Abstract

Penerapan reformasi birokrasi di bidang anggaran manajemen dianggap tidak memiliki sistem terstruktur. Dalam pemerintah daerah, hal ini ditandai dengan transparansi yang rendah dan akuntabilitas dalam sistem penganggaran lokal. Sistem manajemen keuangan yang mana masih kontradiktif dengan tujuan pemerintahan yang baik membutuhkan transparansi dan akuntabilitas dalam semua bidang pemerintahan. Munculnya e-budgeting secara tidak langsung menjadi bukti pemanfaatan program e-government di Indonesia. Trasnparansi dan partisipasi masyarakat diharapkan mendukung pemerintah untuk melakukan perbaikan dalam kualitas pelayanan publik.Kata Kunci : Reformasi Birokrasi, Good Governance, E-Budgeting, Good GovernanceThe application of bureaucracy reform in the field of management budget is considered not to having structurized systems. In a district government, it is characterized by low transparency and accountability in Local Budgeting system. Finance management system however still is contradictive with the objective of good governance that requires transparency and accountability in all areas of government. The emergence of e-budgeting indirectly becomes a proof of the utilization of e-government program in Indonesia. Abstract

ABSTRACT, This study aims to determine the role of the government in the implementation of the National Health Insurance Program (JKN) in order to provide services to the community in North Jakarta (Case Study of Koja Sub-district Public Health Center, North Jakarta). This research uses a qualitative research type with a descriptive approach. The data were collected by means of observation, interview and documentation techniques. The results of the research conducted indicate that according to the analytical tools of the JKN Health program implementation indicators, namely, the accuracy of the method and target of program implementation, the success of the program implementation, adequate facilities and infrastructure, the performance of employees in providing services. The implementation of the JKN program has been achieved quite well based on the measurement of program indicators so that the implementation of the Health program at the Koja Sub-district Public Health Center, North Jakarta in providing services to the community participating in the JKN card is quite effective. In its implementation, the inhibiting factors are still found that originate from the community and must be overcome so that services can run well and cooperation is formed between service providers and service users.Keywords: Implementation, National Health Insurance, Public Service ABSTRAK, Penelitian ini bertujuan untuk mengetahui Peran Pemerintah Dalam Pelaksanaan Program Jaminan Kesehatan Nasional (JKN) Guna Memberikan  Pelayanan Kepada Masyarakat Di Jakarta Utara (Studi Kasus Puskesmas Kecamatan Koja Jakarta Utara). Penelitian ini menggunakan jenis penelitian kualitaif dengan pendekatan deskriptif. Pengumpulan data dilakukan dengan teknik observasi, wawancara, dan dokumentasi. Hasil penelitian yang dilakukan ini menunjukkan bahwa sesuai dengan alat analisis dari indikator pelaksanaan program JKN Kesehatan yaitu, Ketepatan cara dan sasaran pelaksanaan program, Keberhasilan dari pelaksanaan program, sarana dan prasarana yang memadai, kinerja pegawai dalam memberikan pelayanan. Pelaksanaan Program JKN sudah tercapai dengan cukup baik berdasarkan pengukuran indikator program sehingga pelaksanaan program Kesehatan di Puskesmas Kecamatan Koja Jakarta Utara dalam memberikan pelayanan kepada masyarakat peserta  kartu JKN sudah cukup efektif.  Dalam pelaksanaanya masih ditemukannya faktor penghambat yang bersumber dari masyarakat dan harus bisa diatasi agar pelayanan dapat berjalan dengan baik dan terbentuk kerjasama antara pemberi layanan dan pengguna layanan.Kata Kunci: Pelaksanaan, Jaminan Kesehatan Nasional, Pelayanan Publik

Abstract

ABSTRAK Penyandang cacat merupakan bagian dari Indonesia, namun keberadaan mereka dalam kehidupan masih terpinggirkan. Cacat memiliki hak yang sama, kewajiban dan peran yang sama dengan warga negara lainnya. Kesempatan untuk mendapatkan kesetaraan, hak dan kewajiban bagi penyandang cacat. Masalah dengan cacat timbul karena gangguan dalam kegiatan sosial menghambat fisik mereka, sehingga mengurangi hak-hak ekonomi dan politik penyandang cacat untuk mencapai kesejahteraan. Penelitian ini merupakan deskriptif kualitatif. Teknik penentuan informan dilakukan secara purposive. Pengumpulan data yang digunakan adalah wawancara, observasi langsung dan review dokumen. Validitas data menggunakan teknik triangulasi sumber. Data dianalisis menggunakan model interaktif. Memberdayakan penyandang cacat melalui Kelompok Usaha Bersama (KUBE) di Desa Katakan, Kecamatan Tasikmadu, Karanganyar termasuk pemberdayaan yang mental, fisik, dan keterampilan sosial dengan memberikan keterampilan memasak, menjahit, bengkel atau mekanik, video yang elektro audio dan teknik memijat. Cacat pemberdayaan dalam upaya meningkatkan kesejahteraan sosial tidak dapat dipisahkan dari peran pendampingan dan penguatan peran cacat potensial. Tidak hanya itu, pemberdayaan penyandang cacat juga dihadapkan dengan sejumlah kendala seperti pola perilaku, masalah kerja dan dampak ekonomi, sosial, dan psikologis pada sejumlah aspek saja dari segi psikologis, dan ekonomi cacat aksesibilitas.   Kata kunci :    Pemberdayaan, Masyarakat, Disability, Birokrasi.

