The majority of Indonesians, especially those in rural areas, live dependently on agricultural sector. Agricultural sector indisputably caters for most employment opportunities in the country; however, it is hitherto unable to raise farmers? well-being. It stumbles upon several problems which are to be eliminated. The problems include farming land, capital access, technology, human resource capacity, infrastructure, market access and institutional management. Therefore, agriculturalrevitalization through empowerment becomes a prerequisite if the agricultural sector is to be elevated from its long-sustained deprivation

Nowadays, such organizations as government institusions are required to be more transparent in doing their operations or activities. Transparency refers to the availability of information to the public and clarity about government rules, regulations, and decisions. Corresponding to one of good governance principles, transparency in government decision making and public policy implementation reduces uncertainty. In building transparency, local government can utilize its public relations as an agent of communication to the citizens. Public relations has a strategic role in helping local government establish transparency in local government institutions. There is a shift in the role of public relations in such organization as government institution from the role as press agency, public,information, and two-way asymmetrical model to two-way symmetrical model of public relations.By implementing the two-way symmetrical model, public relations can help local government establish and maintain mutual relationship between government and its stakeholders.

This research aims at identifying how transparent and accountable service policy is implemented at PDAM Bandung City from the perspectives of PDAM employees and its customers. The result demonstrate good responses from the PDAM employees. Meanwhile, ustomer?s responses reflect that the implementation of transparent and accountable service policy has yet to improve. To diminish the gap, it is necessary for PDAM Bandung City to set some measures to deliver its services in more transparent and accountable ways. The measures include the improvement orpersonnel?s competencies and professionalism.

Many factors may influence personnel performance. One among other factors that can motivate employees is proportionate compensation. Having realized its importance, since 2005 there has been a shift in compensation policy from Man-Months to Man-Hours compensation system. This new system provides employees with higher income. The shift in compensation policy is based on the need to improve both personnel performance and personnel wealth at the Centre for Applications of Atmospheric Sciences and Climate. Despite better compensation, based upon writer?s preliminary research, personnel performance has not improved as expected. Better compensation does not seem to have had any impacts on theperformance improvement. However, the research result hints at 0.754 correlation coefficient using Pearson Product Moment correlation analysis. It indicates that there is a strong correlation between Man-Hours Compensation System and personnel performance.

The empowerment in the Section of Fiber and Radio Access Maintenance PT. Telecomunication Bandung has not fully well practiced. It seems the Head has done less effort to support the implementation of empowerment, as indicated in less opportunity given to the workers to consult about work either formally or informally and no recognition or reasonable reimbursement for workers with a good achievement. The Head has infrequently delegated the authority for decision making to lower managers while the head is away. Therefore, some suggestions are proposed as folllows: the Head of Section of Fiber and Radio Access Maintenance PT. Telecomunication Bandung should conduct either formal or informal annual staff meeting involving all workers to discuss the problems in accomplishing work duties and to find the solution over problems. The Section of Fiber and Radio Access Maintenance PT.Telecomunication Bandung should give an orientation for aa workers concerning precise job description, applicable work procedure, and the sequence of work management, procedure, and system that enable all workers to complete the duties and to achieve the work effectiveness.

One aspect that has undergone significant transformation amid the implementation of local autonomy and decentralization is the role and relationship between central and local governments. In the past, central government played a major role in determining the policy of national education. Now, central government focuses more on resolving the national strategic policies. Meanwhile, technical issues on education management become the responisibility of local governments (city andregency).

Public sector human resource management tends to have been neglected. In practice, human resource has been positioned as complimentary asset of an organization and has no sufficient bargaining power. This condition leads to a condition in which organizations neglect their employees’ administrative development such as promotion, pension and so forth. Furthermore, at some point it will create hindrances for career path development, performance improvement, andpersonnel development as a whole. Negligence in human resource management after all results in public sector’s deteriorating productivity and dwindling capability to serve the citizens. This condition is usually worsened by inept leaders who are incapable to manage the organization’s human resource.
