Abstract

This research is motivated by the relatively high number of people with social welfare problems for street children in North Jakarta compared to other cities in the DKI Jakarta Province. Therefore, serious efforts from the government are needed to overcome this problem. This study discusses the dynamics of the implementation of the policy on the service program for people with social welfare problems for street children in North Jakarta.. This study uses a qualitative method. To select informants, researchers used purposive sampling. To measure the validity of the study, the researcher used source triangulation by comparing data from observations and interviews, conditions with people's perspectives, and interviews with document content. The results showed that the communication process in the implementation of handling street children has not been implemented properly. This occurs because there are conditions in the delivery of information that are still ineffective. Furthermore, resources related to staff, information, authority, and facilities also each have shortcomings so that they lack effectiveness in terms of policy resources. In the context of disposition, it shows that policy implementers have not yet optimal responses in implementing policies on handling street children in North Jakarta. Meanwhile, from the bureaucratic structure, the implementing institution has its own SOP. The implementation of policies on handling street children in North Jakarta has not experienced fragmentation.

Abstract

Research on the Formulation of the Formation of Sungai Rotan Village Regulations, Renah Mendaluh Subdistrict, Tanjung Jabung Barat Regency on Lubuk Larangan is based on the problem that is the lack of village regulations that regulate environmental sustainability, especially with regard to prohibition pits. So it is necessary to form a rule that regulates the subject. This study examines how the Formulation of the Establishment of Rotan River Village Regency Renah Mendaluh West Tanjung Jabung Regency About Lubuk Larangan. The establishment of this Village Rule aims to produce a legal product that can provide protection will provide a guarantee of sustainability of the existence of prohibition pits located in the Rotan river Village. The establishment of Village Rules is implemented, as part of the process of implementing local government and village government to realize the sovereignty of the people and sustainable development in accordance with the provisions of the law, which leads to increased welfare and interests of the people and the resolution of problems in society. This research is a normative legal research. This study conducts a study that emphasizes the process of Formulation of the Establishment of Rotan Rivers Village Renah Mendaluh District West Tanjung Jabung Regency About Lubuk Larangan. This study produces a study on the need for village law products for the people of Sungai Rotan Village as a guide in society, especially with regard to the responsibility for environmental sustainability.

Abstract

The objects of protection for intellectual property rights are vary greatly. Along with the development of science and technology, the objects of protection for intellectual property rifghts are developing from time to time. The objects are not only in one place. In Indonesia, the protected potential objects spread in various region. In some IPR branches, one of the reasons in because the communal ownership or the discover is no longer known, the IPR perspective cannot be protected, for example traditional knowledge or medicines. Some ofe the case include piracy of biodiversity from knowledge of traditional Indonesian medicines, namely the patenting of the brotowali plant by Japanes company. On the other hand, the statutory regulations on IPRs have minimal direct authority to local governments regarding IPR protection. Therefore, this normative research with laws and regulations approach exemines legal politics of local government authority in laws and regulations in the field of intellectual property rights. The result is from all of laws and regulations in the field of IPR, explicitly the authority of local government is only regulated in Law Number 20 Year 2016 Concerning on Mark and Geographical Indications. The rest is general in nature, for example the use of the term “state” in the Copyrights Law as the holder of traditional cultural expressions and copyright of works whose creatoris unknown. In fact, in the context of a rule of law, government authority derives from the prevailing laws and regulations, in line with the legality principle which is the basis in every state and government administration.

Abstract

This study describes the role of WHO in explaining the issue of Female Genital Mutilation in Sierra Leone. In this study, this study discusses the role of WHO through CEDAW and the Maputo Protocol which has been ratified by Sierra Leone in the implementation of FGM practices that involve the culture of the Sierra Leone community for women's processes to drive international movements and activities. FGM culture itself is a form against women. This study uses a qualitative method, with a descriptive analytic approach, where data are collected by literature study. In explaining this research, the researcher obtained data through journals, books, theses, scientific reports, the internet and government reports as well as international organization responses submitted to FGM in Sierra Leone. Theories used are human rights, international organizations and roles. The data obtained are then classified and analyzed using the theory used to draw conclusions. From the results of the analysis, the researchers concluded that the application of cedaw by the Sierra Leone government on the issue of eliminating Female Genital Mutilation not implemented well by the Sierra Leone government because the government does not include laws governing national laws related to the implementation of traditional agreements involving FGM. The government's reason is feared as its national interest.

Abstract

In today's world, many technologies have emerged that can facilitate human life, one of which is the internet, which is in the realm of cyber. The development of technology in the internet today allows political activities to be carried out through this realm. Developments in the form of facilities for accessing information relating to political activities are currently mostly carried out through this cyber medium, so it is called cyber politics. Cyber politics relies heavily on digital platforms to disseminate political messages. Thus, in the midst of the current fast pace of information technology, it is hoped that the era of cyber politics can have a positive effect on people's political participation. Community political participation is indispensable in determining political leaders because their role in very high in the era of cyber politics. The results of the research show that public political participation in the cyber era has increased, especially through online means. These tools are an increase in online campaigns that are mostly carried out through social media. For this reason, this paper will explain the relationship between political activity in the cyber politics era and the political participation of the people. The research method is qualitative and the data gathering technic is conducted through literature studies.

