Abstract

The cattle and oil palm integration program (SISKA) is a flagship program of the Provincial Government of Bangka Belitung Islands, especially in the Sungaiselan Village which synergizes cattle and oil palm in mutual relations. The objectives of this study are 1) to analyze the potential for SISKA development in Tunas Baru Farmers Group in Sungaiselan Village and 2) to analyze internal and external factors that are strengths, weaknesses, opportunities and safeguards in the SISKA strategy in Sungaiselan Village. This research method used a case study method which was analysed qualitatively. The analytical tool used wass SWOT. The results of this study indicated that 1) the potential development of SISKA in Sungaiselan was very large as seen from the potential of the Sungaiselan Village area, and the income received by farmers. 2) Internal factors in this study (strength): contribution of oil palm biomass as a source of feed, easy marketing, abundant SISKA by-products, maximum technology, and maximum ADG development; (weakness): HR capabilities were managed technically less, capital was limited, transportation systems were difficult and the difficulty was finding superior seeds. External factors in this study (opportunity): potential domestic meat prices, beef biomass as alternative energy, limited beef supply, increased beef demand, government policies in accelerating the development of SISKA (threats); imported meat prices were cheaper, the risk of animal mortality, and competitive competition.

Abstract

Provinsi Kepulauan Bangka Belitung merupakan salah satu provinsi yang menghasilkan produksi lada putih terbesar di Indonesia. Akan tetapi, ekspor lada putih di Provinsi Kepulauan Bangka Belitung mengalami penurunan dan harga lada juga mengalami fluktuasi. Oleh sebab itu, perlu melakukan budidaya usahatani lada putih dengan menggunakan metode GAP yang bertujuan untuk meningkatkan produktivitas dan kualitas produk dan menciptakan produk turunan, yaitu lada bubuk. Tujuan dalam penelitian ini adalah 1) menganalisis kelayakan finansial usahatani lada putih di Provinsi Kepulauan Bangka Belitung dengan penerapan GAP dan 2) menganalisis kelayakan usaha lada bubuk di Provinsi Kepulauan Bangka Belitung. Metode penelitian ini adalah metode studi kasus. Pengolahan dan analisis data menggunakan dua cara yaitu secara kuantiatif dan kualitatif. Hasil penelitian menunjukkan bahwa 1) usahatani lada putih di Provinsi Kepulauan Bangka Belitung yang dilakukan oleh Badan Pengelolaan, Pengembangan dan Pemasaran Lada (BP3L) dan Balai Benih Pertanian (BBP) dengan menggunakan metode GAP secara finansial layak untuk diusahakan dengan NPV sebesar Rp 234.474.027,32, IRR sebesar 25 persen, Net B/C sebesar 2,8, dan Payback Period 4 tahun 6 bulan dan untuk analisis titik impas lada putih juga menguntungkan dan 2) usaha lada bubuk di Provinsi Kepulauan Bangka Belitung yang dilakukan oleh CV. Indobakti secara non finansial dan finansial layak untuk diusahakan dengan NPV sebesar Rp 3.620.047.323,41, IRR sebesar 58 persen, Net B/C sebesar 4,4, dan Payback Period 1 tahun 7 bulan dan untuk analisis titik impas lada bubuk juga menguntungkan.

Abstract

White pepper is one of the leading commodities in south Bangka Regency with production of 17.009 tons. It is used as a flavour enhancer in traditional culinary. This commodity also has the potential to improve the local economy. Its existence needs to be sustained considering the immense potential that it has among the problems surrounding the efforts to sustain it are the limited production of pepper, land conversion and pests. The aim of this study is (1) to identify the factors affecting the development of pepper farms based on the stakeholders’ perception in south Bangka Regency. The method used in this study is survey. To analyse the data, the study used qualitative analysis and AHP model. The result suggested that the factor that has the most influence on white pepper farm development is land.

Abstract

In terms of developmental achievement and improvement of agricultural production in Indonesia, agricultural counseling has an important role as a learning facility for farmers and their families. In order for it to have optimal effects, it is important to establish the competency levels of agriculture counselors. This research aims to 1) Describe the competency level of agriculture councelors and their role in the development of muntok white pepper in Bangka Belitung Islands Province, 2) Analyze the correlation between the agricultural counselor’s competence and the development of muntok white pepper in Bangka Belitung Islands Province. This research is conducted using survey method. There are 125 councelors selected using the simple random sampling method. Data is analyzed using qualitative descriptive analysis with likert scale tabulation and spearman’s rank correlation. The result show that the highest correlation between agricultural counselor’s competence level and the development of muntok white pepper in Bangka Belitung Islands Province is found in communication skill, technical knowledge/GAP of white pepper, and cooperation skill, meanwhile, the highest score of the role of agriculture counselor in the development of muntok white pepper in Bangka Belitung Islands Province is found in the category of involvement in performing their duties as facilitators, communicators, mediators, motivators, and educators. The correlation between competence level and the role of agricultural counselor is at significance level of 0,01 with two way test at 52,60 percent, which has positive correlation coefficient in moderate category.

Abstract

Penelitian ini bertujuan untuk mengetahui faktor eksternal terhadap faktor internal wanita wirausaha, untuk mengetahui pengaruh faktor eksternal dan faktor internal terhadap kinerja usaha wanita wirausaha kerupuk udang di Kabupaten Tanjung Jabung Timur Jambi. Jumlah responden yang digunakan dalam penelitian ini adalah sebanyak 58 orang wanita wirausaha. Penentuan sampel yaitu dengan menggunakan teknik purposive sampling. Data diperoleh dengan menggunakan kuisoner kemudian dilakukan pengolahan data menggunakan Partial Least Square (SEM-PLS) versi 3.0. Hasil penelitian menunjukkan bahwa bahwa faktor eksternal berpengaruh signifikan terhadap faktor internal. Variabel aspek kebijakan pemerintah memiliki pengaruh dominan terhadap peningkatan faktor internal wanita wirausaha. Faktor internal yang meliputi aspek sumber daya manusia, aspek keuangan, aspek produksi dan operasional serta aspek pemasaran mempunyai pengaruh signifikan terhadap kinerja usaha wanita wirausaha di Kabupaten Tanjung Jabung Timur 62%.
