Abstract

  This study aims to determine and measure how much influence bureaucratic behavior on the quality of public services in the District Semangga. each variable is described in four-dimensional indicators and three. The research method used is a quantitative analysis of the survey method using questionnaires as the main instrument. Quantitative data processing system using a statistical dioleh Product and Service Solutions (SPSS. 17.0) The results showed that the statistical behavior of the bureaucracy affects the quality of public services in the District with Semangga 0.5 can also be proved by comparing the values of r calculated with the table r (95%) so that the table r = 0.138. Since r count r is greater than the table or 0.519>0.138 then conclude that Ho is rejected and Ha accepted, meaning that the behavior of the bureaucratic behavior has a significant effect on the quality of public services in the district of Merauke regency SemanggaThis study aims to determine and measure how much influence bureaucratic behavior on the quality of public services in the District Semangga. each variable is described in four-dimensional indicators and three. Abstract

Kompetensi  pimpinan secara simultan berpengaruh sigfinikan terhadap kinerja aparat dengan kategori baik. Hal ini menunjukkan bahwa pengaruh kompetensi pimpinan masih perlu ditingkatkan mengingat  semakin baik kompetensi pimpinan akan semakin baik kinerja aparat. Peningkatan kompetensi pimpinan dapat ditingkatakan melalui pendidikan dan latihan, mengingat dalam melaksanakan tugas dan tanggungjawabnya dituntut untuk memiliki pengetahuan, keterampilan dan sikap sesuai dengan tuntutan tugasnya, karena  akumulasi dari kompetensi -  kompetensi yang ada dalam suatu organisasi dapat diarahkan menjadi faktor keunggulan bersaing bagi suatu organisasi.

Abstract

Self-reliance society and the role of The Group of Ngos in the National Programme of independent Rural community empowerment (case study on the village and the village of Ngilngof Subdistrict Namar Kei Kecil Southeast Maluku Regency). This research aims to analyze and describe the effectiveness of self-help group of society and the self-reliance society. There is sufficient community participation and impact of Self-Reliance community in PNMP-MP. The research was carried out in the village and the village of Ngilngof Subdistrict Namar Kei Kecil Southeast Maluku Regency. The methods used in this study is a case study, with the kind of qualitative and descriptive research analysis tool komponensial. Research results show that the role of the community in every group of self-reliance phase of the National community empowerment Programs for rural Independent (PNPM-MP) in Ohoi Namar and Ngilngof Small Town Kei Ohoi Southeast Maluku district has yet to appear because it is still less coordination in activities that are done well it planning stages of implementation to evaluation. Haven't seen the role of the community as a self-reliance and participation of society in any self-reliance activity in do by PNPM-MP and has not seen its impact on the development changes and Ohoi Namar Ngilngof sub-district of Kai Kecil Southeast Maluku Regency

Abstract

Motivasi merupakan proses kegiatan yang harus dilakukan untuk memberi dorongan agar semangat kerja para staf tetap terjaga dalam usaha pencapaian tujuan pelayanan. Adapun tujuan  dari penelitian ini untuk mengetahui  pengaruh  motivasi terhadap peningkatan pelayanan pada  Sekretariat Keadilan dan Perdamaian Keuskupan Agung Merauke.  Desain penelitian yang digunakan adalah explanatory survey, penarikan sampel sebanyak 57 orang dengan menggunakan teknik purposive sampling kepada 27 orang sedangkan 30 orang diambil dengan menggunakan teknik  aksidental sampling.  Teknik pengumpulan data yang digunakan dalam penelitian ini adalah Library research, observasi dan Kuesioner. Sedangkan rancangan uji hipotesis untuk membuktikan besarnya pengaruh antara variabel bebas dan variabel terikat digunakan   metode SPSS versi 10.00. Hasil penelitian tentang motivasi terhadap pelayanan di Sekretariat Keadilan dan Perdamaian Keuskupan Agung Merauke dapat diketahui bahwa besarnya pengaruh variabel motivasi (X)  terhadap variable pelayanan  (Y)  tergolong cukup kuat  yaitu 0,585. Artinya bahwa terdapat korelasi atau hubungan yang positif dan signifikan antara motivasi  terhadap pelayanan di Sekretariat Keadilan dan Perdamaian Keuskupan Agung Merauke. Dengan demikian dapat disimpulkan bahwa apabila motivasi   tinggi atau ditingkatkan maka pelayanan pun akan meningkat.

