Abstract

ABSTRACT This study is aimed to describe and analyse the strategies of local governments in developing sustainable tourism in Sebangau Subdistrict, Palangka Raya. This research is a qualitative research to obtain a comprehensive and in-depth picture related to the problem and collects primary data from the Culture and Tourism Office of Palangka Raya City, tourist attractions in Sebangau District, and local communities around the Sebangau District tourist area. Data sources are also obtained from secondary data such as archives or library materials that are used as support. Data collection is done using observation, interviews, and documentation. Analysis of research data is carried out through stages which include data reduction, data exposure, and drawing conclusions / verification. The study shows that the strategy of the local government of Palangka Raya in developing sustainable tourism in Sebangau District is carried out on the development of human and natural resources. Human resource development strategies include education development, health development, improving the quality of the poor, and suppressing the rate of population growth. One-way natural resource development strategies include the development of tourism areas that are only carried out in a small area, tourism development is also carried out by not changing the landscape base, as well as the construction of tourist infrastructure in accordance with local identity. Supporting factors for sustainable tourism development strategies are awareness of the local community about the importance of the tourism area. The role of relevant parties who participated in encouraging the development of sustainable tourism. While the inhibiting factors of the strategy for developing sustainable tourism is to provide a deeper understanding of tourism to the community. Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui, Pengaruh Penerapan SAKIP Terhadap Kinerja di Dinas Kesehatan Kabupaten Kediri, melalui Budaya Organisasi. Penelitian ini merupakan penelitian kuantitatif yang menunjukkan hubungan yang bersifat sebab-akibat. Sampel dalam penelitian ini sebanyak 32 aparatur di Lingkungan Dinas Kesehatan Kabupaten Kediri. Teknik pengumpulan data yang digunakan adalah observasi, angket dan dokumentasi. Sedangkan teknik analisis data yang digunakan adalah analisis statistik deskriptif dengan menggunakan persentase, rata-rata, dan standar deviasi serta untuk analisis statistik inferensial menggunakan uji normalitas data, dan analisis jalur (path analysis). Hasil penelitian menunjukkan penerapan SAKIP berpengaruh kepada Kinerja Pegawai di Dinas Kesehatan Kabupaten Kediri dengan nilai variabel 2,170. Penerapan SAKIP juga berpengaruh pada Budaya Organisasi dengan nilai variabel 4,285. Berdasarkan analisis jalur (path analysis) menunjukkan bahwa terdapat Pengaruh Penerapan SAKIP terhadap Kinerja Pegawai Pada Kantor Dinas Kesehatan Kabupaten Kediri dan Budaya Organisasi sebagai variabel intervening. Dari hasil analisa diperoleh tingkat hubungan yang signifikan antara pengaruh penerapan SAKIP terhadap kinerja pegawai pada kantor Dinas Kesehatan Kabupaten Kediri dengan Budaya Organisasi sebagai variabel perantara.   Kata Kunci: Penerapan SAKIP, Kinerja aparatur, Budaya organisasi.

Abstract

  ABSTRAK Hubungan bilateral antara Indonesia dengan Australia kerap mengalami pasang dan surut. Begitu pula pada era Soeharto dan Susilo Bambang Yudhoyono. Jurnal ini ditulis menggunakan metode deskriptif dengan tujuan untuk memberikan penjelasan mengenai perbandingan hubungan bilateral Indonesia dengan Australia pada waktu tertentu, yaitu era kepemimpinan Presiden Soeharto dan Susilo Bambang Yudhoyono. Tidak dapat dikatakan bahwa hubungan antara Indonesia dengan Australia pada era Presiden Soeharto lebih baik dibanding hubungan antara Indonesia dengan Australia pada era Presiden Susilo Bambang Yudhoyono, begitu pula sebaliknya. Meski sempat dipandang baik, namun hubungan bilateral kedua negara pada era Soeharto mulai memudar akibat konflik Timor Timur. Pun pada era Susilo Bambang Yudhoyono, hubungan baik kedua negara pun perlahan memburuk akibat upaya penyadapan oleh pemerintah Australia. Oleh karena itu, tidak dapat dikatakan bahwa salah satu periode lebih baik dari periode lainnya.                                   Kata Kunci : Hubungan Bilateral, Kerjasama, Perbandingan.

