Abstract

This article is written based on a research finding conducted in Bengkulu City. The goals of the research are to find out behavior of poor community contributed to persistant povery, and to formulate an alternative model for poverty alleviationsuitable to local social-cultural value. The respondents were selected using purposive sampling method, covering poor fishermen, vendors/small micro business, and blue colar labors/casual workers, in which each group consists of 20 people either the head of household or house-wife. The data were collected through observation and interviews. Qualitative approach was used to analyze the data. The finding shows that poor community in Bengkulu City tends to behave thrifly (consumptively), is used to owing to private money lender as well as neighbour's kiosk, and prefers to purchase goods in credit/instalment. Based on the data analysis, this research purposes three kinds of different poverty alleviation model forcommunity of fishermen, vendors, and casual workers.

Abstract

Role of Local Government Revenues and Expenditure (APBD) or the Public Sector Budget become increasingly significant. In its development, budget policy has become a multi-function instrument that is used as a means to achieve regional development goals. This is particularly evident from the composition and size of the budget that directly reflects the direction and goals of service to the community. Therefore, for budget function may be optimized, then the budget system and records of its receipts and expenditures must be done carefully and systematically. As a system, budget management area has undergone many developments. With the release of three packages of legislation in the field of public finance, namely Law no. 17 of 2003 on State Finance, Law no. 1 / 2004 on State Treasury, and Law. 15 of 2004 on the Audit of the Management and Financial Responsibilities of the State, local budget management systemin Indonesia is constantly changing and developing in accordance with the dynamics of public sector management. The Government has implemented a performance-based budgeting approach, integrated budget and medium-term expenditure framework in the fiscal year 2005 and 2006. Apparently there are still many obstacles encountered, mainly due to the unavailability of adequate implementation of the regulations, so that multiple interpretations are still a lot happening in the implementation in the field. In that period also has issued various regulations, rules of finance ministers, director generals and so forth regulations to cover these weaknesses

Abstract

One of the current important topic to be dissect in the regional governing is the management of government's goods and services. This topic considered to be strategic and important in the effort of creating a good governance in the regionalgovernment. The strategic value lie in the creation of an efficient and effective goods and services, while the importance related to the effort on reducing corruption, collusion and nepotism and the creation of a good public accountability. Considering the importance of this topic for the regional government, the author compelled to analyse this subject, especially the ones related to the implementation of e-procurement policy by West Java Province's Communication and Informatics Agency

Abstract

Postmodern Perspectives it is viewed as a POSMO,it is one of the evolution Theory, was born in 1984 by Jean-Francois Lyotard, Postmodernist thought is an intentional departure from modernist approaches that had previously been dominant.The term ?postmodernism'' comes from its critique of the ''modernist'' scientific mentality of objectivity and progress associated with the enlightenment, these movement , modernism and postmodernism are understood as cultural to refer to apoint of departure for work of literature, architecture, cinema., as well as in marketing and business. An in the interpretation of law, culture, and religion in the late 20 th and early 21 st centuries. Indeed, postmodernism, particularly as an academic movement, can be understood as a reaction to modernism in the humanities, where as modernism was primarily concerned with the principles such as identity, unity, authority and certainly, postmodernism is often associated with difference, plurality, textuality and skepticism.

Abstract

Roles of government and bureaucracy in development program in developing countries are still dominant. The government and its bureaucracy still become the main actors, although there has been a shift in public administration paradigm from government approach to governance approach. The situation also appears in the context of local development. The role of local government, including Bandung City municipality, is still dominant in implementing local development programs. Bandung City Local Government along with its 'Lurahs' and 'Camats' implemented in village (kelurahan) Development Acceleration Program (P2KB) in 2010 in order to improve citizens welfare. The program aimed at empowering citizens through participatory and community based development approach. Its interesting to know how Lurahs and Camats played their roles in the development acceleration program so that the program could run optimally.

Abstract

Organizational commitment, job satisfaction and job performance become central issues for each organizations to achieve their goals. This research tries to analyze and describe those factors in the organization. Descriptive analysis was used asmethode of the research. Data were collected from the employees who were in charge as team leader in the company. Affective commitment, continuace and normative commitment were used as organizational commitment's indicators. Indicators of job satisfaction were used pay, promotion opportunities, supervision, coworkers and the work itself. While indicators for job performance were knowledge of work, quality of work, quantity of work, ability to learn, cooperation-ability to work with others and interest in work. The result shows that three variables (organizational commitment, job satisfaction and job performance) as good or moderate. It could means there are still few indicators need to improve.

Abstract

Politeknik Manufaktur Negeri Bandung (Polman) based on the Polman grand planning strategy, this period enter collaboration phase between Polman with the institution, which comes from inside of Indonesia and abroad. Based on theimplementation of the regulations as well as UU no 20/1997 about Penerimaan Negara Bukan Pajak (PNBP), PP no 22/1997 about Cara dan Penyetoran PNBP and UU no 20/2003 about the National Education System brought the impact on to institution. For that reasons Polmanshould be change the status from the Perguruan Tinggi Negeri (PTN) became Badan layanan Umum (BLU).The objective of this research was anticipated of transition period from PTN ? PTBLU by means of changing and making the planning mechanism, monitoring & evaluation as well as accountability reports so that in this transition periodPolmancould operate more effective and efficient as well as could develop independently from stakeholder especially from the government. Through the approach of 7S model of McKinsey the research that was not carried out for all the components, but it was limited to one ?hard S?, that is S for SystemHopefully in the future, Polmancould prepare their operational more effectively and efficiently due to the PDCA cycle and able to develop continuously and survives independently with out support of stakeholders, especial from government.

Abstract

State going forward, if feasible educated human resources. Distribution educated person should be comprehensive and balanced, both in urban and rural areas, in government or in private company, and on the politician or the technician. But atthis moment felt quite expensive education costs, especially faced by the poor. Phenomenon in society, children of school agemcan not even school, because of the inability of parents and families to finance their children's schooling, even children trapped into child household helper (PRTA) to meet the needs of family life. Efforts to alleviate this PRTA confectionary serious need of all parties, in this case the Government, private organizations, activists, the law enforcement officials and politicians, through various methods of comprehensive and systemic.