Abstract

Abstract, This study aims to determine the implementation of the Transjakarta Cares public service in increasing the accessibility of persons with disabilities in the DKI Jakarta area. This research uses qualitative research. The results of this study indicate that the implementation of the Transjakarta Cares public service in increasing the accessibility of persons is carried out. As seen in the standard and objective indicators, organizational characteristics, resources, social and economic conditions, attitudes of the implementers and organizational communications that support the implementation of the Transjakarta Cares service. The implementation of the Transjakarta Cares service is supported by good coordination, public support from both the government, the private sector and people with disabilities as service users. In addition, the implementation of this service is also supported by skilled and skilled human resources in providing services. However, the implementation of this service also faces obstacles, namely inadequate facility resources, namely the service car unit. Keywords: Public Service, Transjakarta Cares, Policy Implementation Abstrak, Penelitian ini bertujuan untuk mengetahui implementasi dari layanan publik Transjakarta Cares dalam meningkatkan aksesibilitas penyandang disabilitas di wilayah DKI Jakarta. Penelitian ini menggunakan jenis penelitian kualitatif. Hasil penelitian ini menunjukan bahwa implementasi layanan publik Transjakarta Cares dalam meningkatkan aksesibilitas penyandang dilaksanakan. Sebagaimana terlihat pada indiaktor  standar dan tujuan, karakteristik organisasi, sumber daya, kondisi sosial dan ekonomi, sikap para pelaksana serta komunikasi organisasi yang mendukung pelaksanaan implementasi layanan Transjakarta Cares tersebut. Pelaksanaan layanan Transjakarta Cares ini didukung oleh koordinasi yang baik, dukungan publik baik dari pemerinytah, swasta maupun penyandang disabilitas sebagai pengguna layanan. Selain itu pelaksanaan layanan ini juga didukung oleh sumber daya manusia yang terampil dan cekatan dalam memberikan pelayanan. Namun, pegimplementasian layanan ini juga mendapatkan hambatan yakni kurang memadainya sumber daya fasilitas yakni unit mobil pelayanan. Kata Kunci: Layanan Publik, Transjakarta Cares, Implementasi Kebijakan

Abstract

City Government of Jakarta, especially Government of North Jakarta as the authorized party has critical role in managing green open space in accordance with Law No. 26/2007 on Green Open Space Arrangement. The presence of green open space is needed as a climate regulator so that the air and water circulation system can be well maintained to support the embodiment of healthy and sustainable city, as a shade, oxygen producer, rainwater absorber, provider of animal habitat, pollutant absorbent, and windbreak. Green open space can improve ground water quality, prevent flooding, reduce air pollution, and lower city temperatures. In addition, green open space can also be a place of recreation, media communications for citizens of the city, as well as an object of education, research, and training in studying nature. This study aims to analyze the implementation of Green Open Space policy in the area of Jakarta particularly in North Jakarta. This research is a qualitative descriptive research that aims to provide a systematic, thorough, detailed, and profound analysis of the implementation of green open space management in North Jakarta. Data collection techniques were conducted with interviews supported by data collection through document review and observation. This research uses qualitative interactive data analysis technique which includes data reduction, data presentation, and conclusion / verification. The data validity test is done by using source triangulation. The results present that the implementation of the provision of green open space in North Jakarta Administration City is still not optimal and realized by 5% due to the use of land available for RTH does not function as the designation and the existence of some obstacles faced as weak supervision, land prices are expensive, improvement of undeveloped land and the lack of dissemination to the public. Therefore, this study recommend the need for a political will from the government, a review by the government to make Jakarta just as central government alone, and a tighter control by enforcement strict sanctions.DOI: https://doi.org/10.26905/pjiap.v2i1.1422