Abstract

Birokrat dalam menjalankan dinilai baik atau etis jika responsibel dan memiliki keprofesionalan atau kompetensi yang sangat tinggi. Akuntabilitas, yaitu berkaitan dengan pertanggungjawaban dalam melaksanakan tugas dan kewenangan administrasi publik. Birokrat yang baik atau etis adalah birokrat yang akuntabel dalam melaksanakan tugas dan kewenangannya. Akan tetapi etika administrasi publik diatas belum cukup untuk menjamin penghapusan pelayanan publik yang buruk pada birokrasi publik. Maka dari itu, dalam pelaksanaan tugas administrasi, perlu adanya monitoring untuk memantau kinerja para administrator. Namun dalam implementasinya, monitoring tersebut tidak harus dilakukan oleh organisasi, tetapi yang paling utama adalah pemantauan dari diri sendiri yang mengacu pada nilai dalam kode etik yang disesuaikan dengan kondisinya. Selain itu, administrator juga harus memperhatikan nilai rasionalitas yang menyangkut efisiensi, efektifitas dan ekonomi. Nilai politik yang berkenaan dengan kesetaraan dan keadilan juga perlu diperhatikan. Dengan demikian, agar tidak terjadi penyimpangan dalam menjalankan pelayanan publik maka sebaiknya seorang administrator tidak hanya menerima atau mengimplementasikan nilai-nilai administrasi yang sudah ada secara kaku, namun harus disesuaikan dengan situasi dan kondisi tertentu. Selain itu, kesadaran keimanan dan ketaqwaan juga harus dimiliki seorang administrator agar dapat bekerja dengan tulus dan ikhlas serta dapat mencegah dirinya dari perilaku yang tidak terpuji

Abstract

In autonomous era still expand various negative phenomenon among others is the existence of by law forming is which is just ratified and not yet gone into effect effectively have been changed with new perda, less relevant perda with requirement of society. This research to know how far execution in by law forming which have entangled society participation and it is product result with character acomodation in Sub-Province of Merauke. research method the used is research method qualitative by using approach in the form of obtained data directly from responder  interview, documentation and observation, Technique analyse data the used is analytical descriptive, this meant to obtain get good picture, clear and can give data of detail possible about accurate object. Result of this research indicate that implementation accomplishment of society participation in uncommitted by law forming in sub-Province Merauke according to trust of Section sound 96 UU Number 12 Year 2011 and Section 139 sentence ( 1) UU Number 32 Year 2004, and also its clarification can know that, society is entitled to give input in order to preparation or solution of device of by law forming, the society input can be conducted verbally or written and the rights society executed as according to regulation of discipline of area parliament. The mentioned happened because caused many matter one of them because lack of active participation of society in by law making start from process of by law device up to evaluation phase.

Abstract

The aims of the research are to (1) explain the process of policy implementation of acquisition and processing tax of class C mineral, (2) explain the factors affecting policy implementation of acquisition and processing tax of class C mineral in Merauke Regency. The research was conducted in Merauke Regency by using qualitative method. The data were obtained through observation, interview, and documentation. The informants were taken from Regional Revenue Department and Mining and Energy Department of Merauke and community.The results of the research reveal that implementation process involves tax payment of any mining activity. License for mining activities and sanctions for those who break any rules do not run well. Meanwhile, the affecting factors consisting of realtionship among organizations, behaviour of lower officials, and target group still need improving especially to increase human resources as the policy implementers.

Abstract

The method usedin the studyis a questionnairecompleted by69respondents(saturated sample). Data were analyzedusingquantitativeanalysis(pathanalysis)totabulatedata andprocessedusing the toolsof SPSSversion17.Results showed that hypothesis 1 is rejected, is a career development does not directly influence employee job satisfaction. Hypothesis 2 is the commitment of employees received a direct influence on job satisfaction. Hypothesis 3 is accepted, is a career development directly affect performance. Hypothesis 4 was rejected, is the commitment of employees not directly influence the performance. Hypothesis 5 is accepted, the employee job satisfaction directly affects the performance of employees. Hypothesis 6 was rejected, is a career development does not affect performance through job satisfaction. Hypothesis 7 is accepted, is the commitment of employees directly affects the performance through job satisfaction.