Abstract

ABSTRAK Relations or relationships are the result of systematic interactions (series of behaviors) between two or more people that have a reciprocal relationship and influence each other between one individual and another individual. Governance is oriented to the synergic relations (relations) between the government, the private sector and civil society (community) in carrying out good and responsible governance. In other words, the relationship between Regional and Private Governments in the management of tourist destinations shows that there is cooperation/ partnership of stakeholders, namely the government, the private sector and the community. This research method uses descriptive qualitative research. This research uses governance theory from Sumarto. The indicators used include Government indicators as facilitators, Private indicators as providers and service providers and Community indicators as citizens participating in tourism management. This research in the process uses data from observations, interviews and documentation. The results of this study indicate that there is a relationship between the local government, the private sector and the community in managing tourist destinations in Sei Gohong, this can be seen from the interaction of the three stakeholders. The government as a facilitator who facilitates tourism needs, things that have not been met in the provision of tourism services by the government are complemented by the private sector as providers and organizers of tourism services namely accommodation in the form of lodging (villas) and the community in the tourist areas participate by managing Sei Gohong tourism by the Group Tourism Awareness (Pokdarwis). However, the management of these tourist destinations only involves local governments through the Department of Tourism, Culture, Youth and Sports Palangkaraya City together with the community through the Tourism Awareness Group (Pokdarwis) who are directly involved in tourism management in Sei Gohong. While the private sector indirectly as a provider and service provider because of the impact of the presence of tourism.   Keywords: Relations, Governance, Management of Tourism Destinations

Abstract

The Policy of prohibition the burning of land stipulated in the Pulang Pisau District Regulation Number 05 of 2008 aims to prevent and overcome forest and land fires that burning land is one of the causes of environmental damage and can disrupt the activities of surrounding communities. This study aims to describe and analyze the Impact of the Policy on Ban on Land Burning on the Economic Condition of the Community in Mekar Jaya Village, as well as the government's efforts to overcome these problems. With this, the researcher uses Dye's (1981) theory by considering four impacts that need to be analyzed, namely the impact of the policy on the target situation or target group; impact of policies on other situations or groups other than the situation of the target group; impact of policy on current conditions and future conditions; and identity changes in the environment related to efforts to measure government activity. The results showed that after the regulation prohibited the burning of land, considering that Mekar Jaya Village was dominated by the type of agricultural work which was the main driver of the economy, while the people in the village opened the land by burning. Because there is no community that can open land, the eventually employment for farmers become narrowed. because the narrowing of work causes a reduction in people's income. Then the price of rice and vegetables because they had to arrive from outside the region.   Key words: Policy Impact, Conditions Economic

Abstract

The Village Office is one of the places where government tasks take place from the village head and all staff in carrying out administrative activities or activities, namely in the form of work units consisting of complete infrastructure, rooms and jobs to provide services to the community. The research method used is descriptive qualitative method that seeks to describe a social phenomenon naturally which aims to describe the nature of something that is going on in solving problems and data collection techniques by means of observation, interviews and documentation so that the data obtained is arranged systematically. The data analysis technique in this study uses data analysis according to Miles and Huberman.           The results showed that public management in the provision of services at the Pamarunan Village Office was still not optimal. This is because the office has been damaged so it needs the construction of a new office, facilities for office infrastructure are still very minimal, service time is only open until 12 o'clock and also human resources still need to increase capacity. From this, the Pamarunan Village Office is expected to continue to make improvements, both in improving facilities and infrastructure as well as evaluating human resources to continue to improve good services and work in accordance with the established standard of service operations. So that people who receive services can feel satisfied with the service provided by their village equipment. Especially for people who need a one-stop service in this village office to be more optimal to help meet the needs of the village community. Factors supporting public management at the Pamarunan Village Office in providing one-stop services are cooperation between village officials as service providers to provide maximum service, responsiveness from each village apparatus to respond to all community needs and complaints and community awareness especially communities in Pamarunan Village to follow procedures predetermined service. The inhibiting factor of public management at the Pamarunan Village Office was the lack of facilities and infrastructure because only facilities such as one-unit laptops, one-unit computers and printer were printed. This resulted in services being constrained by the incomplete facilities owned by the village office, lack of ability village officials, service time is only open until 12 noon and lacks human resources.  Keywords: Public Management, One-Stop Services, Village Communities

Abstract

Pembangunan memiliki tujuan utama yaitu untuk mensejahterakan masyarakat. Oleh karena itu, pada saat ini pemerintah gencar-gencarnya melakukan pembangunan desa demi mewujudkan kehidupan masyarakat pedesaan yang mandiri, maju, sejahtera dan berkeadilan. Menyangkut masalah pembangunan tak lepas adanya peran masyarakat dalam pelaksanaannya. Karena dengan partisipasi masyarakat inilah pemerintah ikut melibatkan masyarakat dalam setiap kegiatan pembangunan. Berdasarkan analisi data yang dilakukan, diperoleh kesimpulan bahwa dalam partisipasi masyarakat dalam pengambilan keputusan pembangunan desa dilakukan melalui kehadiran rapat, sumbangan pemikiran, diskusi dan tanggapan atau penolakan terhadap program yang ditawarkan yang dapat dikatakan tidak semua masyarakat dapat berpartisipasi. Kemudian terdapat juga faktor pendukung dan penghambat partisipasi masyarakat dalam pengambilan keputusan pembangunan desa.   Kata kunci: Pembangunan, Masyarakat, Partisipasi, Pengambilan keputusan.