Abstract

The heated bilateral relation between Iran and the United States has brought the middle east into another level of problem. The divided geopolitical and regional interest of both countries has led to several and many multidimensional issues, ranging from political, security, and even to economic ones. This article discussed the Iran – US tension on their proxy conflict in the Middle East. This article employs the Regional Security Complex Theory to construct the events related to both states’ proxy conflicts. The polarized region for sure has drawn another line that seems to be more complexed for both countries to achieve mutual understanding and continued peacebuilding. The US withdrawal from JCPOA, killing of Soleimani, and Saudi Arabia – Iran Yemen proxy war exacerbated the status quo. This article perceived that the intertwined issues show how the traditional thought of security should be redefined as both countries try to gain bargaining power. Especially with Iran that was hindered very much by sanctions and embargo placed by the US. This article discusses many important issues on Iran, US, and Saudi Arabia involvement and their correlated dynamics within the UN. This article analyzed Trump’s leadership style in the Middle East and its implication from the proxy war to the Middle East security architecture.

Abstract

Social media can be used as a means to gain and maintain fame, namely by presenting a positive image easily and quickly. One of them is Instagram. This study discusses this and specifically aims to research and describe the existence of using Instagram to build a positive image of President Joko Widodo in the 2019 Presidential Election. This research uses a qualitative approach and the results are described descriptively. The focus of this research is to analyze uploads and observe post Widodo's viewpoint during the campaign period 2018 17 April 2019. Data were collected by interviewing resource persons and also by using documentation techniques. The results of this study indicate that the use of Instagram social media can build a positive image of Joko Widodo as evidenced through his Instagram account by building an impression in front of the audience which includes uploading portraits of his success as a head in the country, among other things, building an idiosyncratic infrastructure as a variety of Indonesian idioms, ideals have as many ilike I on every posting. In addition, there appears to be consistency in building Jokowi's image during the campaign period. This is also supported by Joko Widodo's attitude who is very open-minded and appears offensive in using his personal Instagram for political campaigns. Joko Widodo's use of Instagram in the 2019 presidential election campaign ran easily and effectively in achieving the goal of winning the 2019 presidential election.

Abstract

This study aims to describe the strategy of civil society movements that are members of the anti-corruption civil society coalition. This study uses the advocacy theory of Sheldon Gen and Amy Conley Wright. The research method used is qualitative with primary data sources from interviews, and secondary data processing from various literatures relevant to this research. The anti-corruption civil society coalition controls state power by demanding that the government and the DPR be accountable to the law and the public by supporting the Corruption Eradication Commission (KPK) by not weakening the KPK institutions, and increasing public awareness of important public issues through advocacy, in this case the discourse on the Law. KPK which was revised by the DPR. In 2019 the momentum for the revision of the KPK Law was successfully carried out by the DPR together with the Government so that the advocacy carried out by the coalition failed. The anti-corruption civil society coalition adopts an advocacy strategy by strengthening a large coalition, lobbying policy makers, conducting academic studies, and labeling, media reporting, and involving and mobilizing the public in carrying out movements. Of the five advocacy strategies, in the end, it has strengths and weaknesses to carry out a social movement in influencing the policy on the revision of the KPK Law, but in the end the advocacy strategy carried out by the anti-corruption civil society coalition failed to influence policy makers and in 2019, the Law The KPK was revised on 17 September 2019.

Abstract

Mongolia’s uniqueness and importance in contemporary world politics lie in its geographical situating, demography, and economy. Geographically landlocked and situated in the Eurasian intersection, Mongolia has the lowest population density of any sovereign country on the planet. Sandwiched among Russia and China Mongolia's harsh environment limit its economic interests. However, Mongolia's geostrategic position, unexplored energy assets, and democratic governance have expanded its importance in global politics. Because of such Mongolia holds a key position in India's Act East and Connect Central Policy to counter China's expansionist policies in North-East Asia. With regards to India-Mongolia relations, the two nations share a rich historical legacy. Tibetan Buddhism the most prevailing religion in Mongolia makes social linkages, Democracy solidified further connections between India and Mongolia. Because of these old and profoundly established linkages, India-Mongolia are 'spiritual neighbors'. However, China still has an overreaching control over Mongolia’s trade, commerce, and other sectors. China also dominates intra-regional trade in North-East Asia. Under India’s Connect Central Asia India attempts to counter Chinese encirclement by delving into close strategic, economic, and energy relations with China's neighbors like Mongolia and CAS. However, the achievement or failure of India's Connect Asia Policy will depend upon India's political as well as its diplomatic will to transform India's interest in regional integration in reality.

Abstract

This study aims to determine the implementation of subsidized fertilizer distribution policies through the farmer card program to pineapple farmers in Siwarak Village, Karangreja District, Purbalingga Regency, based on the Decree of the Director General of Agricultural Infrastructure and Facilities Number 11/Kpts/SR.310/30/2020 concerning Technical Instructions for the Implementation of Provision and Distribution of Subsidized Fertilizers for Fiscal Year 2020. The method used in this research is descriptive qualitative and data acquisition is done through structured interviews, field observations and documentation review. The results showed that the making of Farmers' Cards in Siwarak Village was in accordance with the regulations, namely proposal, issuance and redemption, but in its application it was still not optimal. Supporting factors for implementation are the presence of competent human resources, adequate budget and community participation. The inhibiting factors are seen from the limited distance and cost in accessing subsidized fertilizers, obstacles in the preparation and validation of the Group Needs Definitive Plan (RDKK) and the weak network in accessing Farmer Cards.
