Abstract

ABSTRACT This article discusses about the fishing ritual of Bajo ethnic in Tanjung Pinang village Kusambi district Muna regency. There are several things that become focus in this discussion that are the kinds of fishing ritual and its implementation of Bajo ethnic in the village of Tanjung Pinang. Then, analyze the changes of fishing ritual activities because the interaction with outside communities. The methods of data collection in this research are observation and interviews. The types of data in this study are primary and secondary data that analyzed by using qualitative data analysis. The results of this study indicated that the fishing ritual activities carried out when occur a decline of marine management and frequent accidents at sea. Aspects related to fishing ritual were religious, economic, psychological, democracy, environmental, social, and health aspects. The changes occurred in the form of the change of mindset and value in the community. The causes of the change was due to transmission constraints, the amalgamation, the high interaction with the outside communities, the inclusion of communication technology, electronic media and the influence of religious sects. Abstract

ABSTRACT The objectives of this research are to identify and to prove the phenomena of domestic capital that directly or not apply capitalism approach, or agrarian imperialism toward social economic life of farmer community in the village. This research applies field research method by focusing to participatory development approach. The data were collected by applying participatory rural appraisal (PRA), focus groups discussion, FGD), and in depth interview. The results showed that the process of exploitation of the wilderness mountain has been transformed into several villages and even into some areas have formed mountain villages, so fatal to rural residents located in the lower area. This subject increasingly worried about the surrounding communities, because the exploitation was not only done by the people who categorize as greedy of land. Not only the farmer who continually adding plantation areas, but also unscrupulous local elite who play role in government bureaucracy. Key words: exploitation, capital actors and estates

Abstract

ABSTRACT Applying culture in the form of behavior or habits of each tribe is different, so it will give an identity to each appropriate tribe cultural habits. At the Toraja people are very attached to their culture in terms of death or corpse burial ceremonies, which famous as rambu solo. However, based on the results of this study revealed that the implementation of rambu solo custom procession in Pomalaa sub district of Kolaka had differences with the implementation of the customs from the native region of Tana Toraja in South Sulawesi. It was because of the neighborhoods and the culture of local communities that different with the culture of Tator ethnic. As the result of that, people there tended to simplify the traditional procession. Cultural constructions in shoreline become different from origin culture. Abstract

ABSTRACT The objective of this writing is to know the shared-income system for agricultural land that is encumbered pawning right on the culture of farming community. The type of research is a normative study. Types and sources of data are secondary data with the data collection and literature methods. Data were analyzed by descriptive qualitative. The resume of this writing is that the shared-outcome system for agricultural land that was encumbered pawning right on the culture of farming community that the shared-outcome of the agricultural land was done through some form of agreement between a person entitled to a field of agricultural land from others who called cultivators, by appointment where cultivators were allowed to cultivate the concerned land and the outcome of operation of the land would be divided according to agreement which had been agreed upon, which was usually the a half shared-outcome for cultivators and a half for land owners. Abstract

ABSTRACT The objective in this study is to discover the dynamics or cooperation development of Wawonii communities in the West Wawonii District that called mepeduluhi. Mepeduluhi is a mutual aid system or performing work in rotation according to the cultural conventions that became a farmer coalition model. This research was conducted by using ethnographic methods, with qualitative descriptive analysis. Method of data collection was done by observation and in-depth interviews. The results showed that mepeduluhi has changed on Wawonii community in the Langara Iwawo village. This could be seen in economic activity, which almost all of them have worked with the wage system. Societies have understood that any economic activity should be reward. This phenomenon was caused by the inclusion PMPN Mandiri that helped villagers. Abstract

ABSTRACT The objective of this study is to identify and to describe the relationship between pimps and prostitutes, and also the activities of pimps and prostitutes in Pagar Seng Mandonga Kendari. Data was collected by observation techniques and interview. Data were analyzed by descriptive qualitative. The results showed that the relationship between pimps and prostitutes in Pagar Seng started on 1999 since the formation of Pagar Seng itself, that the relationship started with a relationship with the consent of both parties without a written agreement in a form of bondage and done with mutual trust and understanding which was based on the embroidery work to give satisfaction and profit on each side. Besides having a relationship between pimp and prostitute in Zinc Fence, they also had an activity where pimps activity was divided into two types; these were as a housewife and a pimp themselves in Pagar Seng. The activity of prostitute who had child in Pagar Seng was not much different from the activity of prostitutes who did not have children. The activity of prostitutes who had a companion outside of Pagar Seng was like staying at mate’s home and doing prostitution outside the Pagar Seng, while the activity of prostitutes who had a companion outside the Pagar Seng was killed with their companion. Abstract

ABSTRACT This study aims to determine the policy implementation of National Program for Urban community Empowerment (PNPM-MP) in order to improve the welfare of the people in the Bendevillage of Kendari city. The method of this research is descriptive qualitative. The object of study isthe Village Office and the district Office as a link in making the transition certificate, the main object is the office of Bende Village as the place of certificate maker. The data and information required in this study were obtained from the people who know and can be trusted (key informant).The techniques of Data collection in this study is in-depth interviews, direct observations at the study site, and documents analysis. The data analysis in this study is a qualitative data analysis. The result showed that the policy implementation was an activity that was executed after the decision guidelines that include partnerships between organizations that aim to inflict the results of mutual reciprocity between citizens and government. Basically, communication is implemented by the government and the community in accordance with the work program directed entirely in the process of policy implementation in PNPM program for urban community at Bende village. Resources implemented by requiring community to be able to implement a policy in accordance with business objectives, the establishment of a working group involving the community to do a job effectively in order to alleviate poverty by well performing. Implementers’ attitudes of PNPM program for urban community that conducted by the community become top priority in improving human resources that able for carrying towards targeted programs in line with working procedure and initiatives in order the people's lives can be improved. Abstract

ABSTRACT The objective of this research is to describe and to analyze the form of existence and cultural mission of the migrant community (Businesses Ethnic) to occupya territory. The results showed that the existence of the migrant community could be seen from decision and choice they made in line with the occupation and settlement. Occupation preferences were performed by searching for available opportunities of informal sector in the urban area. The choice of occupation influences a selection of the settlement area. Settlement preferences of the migrants followed an expansion of shopping center at the center of city, in economy market sector. Tendency of the migrants to stay in the migration area and to view it as the permanent dwelling was the characteristic of permanent migration. This tendency was consistent with the cultural mission of the migrants based on the territory expansion. For the migrants, the migration area ideally becomes a part of their homes. This strategy made the migrants take more emphasis on the migration area than their original areas. Success and failure of the migrants could be measured by to which extent they could meet their mission of migration culture. Key Word: pasompe’ existence, culture mission

Abstract

ABSTRACT The objective of this writing is to know thepublic participation in decentralizing of coastal zone management. This type of research is normative research by using secondary data that data is not obtained directly rom the field, but by studying the literature of research results and other sources that relevantto theinvestigated issues. The data was collected then analyzed by descriptive qualitative. The conclusion is that public participation in decentralizing of coastal zone management that the public was given the authority, responsibility, and opportunity to manage its resources and also involved giving responsibility to the community so that they could make decisions that ultimately determined and affected their welfare. Community involvement in the management strategies tailored to each area would vary according to local circumstances. In implementation of public participation, the things to be noted are the values and norms that embraced by a society which is the local wisdom in managing natural resources and environment.
