AL MUNIR : Jurnal Komunikasi dan Penyiaran Islam
Al Munir Journal of Islamic Communication and Broadcasting is open access and peer review of journals published by the Communication and Islamic Broadcasting Study Program of the Faculty of Da'wah and Communication Sciences, Imam Bonjol Padang State Islamic University (UIN). This journal covers actual issues in Islamic communication studies, including the development of contemporary da'wah by utilizing media, Islamic information systems, rhetoric, literature, and government policies regarding broadcasting and information regulation. The purpose of this journal is to promote sharing of knowledge and understanding of communication issues. Then receive contributions from experts, researchers, practitioners and policy makers throughout the world. This journal is published periodically twice a year, precisely in January - June and July - December.

<![CDATA[In dakwah activity, there needs rules that agreed upon and binding in order to avoid obstacles in dakwah and the things that are not desirable. The rules are a code of ethics as a guide proselytizing da’i in dakwah. Code is written guidelines containing ethical norms that serve as guidelines to think, behave and act. Ethics codes are actually for dakwah, so that dakwah activity can be done well and does not cause unrest and clashes between da’i and among the public. Ethics and codes of conduct in carrying out propaganda should be maintained and implemented by da’i in order to reach the goal of dakwah effectively and efficiently.]]>

<![CDATA[Cell phones have become one of the requirements for the wider community. Today all people in the world can be connected by a modern communication tool that is supported by the development of sophisticated media and modern communication. One of the media such as the mobile phone is now better known as "smart phones". The rise of smart phone usage among teens sparked a wide range of issues related to individual behavior and social behavior of adolescents themselves. This study used a qualitative approach with descriptive type. The technique of collecting data was taken with a total sampling was 28 people. The data collection techniques used was observation, interviews and focus group discussion. Data were analyzed through several stages: among other subjects through testing credibility, authenticity, triangulation analysis, and intersubjectivity analysis. From the research that has been conducted showed that the use of smart phones in adolescents can meet their needs. Fulfillment of requirements obtained from the use of smart phones in the range of cognitive needs, affective needs, personal integrative needs and requirements as well as the social integrative needs to release tension. Fulfillment of various needs in the above cause a variety of effects, both positive and negative. ]]>

<![CDATA[Pengelolaan Tanaman Terpadu (PTT) or better known as a Paddy Cultivation (Padi Tanam Sabatang/PTS) is an flagship program of the Ministry of Agriculture in order to self-sufficiency in West Sumatra. This program was introduced on 2007. Since the program was introduced in the last 7 years, there are still a lot of farmers who are interested in applying this technology. Thus, the author is interested in reviewing the PTS program from perspective of the diffusion of innovation theory within communication science.Therefore, the author conducted a qualitative research to examine the issu. Data collection conducted by in-depth interview, observation, and documentation, then presented in descriptive qualitative method.The research concluded that Padang government performs the difusion of innovation by applied conventional mass media and interpersonal media, while the hybrid media has not been used. The medium considered effective is the Field School (Sekolah Lapang/SL). The inhibiting factors are 1). Complexity of the PTS Program, 2). The government has not attempted to perform diffusion programs to to the land owners who are not farmers.]]>

<![CDATA[Communication is a process (that is one of the characteristics of the communication), because the communication is dynamic, always in progress and change often. A process consists of several sequences that can be distinguished but not separated. Intercultural communication is as same as other communication process that is a process that is dynamic and interactive and transactional. Interactive intercultural communication is communication made by participants in the two-way communication / reciprocity (two way communication) but was still at a low stage. Communication climate is constructed as a situation, atmosphere conditions involving the mind or spiritual situation or participants’ communication feeling. Several key communication climates can be shown by the characteristic where there is no more pressure on the power of communication participants, the principles of openness to all; the atmosphere is capable of providing communication participants to be able to differentiate between personal interests and the interests of the group. ]]>

<![CDATA[District and City government readiness in facing regional autonomy, particularly in the financial area, and to see the financial capacity of the area, which in this case is closely related to the reception area. Basically it can be said that there are differences in fiscal capacity between the District and the City, this difference visible due to the presence of urban amenities and the town's economy that is more complete, and the city has a better economic potential of the district. Thus, the role of PAD to the total budget cannot support the independence or the financial ability of the regional government in the era of autonomy in the District and the City entirely. However, comparison of the level of fiscal capacity in the analysis of the total budget revenue ratio between the District and the City, it can be said is which city has the better skill level of the district. ]]>

<![CDATA[Abortion is an act of terminating a pregnancy by aborting or removes the fetus from the womb. Beside, to eliminating the life right of the fetus in the womb, abortion compromises the safety of mothers who conceived and gradually will affect the lifestyles of the people are governed by cultural and religious norms. Because of these harmful actions, so as specify whether abortion is legal or it may not, have to consider the three parties. The act of abortion is not always bad. There are certain conditions that make the act of abortion can be tolerated and allowed. These conditions such as contraceptive failure, endangering the safety of the womb when the mother passed on, or because of the demands of one's job. ]]>
