconstructing corruption on the basis of text and theory cannot only be conducted editorially; but must also consider the emergent phenomena. There is something ”missed” by the State, i.e. anti corruption integrity can be initiated from local wisdoms of each region, by employing Model of National Integrity, as suggested by Jeremy Pope, and four indicators of OECD (Organization for Economic Co-operation and Development) as mentioned in Components of Integrity: Data and Benchmarks for Tracking Trends in Government, adopted to generate a local-based model of national anti corruption integrity system on the lowest tier of government in West Sumatera, namely Nagari Kapau of Agam District and Nagari Ketaping of Padang Pariaman District. This research was conducted by employing the method of Grounded Theory. The result of this research shows that inside a Nagari, its apparatus, people and institutions can make join commitment by adopting the virtues of local culture in developing Nagari with integrity principle (anti corruption).
