Abstract

Kondisi masyarakat saat ini sangat bergantung dengan kebutuhan sehari-hari terutama kebutuhan perekonomian yang terus berjalan sehingga muncul tindak pidana pencurian yang di manfaatkan sebagai pemenuh kebutuhan teruama pencurian kendaraan bermotor. Curanmor atau pencurian kendaraan bermotor sering terjadi dan banyak terjadi hampir di seluruh lapisan masyarakat maka dalam mencegah hal tersebut satuan binmas melalui bhabinkamtibmas akan memberikan pembinaan dan penyulluhan kepada masyarakat untuk mencegah terjadinya curanmor. Bhabinkamtibmas memiliki peran untuk melakukan pencegahan melalui bimbingan penyuluhan. Namun, dalam satu tahun terakhir terjadi penurunan kasus tersebut namun kasus curanmor adalah kasus tertinggi di antara kasus yang lain dan di setiap tahun merupakan kasus yang paling tinggi di antara kasus yang lain di Polsek Cianjur kota. Dari uraian di atas, penulis tertarik untuk meneliti peran Bhabinkamtibmas dari beberapa rumusan masalah yaitu kemampuan personel Bhabinkamtibmas, pelaksanaan bimbingan penyuluhan, metode yang digunakan Bhabinkamtibmas dan sarana prasarana. Kepustakaan konseptual berisi dua hasil penelitian yang relevan dengan penelitian ini. Teori yang penulis gunakan dalam penelitian ini didasarkan pada teori manajemen, teori aktivitas rutin, konsep Bhabinkamtibmas, konsep Tindak pidana pencurian , dan konsep Tindak pidana pencurian kendaraan bermotor. Pendekatan yang digunakan oleh penulis dalam penelitian ini adalah pendekatan kualitatif dan jenis penelitian adalah studi lapangan. Fokus penelitian pada peran bimbingan penyuluhan Bhabinkamtibmas di Polsek Cianjur kota. Sumber yang digunakan adalah sumber primer dan sekunder. Teknik pengumpulan data yang digunakan pada penelitian ini adalah wawancara, observasi dan studi dokumen. Penulis menggunakan teknik triangulasi dalam menentukan kevalidan data. Teknik analisis data yang digunakan adalah reduksi data, sajian data, dan simpulan. Hasil temuan yang diperoleh oleh penulis selama penelitian adalah personel Bhabinkamtibmas belum semua yang pernah mengikuti dikjur. Anggaran untuk melaksanakan tugas sesuai dengan peran Bhabinkamtibmas tidak ada, sarana dan prasarana yang masih kurang memadai sehingga metode yang digunakan untuk melaksanakan bimbingan penyuluhan tidak maksimal karena masih kurang fasilitas pendukung yang sangat terbatas. Saran penulis adalah menjalin kerjasama dengan masyarakat melalui kepala desa dalam memelihara keamanan dan ketertiban dan Mengadakan kegiatan pelatihan untuk anggota Bhabinkamtibmas Polsek Cianjur Kota agar dapat melaksanakan tugas dan tanggung jawabnya dengan baik serta memiliki dasar dalam pelaksanaan tugasnya sehari-hari.

Abstract

In 2019, based on data obtained from the Ciamis District Police Criminal Unit, the highest crime was theft by weighting with 69 cases. This is certainly very worrying for the people in Ciamis Regency for their safety. This is of course the responsibility of the police, bearing in mind the duties and main functions of the police, namely maintaining security and public order as stipulated in Law No.2 of 2002 concerning the Indonesian National Police. Therefore, the Ciamis Regional Police took a preventive measure in the form of police patrol which was carried out by the Sabhara technical functions. The research, which is located in Ciamis Regency, West Java, aims to describe the implementation of patrols carried out by patrol units in Sabhara Ciamis Police Unit, describe the supporting and inhibiting factors of patrol implementation, and then describe the appropriate patrol method to prevent criminal acts of deterrence by weighting at the Ciamis Police Unit. Ciamis region. This study uses qualitative methods with descriptive research types and uses data triangulation (Moeloeng, 2016: 330). Sources of data owned are primary and secondary data sources and data validity that is data presentation. This study uses management factor theory and intellectual competency theory, as well as new paradigm patrol concepts and weight theft concepts. In its implementation, patrol is implemented less than optimal and there are several supporting and inhibiting factors in the implementation of patrol, this is assessed by the theory used. The conclusion is that the implementation of patrols is not optimal, the inhibiting factor is the competence of members, and the right patrol is the dialogic Patrol method.

