Abstract

This research aimed to find out the budgeting implementation of regionalofKotawaringin Timur District. Nowadays, the budgeting implementation is not based on the real need, the usage of budget is not communicated well to the unit which has proposed, the implementation is less involved in fund-raising and the area which will become target of activity is not planned clearly and there is no open information, performance target is not clear and irregular and also the plan is not suitable with the needs. In budgeting implementation inKotawaringin Timur District still has many problems so that it has not can created optimal preparation. The problems follow: 1.The lack of professional human resources (about quality and quantity) in regional work unit or suitable with the job. 2.Budgeting of regional work unit has not been effective. The type of this research was qualitative descriptive,the collecting data technique were observation, interview and documentation. The data source of this research was from head of planning of control of regional development, sub-field of programming, sub-field of general and staffing, sub-field of finance and sub-field of report planning.             This result of the research showed that in budgeting of regional development department inKotawaringin Timur District was still slow so that there has not been optimal preparation, Factor support, capability in using online application and computer, inhibiting factor, limit and infrastructure which has not been enough. For the conclusion, Regional Development Department ofKotawaringinTimur District still needs improvement to budgeting for development and implementing the function and evaluation of regional development planning. For the suggestion, Regional Development Department should increase the quality of public service and efficiency and effectiveness of governance and budgeting. It still needs accuracy in budgeting or implementing the function and evaluation of regional development planning.

Abstract

The function of political parties as political socialization is the cornerstone of a progressive democracy as a liaison between the aspirations of the people and the government, where in the functioning of socialization of political parties there are many issues such as political mobilization, money politics and lawlessness by political actors such as corruption and bribery. So that political parties should further strengthen its function as political socialization so as not to misuse for the sake of the progress and welfare of society, and maintain a good political image in the social life of society. This study aims to describe the students' perceptions of the running of the function of the socialization of political parties according to law no. 2 Year 2011. That is to form a patterned attitude and political behavior patterned and systemic so that formed a political culture that supports the basic principles of democratic system. So that descriptive qualitative research that is describe and explain in detail the subject under study in the field by observation and interview. Based on the results of this study the perception of students on the function of political parties as political socialization Palangka Raya City still not balanced Although the delivery of political socialization can still be absorbed and accepted by the community but there are many misuse of the function of political parties as political socialization such as money politics, political promises not fulfilled by political actors because of the individual interests of political actors in a priority, so that the political image according to Perceptions of students that occur in society that the political image is bad, because the function of political parties as political socialization has not been able to answer and realize the aspirations of society and political promises. The future expectation of Political Parties is able to meet the demands of the people's aspirations and promises not just a promise as a ladder for power, so that with the fulfillment of the demands of people's aspirations and campaign promises are fulfilled then the interests between political parties and the community will be balanced.   Kata kunci: persepsi, partai, politik, mahasiswa

Abstract

One of disasters which often happens in dry season in Central Borneo is forest and land fires in areas which is owned by the people, plantation area, HPH area, HTI area and even protected area. Parts of the fire are because of the preparation that is done by the people by using the fire. From the condition, the prevention readiness and control of related parties in avoiding forest and land fires are needed in Central Borneo Province. The research aimed to: 1) to find out the implementation of Local Regulation number 5 in 2003. 2) to find out the obstacles of Forestry Department of Central Borneo Province in implementing The Local Regulation Number 5 in 2003. This research used descriptive qualitative data as the main data source. Data was collected by observation technique, interview and documentation. The technique to analyze the data used Miles and Huberman Model. Based on the result and discussion of the study, it could be drawn the conclusions as follows: 1) The implementation of Local Regulation Number 5 in 2003 has not been effective yet as operational to control forest and land fires because of the lack of infrastructure, the lack of human resources in the field and the lack of budget. 2) The indicator of communication was not run well between Department of Forestry and the people because there was miscommunication. 3) the resources in Department of forestry?s office has run well because there were information staff, authority and facility. 4) there was disposition including insentive and bureaucrat. 5) bureaucrat structures covered SOP and clear fragmentation. Suggestion 1) The related department which control the problem of forest and land fires is expected to work harder and more socialize or do the training practice to the people.

