Abstract

Results of the study are (1) the execution of the authorities of the Government of the village of Toka in the field of development could be said to be doing well, one of them empirically though the village of Toka is one of the villages that are a bit far from the District of the city, but according to the results of the interview with the head of the village and the surrounding communities say if their area could be said to have never experienced a serious thing about events that interfere with their village. Then one form of civic activities was coaching against the participation of the citizens. The form of Participation in the village of Toka researchers can see namely the participation of government directives and from Community initiatives itself clearly visible. However, in essence community involvement village of Toka is big enough in carrying out various activities of social mutual clearly still visible in the village. (2) the Government authority went on supporting Factors village of Toka is to Coaching against the BPD. Factors restricting implementation of the Government of the village is village of Toka Government does not attempt to establish coordination with the mengitensifkan and Binmas and Babinsa, especially in the peace and order of the villagers either from the election of the village chief or in terms of the construction of public security of the village of Toka. This mostly happens in rural areas, because of the large number of societies that still do not understand about the procedure of manufacture certificate, let alone land that the original owners were their parents who already have no land boundaries so that they have even mutual claimed by the other party.

Abstract

This study aims to describe and analyze the effectiveness of the administration system through a Management Information System (SIMPEG) in Education and Training Board of Civil Service Agency, Kapuas regency in Civil Service Administration Division. The focus of this research study is to determine the effectiveness of the administration system using indicator of the effectiveness of Richard M. Steers which is the optimization objectives, systematic perspective and behavior of employees in the organization as well as in the use of Management Information System which are the input, process and output.

potential problems. Although the government has given the strengthening of the implementation of Law No. 6 Year 2014. The government has issued rules implementing namely: PP 43 of 2014 on the implementation of Law No. 6 Year 2014 about the village, PP 60 on the Village Fund Yang Sourced From State Budget, Permendagri 113 of 2014 concerning Financial Management of the Village. It is interesting to study in the village Kandui is implementation Permendagri 113 of 2014 is whether the government has met expectations or not. And whether this policy received a positive response from local governments and officials. The purpose of this study were: 1) .To describe the implementation of the Regulation of the Minister of the Interior No. 113 of 2014 concerning Financial Management of the Village in the Village of Mount Cuddle Kandui District of North Barito regency. 2). To describe the factors driving and inhibiting factors implementations Minister Regulation No. 113 of 2014 concerning Financial Management of the Village in the Village of Mount Cuddle Kandui District of North Barito regency. This type of research that is selected is a descriptive study presents qualitative data. Data collected by observation, interview, and documentation. Data Analysis Techniques using Flow Analysis Data Model (Miles and Huberman). Based on the results of field studies, it can be concluded as follows: 1) Implementation Permendagri 113 of 2014 in the village government Kandui has been running but not optimal. That is because still in the stage of deepening of the material and financial management pattern adjustment Kandui village. 2) As for the inhibiting factor is the presence of the current Secretary of the Village while still empty, but this does not interfere significantly. The driving factor is the existence of internal village Treasurer reliable. While external support is mentoring and coaching in financial management BPMDes village of North Barito regency.

Abstract

This thesis research the topic of The Role of Information Commission Central Kalimantan province. Information Commissioner of Central Kalimantan is one of the institutions established by the Regional Independent Regional Head in Central Kalimantan province, has the main function of helping people resolve problems related to Public Information. This research was conducted at the Central Information Commission Kalimantan city of Palangkaraya using descriptive qualitative method. The purpose of this research is to know What is the Role of Information Commission Central Kalimantan in order to help people resolve problems related to public information in Central Kalimantan and the factors that support and hinder the performance of Central Kalimantan Information Commission in carrying out their duties and functions. The results of this study explained that the Information Commissioner of Central Kalimantan as regional institutions to help resolve disputes of public information in the province of Central Kalimantan is already functioning as it should, but not Optimal. Not optimal role of the Information Commissioner of Central Kalimantan which is becoming the main problem is the lack of attention factor Provincial Government of Central Kalimantan on the existence of the Information Commission itself in Central Kalimantan. The lack of attention is evidenced by the lack of budget APBD given to sustainability and the future existence of this institution. The lack of budget to make these institutions less able to move mainly socialize existence for the people of Central Kalimantan.

Abstract

This study aims to explain, describe and analyze patterns of partnership between government, the private sector and civil society in the development of oil palm plantations as well as factors inhibiting and supporting factors. The research method using descriptive qualitative research. Data analysis technique is done through data reduction, data presentation and verification. The results showed that a partnership with a core pattern of plasma and partnership schemes MSA (Management One-Stop), KKPA (Primary Cooperatives Members), IGA (Income Generating Activity).There is a limiting factor and driving force in the partnership. Obstacle factor is lack of knowlegde about partnership and obligations in the course of partnerships at every actor partnership, conflict, limited land, in-consistency of each actor in the partnership, the decline in palm oil prices. The push factor is the regulatory and price.

Abstract

Conflict over land is a problem that can not be ignored and must be addressed because of land conflict is potentially a social conflict in the community, so it takes strategy in the prevention and resolution. In the town of Palangka Raya there is some conflict-prone areas of land that requires serious treatment of the agency having authority in the land secto. The purpose of this study is to describe and analyze the strategies of the National Land Agency in preventing and resolving conflict over land as well as the challenges and success factors in implementing the strategy of prevention and settlement of land disputes. With the research methods descriptive qualitative is to portray the state of the object and the subject under study based on the facts in the field by conducting observation and interview.Based on these results the National Land Agency strategies town of Palangka Raya in preventing conflict over land is by providing counseling / dissemination to the public, control of land administration both juridical and field, provide information quickly and accurately, and to empower them with various programs. As for the completion strategy there are several stages of assessment of conflict-related data juridical and physical data, subsequent handling of the conflict by means of mediation both parties to hold meetings / consensus. And the last is the settlement of land disputes is the final stage of the National Land Agency Palangka Raya city tried to lead with both sides in order to find an agreement towards peace so problems not up to court three times mediation. Of the strategy can be said of the remedies is maximal and can realize a land policy for justice and the welfare of society as there are some issues of land that has been able to be solved by consultation / consensus without having to be brought to court.Expectations of the future National Land Agency of the city of Palangka Raya prioritize prevention compared finish because it would be better if it did not appear the land issue. Then tighten their enforcement in the administration because the administration is mistaken as a double certificate is one of the causes of land conflicts.

Abstract

This study aims to determine the Secretary Of Village performance Cempaka Mulia Barat Village Administration In the Governing Village Cempaka Mulia Barat subdistrict Cempaga District Kotawaringin Timur. The focus of this research study to determine the performance secretary of the village using performance indicators of Anwar Prabu Mangkunegara the quality of work, quantity of work, execution of work and responsibility, as well as factors inhibiting and supporting factors of the performance of the secretary of the village. This research uses descriptive qualitative research method by conducting interviews with the chief, the village secretary, Village Consultative Body, Head of Public Affairs, Head of Government Affairs, Head of Development and Cempaka Mulia Barat Village People. Analysis of data using analytical models Bogdan and Biklen is sifting through the data into units that can be managed, synthesizing the data, search and find data patterns, find important data and learned and decide what can be told to others.