Abstract

Penelitian ini dilatarbelakangi oleh munculnya inovasi yang dilakukan oleh Korlantas Polri berupa penggunaan website daftar SIM online Korlantas Polri yang bertujuan untuk memotong birokrasi pembuatan SIM. Disisi lain, sebelum adanya website daftar SIM online Korlantas Polri ini, Satlantas Polres Bogor telah memiliki website daftar SIM online yang diberi nama E-Satpas. Namun pada kenyataannya, website daftar SIM online Korlantas Polri yang merupakan program nasional diminati tidak lebih dari 3% oleh masyarakat Bogor. Melihat kenyataan yang seperti itu, maka dilakukanlah penelitian dengan tujuan untuk menganalisis dan mendeskripsikan efektivitas dan faktor-faktor yang mempengaruhi penggunaan website ini. Penelitian ini dilakukan di Polres Bogor dengan fokus penggunaan website Korlantas. Menggunakan metode kualitatif dengan teknik studi kasus, sumber data primer, sekunder dan tersier, teknik validitas dengan trianggulasi data (Moleong;2006:330). Analisis data yaitu reduksi data, sajian data, penarikan dan penarikan kesimpulan. Dari penelitian yang dilakukan maka ditemukan hasil bahwa website daftar SIM online Korlantas Polri sampai saat ini terkendala di fungsi pengorganisasian dan pengadaan sumber daya, sistem pembayaran yang dilakukan tidak sesuai dengan keadaan yang disanggupi oleh masyarakat. Berdasarkan hasil penelitian, maka peneliti menyarankan untuk dilakukan pelatihan secara berkala kepada seluruh anggota Satpas, pemenuhan penganggaran khususnya dalam DIPA Polres Bogor terkait pemeliharaan dan perawatan website, pemenuhan sarana dan prasarana penunjang kinerja personel dalam penggunaan website, melakukan perbaikan inovasi website daftar SIM online Korlantas Polri agar sistemnya lebih baik dari E-Satpas Polres Bogor, agar meningkatkan sistem pembayaran dengan menggunakan e-wallet, serta bekerja sama dengan radio maupun media cetak untuk melakukan sosialisasi mengenai website daftar SIM online Korlantas Polri.