Abstract

This study aims to determine the implementation of village women's empowerment through the Women Farmers Lestari Group in managing superior commodities in Sungai Ringin Village, Sekadau Regency, West Kalimantan. Women Farmers Sustainable Village Sungai Ringin Village which focuses on managing village agricultural commodities. The type of research used is descriptive research with qualitative methods. The data collection used was observation at the Women Farmers Lestari Group, interviews with the main information, and supplementary with complete documentation in the field and analyzed through the theory of empowerment principles, namely volunteerism, autonomy, independence, participatory, egalitarian, democracy, openness, togetherness, accountability, decentralization. The results showed that from the analysis of the principles of empowerment the women farmer group had been able to implement the 10 principles of empowerment. Although the implementation of empowerment can be stopped because there are activities that are characteristic of the community in the best management of commodities, such as what is known as the rice planting season, which are carried out collectively in January-March to meet the needs of the household season. Meanwhile, the empowerment of the second superior commodity that is being initiated can be carried out outside the "pogi season" namely vegetable commodities to be marketed. Supporting factors are Government, Natural Resources, and Human Resources. While the Inhibiting Factors are internal groups related to management and membership to the influence of plant pests and changes in seasons (climate).

Abstract

Abstract. This study aims to analyze the influence of corporate social responsibility (CSR), on the brand image of PT Coca Cola Amatil Indonesia Tbk. This type of research is quantitative research. The population in this study is the community around the conservation of turtles who know and follow the CSR program conducted by PT Coca Cola Amatil Indonesia Tbk. Sampling based on non-probability sampling method with purposive sampling technique with the number of 99 respondents. Data analysis used is simple regression and hypothesis test by using F test and t test. The results of this study indicate that the Corporate Social Responsibility (CSR) program has a significant impact 41,6% on the brand image of PT Coca Cola Amatil Indonesia Tbk.Keywords: Corporate Social Responsibility, Brand Image, Kuta Beach Sea Turtle Conservation

Abstract

Public transport is an important means of development for life. The importance of transportation is reflected in the increasing need for transportation services for human mobility and goods as a result of the increasing population growth and the development of settlements in big cities. One type of transportation that can be used as an alternative to overcome the problems of public transportation needs above is the train. Trains that are a means of transportation with many advantages such as low pollution, free of traffic, bulk, cheaper cost, and also save time.With the various advantages possessed by the train above, is expected to be a consideration in order to become an increasingly complex solution of transportation problems in urban areas.

Abstract

Undang-Undang Nomor 26 Tahun 2007 mengamanatkan bahwa di setiap kota harus memiliki Ruang Terbuka Hijau (RTH) minimal sebesar 30%, dimana sebesar 20% RTH publik dan 10% RTH privat. Persentase luas RTH Jakarta Utara yang dimiliki saat ini baru sebesar 5% dari luasan wilayahnya. Penelitian ini membahas mengenai “Implementasi Kebijakan Rencana Tata Ruang Wilayah dalam Penyediaan Ruang Terbuka Hijau di Kota Administrasi Jakarta Utara. Penelitian ini bertujuan menganalisis implementasi kebijakan RTRW dalam penyediaanruang terbuka hijau di Jakarta Utara dan upaya-upaya yang dilakukan dalam penyediaan ruang terbuka hijau di Kota Administrasi Jakarta Utara. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu wawancara, dokumentasi, dan observasi.Teknik analisa data interaktif yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Uji validitas data dilakukan dengan menggunakan triangulasi sumber.Hasil penelitian menunjukkan bahwa implementasi kebijakan RTRW dalam penyediaan ruang terbuka hijau di Kota Administrasi Jakarta Utara masih belum optimal dan baru terealisasi sebesar 10%, dikarenakan penggunaan lahan yang tersedia untuk RTH tidak difungsikan sebagaimana peruntukannya dan adanya beberapa kendala yang dihadapi seperti lemahnya pengawasan, harga tanah yang mahal, peningkatan lahan terbangun dan kurangnya sosialisasi kepada masyarakat.Kata kunci: Implementasi,  Kebijakan, Rencana Tata Ruang Wilayah, Ruang Terbuka Hijau

Abstract

Makalah ini mencoba membahas masalah ketenagakerjaan dan pengangguran. Masalah pengangguran perlu dikurangi dan menciptakan lapangan kerja guna meningkatkan dan mempercepat pertumbuhan ekonomi negara. Menciptakan pasar tenaga kerja adalah kunci kemudahan dalam berbisnis. Penerapan kebijakan di Indonesia selama ini belum memberikan kemudahan bagi swasta dan dunia dalam menjalankan usahanya. Sejumlah hal menjadi kendala yaitu perizinan yang lama, biaya yang mahal dan waktu pengerjaan yang lama karena dapat mengganggu terciptanya pekerjaan lapangan yang berkualitas. Aspek kelembagaan merupakan elemen kunci yang perlu ditingkatkan dalam upaya mengurangi pengangguran. Selain itu, pentingnya aspek kelembagaan dalam menyelesaikan permasalahan pembangunan dengan menciptakan dan memperluas lapangan kerja. Aspek hukum kelembagaan perlu dilakukan pengaturan barang publik dalam aturan formal dan nonformal