Abstract

Members of the Regional People's Legislative Assembly (DPRD) of Murung Raya Regency as an element of Local Government Organizer have three functions namely, the function of legislation, supervisory function and budget function. Duties and Powers Supervision possessed by the Regional People's Legislative Council of Murung Raya Regency is the authority granted by the Law in supporting the performance of DPRD in overseeing the Performance of Regional Government in implementing Development. The purpose of this study describes the Implementation of the Supervisory Function of the Regional People's Legislative Assembly (DPRD) against the Regional Government in the Development Budget (Studies in Murung Raya Regency). The research method used is data collection technique with descriptive qualitative approach and by way of observation, interview, and documentation. Based on the results of the research and findings in the field, the DPRD members perform the implementation and supervisory function in the development budget field in accordance with their duties and responsibilities and also the DPRD to cooperate with the Public Worker in supervising the development carried out in Saripoi Tanah Siang Selatan Village, Murung Raya Regency. In the implementation of their duties the members of the DPRD have supporting and inhibiting factors in the supervision of the development budget, DPRD Murung Raya is expected to further improve the implementation of the Supervision Function in the Regional Government Development Budget, especially in the District of Murung Raya.

Abstract

This study aims to determine the supervision of the Inspectorate's head on the performance of the Civil State Apparatus in the structural position of the Inspectorate of Central Kalimantan Province. Indicators used in measuring supervision Inspectorate head in this research are: Monitoring, Examination, Guidance and Direction, Discipline Action and Corrective Action.This research was conducted by using qualitative methodology, by conducting interviews to the Chief Inspectorate. The data obtained is then processed by reduction steps, data presentation and conclusion, the number of informants interviewed are 5 persons, 1 (one) Head of Inspectorate, 2 (two) Head of Section in Structural Position and 2 (two) State Civil Apparatus in Structural Position.Based on the results of research on the supervision of Inspectorate's head on the performance of State Civil Apparatus has been running but still not done with the maximum this is caused by every activity or work program is sometimes not submitted by each head of section and in accordance with supervision provisions seen from monitoring, examination, guidance and briefing, Disciplinary action and corrective action. Because basically State Civil Apparatus is the most important Human Resources for orgnanisasi in achieving its goals. In order for the objectives to be achieved then required supervision by the direct leadership.Factors that support and inhibit the supervision of the head of Inpektorat on the performance of the State Civil Apparatus include the supporting factors that is in terms of recording procedures and reporting of work program activities as well as in terms of absence or attendance, inhibiting factors include pakewuh culture, limited time and in terms of aspects of Civil State Apparatus That is character difference.

Abstract

Dalam upaya pelayanan aparatur pemerintah daerah perlu adanya peningkatan SDM (Sumber Daya Manusia) sarana dan prasarana perlu ditingkatkan sehingga bisa memberikan pelayanan yang terbaik dan berkualitas. Dalam hal ini kita ketahui kinerja aparatur pemerintah daerah ini masih banyak yang perlu dibenahi Rendahnya profesionalisme dan kompetensi PNS Masih banyaknya tumpang tindih kewenangan antar instansi, aturan yang tidak sinergis dan tidak relevan dengan perkembangan aktual,dan masalah-masalah lainya. Persoalan reformasi birokrasi, perbaikan pelayanan publik atau good governance (pemerintahan yang baik) selalu dikaitan dengan Pegawai Negeri Sipil (PNS) yang pengelola administrasi negara. Good Governance adalah tata pemerintahan yang baik, bersih dan berwibawa dengan menitikberatkan pemerintah yang bersih (clean government) dan bebas KKN.

Abstract

Penelitian ini dilakukan di Desa Simpang Bangkuang Kecamatan Paku Kabupaten Barito Timur. Tujuan dari penelitian ini adalah untuk mengetahui dan mendeskripsikan bagaimana transparansi pengelolaan Alokasi Dana Desa (ADD) di Desa Simpang Bangkuang Kecamatan Paku Kabupaten Barito Timur. Fokus penelitian dalam penelitian terdiri dari ketersediaan pengumuman kebijakan anggaran, ketersediaan dokumen anggaran dan mudah diakses, ketersediaan laporan pertanggungjawaban yang tepat waktu dan terakomodasinya suara/usulan rakyat. Teknik pengumpulan data dilakukan dengan cara penelitian lapangan yang terdiri dari observasi, wawancara dan dokumentasi, sedangkan informan diambil secara purposive sampling dan accidental sampling. Jenis penelitian yang digunakan adalah deskriptif dan akan di analisa secara kualitatif. Hasil penelitian menujukan bahwa transparansi oleh pemerintah desa dalam pengelolaan Alokasi Dana Desa (ADD) di Desa Simpang Bangkuang Kecamatan Paku Kabupaten Barito Timur sudah terlaksana dengan baik. Hal ini dapat dilihat bagaimana pemerintah desa memenuhi transparansi mulai dari menyediakan pengumuman kebijakan anggaran desa, menyediakan dokumen anggaran dan mudah diakses oleh masyarakat, menyediakan laporan pertanggungjawaban yang tepat waktu dan mengakomodasi suara/usulan masyarakat desa.