Abstract

Keamanan lingkungan merupakan aspek yang sangat penting dan dibutuhkan masyarakat dalam melakukan aktivitasnya. Keamanan dan ketertiban masyarakat merupakan salah satu tugas Pokok Polri sebagaimana pasal 13 Undang-undang Nomor 2 Tahun 2002. Namun dalam pelaksanaan tugasnya untuk memelihara keamanan dan ketertiban masyarakat. Adanya dinamika sosial di masyarakat menuntut Polri untuk melakukan tindakan preventif /pencegahan terhadap timbulnya tindak kriminal seperti pencurian kendaraan bermotor.Bhabinkamtibmas merupakan ujung tombak Polri dalam menjalankan fungsi pembinaan dan penyuluhan terhadap masyarakat untuk memberikan pemahaman dan edukasi tentang pentingnya Keamanan dan ketertiban lingkungan. Dalam rangka menekan tindak pidana pencurian kendaraan bermotor roda dua, Polres Ciajur melakukan upaya pembinaan dan penyuluhan masyarakat melalui Bhabinkamtibmas yang ada di jajaran Polsek.Penelitian skripsi ini merupakan penelitian dengan pendekatan kualitatif. Pendekatan kualitatif ialah proses pemahaman suatu permasalahan berdasarkan pandangan informan secara terperinci. Jenis penelitian ialah deskriptif analitis, untuk memberi gambaran secara rinci. Sumber data peneltian ini adalah sumber data primer dan sumber data sekunder. Kemudian, teknik pengumpulan data yang digunakan dalam penulisan skripsi ini adalah observasi, wawancara, dan studi dokumen. Selanjutnya, untuk menguji ketepatan dan keabsahan data dalam penelitian ini menggunakan teknik tringulasi. Teknik analisis data pada penelitian kualitatif ialah reduksi data, sajian data, dan penarikan kesimpulan.Hasil penelitian bahwa kegiatan pembinaan dan penyuluhan masyarakat yang dilaksanakan oleh Polres Cianjur melalui Bhabinkamtibmas dalam mencegah terjadinya tindak pidana pencurian kendaraan bermotor roda dua sudah berjalan sesuai tahapan manajemen, namun masih ditemukan hambatan-hambatan antara lain kurangnya jumlah personel Bhabinkamtibmas dan kualifikasi bidang Binluh dan rendahnya perhatian masyarakat terhadap pentingnya menjaga Kamtibmas di lingkungan stempat. Sehingga perlu optimalisasi dalam pelaksanaan Binluh Bhabinkamtibmas untuk kedepannya.

Abstract

tes Environmental safety is a very important aspect for the community in carrying out its activities. Security and public order is one of the main tasks of the National Police as Article 13 of Law Number 2 of 2002. The existence of social dynamics in the community requires Polri to take preventative or preemptive measures against traffic violators. As the successor to the nation, students are the ones who must be instilled learning especially regarding traffic order and security. Dikmas Lantas is a preventive program carried out by the Traffic Unit Unit for the violation of traffic. This is intended to foster student awareness and as an education not to violate traffic. Therefore, a study was conducted which aimed to find out the picture of student traffic violations, the role of Dikmas then by the Unit in charge, and the factors that influenced Dikmas Lantas. This thesis research is a research with a qualitative approach. A qualitative approach is the process of understanding a problem based on detailed informant views. This type of research is analytical descriptive, to give a detailed description. The sources of this research data are primary data sources and secondary data sources. Then, the data collection techniques used in writing this thesis are observation, interview, and document study. Furthermore, to test the accuracy and accuracy of the data in this study using tringulation techniques. Data analysis techniques in qualitative research are data reduction, data presentation, and drawing conclusions. The results showed that the Dikmas Lantas activities carried out by the Dikyasa Unit in preventing traffic violations had proceeded only that there were a number of obstacles found including the lack of number of Dikyasa Unit personnel according to Perkap No. 23 of 2010 and the implementation of the program which was not evenly distributed to students in Karawang Regency, so there needs to be innovation improvements so that the Dikmas Lantas activities can run better in the future.

Abstract

The background of the problem comes because the cases of environmental pollution in the Karawang region have increased and are relatively high. Not only that, there are other impacts arising from the problem of environmental pollution, namely the existing social problems that require the task of intelligence in providing early detection. This study aims to determine the early detection of the impact caused by the problem of environmental pollution in the Karawang region, whether it is already optimal by Unit II Socio-Economic, factors that influence the optimization of the implementation of early detection and how to optimize it. This study uses a qualitative approach using descriptive analytical data analysis techniques from observations, interviews and document studies conducted. The theoretical basis used in this study is the optimization theory, the theory of the intelligence rotation wheel (RPI), the concept of early detection, the concept of 6M model analysis, the concept of SWOT analysis and the concept of environmental pollution. The results found that the implementation of early detection analyzed from Perkabik No. 1 of 2013 as a whole was not optimal because there were still shortcomings in the implementation of the field from the planning stage to the presentation. Factors that hamper optimization in terms of quantity and quality of human resources, preliminary data used, how to carry out tasks and target tasks of Unit II of the Karawang Police Intelligence Unit. The conclusion of the implementation of the early detection of the Unit II Socio-Economic Intelligence Unit of the Karawang Regional Police on the problem of environmental pollution in the Karawang region as a whole has not been running optimally. Constructive advice includes suggestions to further optimize the quantity and quality of personnel as well as the implementation of tasks in early detection by increasing the competencies and needs of members, completing the organizational structure and organizational position and overseeing the implementation of the duties of members in the field. Abstract

Motorcycle theft has become one of the biggest problems in Garut Regency which has caused anxiety and insecurity in the population. Garut Regional Police has made an attempt to provide security and peace for the society, by doing preventive action such as doing patrol carried out by the Sabhara unit. The goal is to prevent motorcyle theft. Based on data of Garut Regional Criminal Investigation Police, the number of motorcycle theft has significantly increased. The objective of this research is to know how the Sabhara unit in substance operate and the attempt of preventing crime of motorcycle theft in Garut Regency. This research has used qualitative methode, with analyses descriptive type which is intended to be able to give detailed and actual informations, and to able to describe the symptomps, problems and the condition around Garut Regency so that this could help to evaluate in making programmes, plans and decision in the near future. This study refers to Article 28 section (2) and has been regulated in Article 28 section (1) Kabaharkam Regulation Number 1 Year 2017 dated February 16, 2017 which can be used as a reference in making Operational Standards Procedures created by the highest leadership, namely the Police Chief. By doing this study, writer can now analyse with some theories and concepts such as Iceberg Theory where in the fundamental substance shows that the Garut Regency Police Sabhara unit has not yet done the preventive activities for motorcycle theft in Garut Regency. Afterward with the management theory we can learn that the patrol activity is not yet done correctly and in tools of management concept we learn that men that haven't been trained formally yet also became one of the factors of obstacle. Results of this study are to teach and give advice of what could be done better in the future such as how to use time effectively, adjusting places and how to coordinate well between Sabhara unit officer and the people or society in Garut Regency during the patrol activity. And how to collaborate with the Binmas Unit in order to provide a symbol or counseling to the community surrounding about motorcycle theft. Furthermore is about how to optimize reporting through social media to monitor and check the implementation of Patrol. Keyword :Crime Prevention, Patrol Unit, Motorcycle Theft.

Abstract

Ada empat faktor yang menyebabkan terjadinya kecelakaan lalu lintas, yaitu faktor manusia, faktor kendaraan, faktor jalan, dan faktor cuaca. Faktor manusia sebagai penyebab terjadinya kecelakaan dikarenakan oleh kondisi pengendara menjadi penyebab utama kecelakaan, untuk itu dibutuhkan adanya upaya dalam mencegah terjadinya suatu kecelakaan lalu lintas agar angka kecelakaan dapat berkurang. Oleh karena itu penulis tertarik untuk melakukan penelitian dan menuangkan dalam bentuk skripsi dengan permasalahan “Bagaimana peran Dikmas Lantas dalam mengurangi Kecelakaan Lalu Lintas di wilayah hukum Polretabes Bandung?”. Kepustakaan penelitian yang menjadi rujukan adalah hasil penelitian Meivito Bayu W (2014) dari skripsi Meivito diperoleh kesamaan penelitian yaitu tentang lalu lintas dan perbedaan penelitian dalam skripsi ini adalah penulis memfokuskan pada kegiatan peran Dikmas Lantas dalam mengurangi kecelakaan lalu lintas di wilayah hukum Polrestabes Bandung. Sedangkan teori dan konsep yang menjadi landasan berpikir diantaranya teori Manajemen dari George R. Terry, teori Komunikasi dari Eerett M. Roger, dan konsep Ilmu Kepolisian dan konsep Dikmas Lantas dalam Vademikum Lantas (2009). Berdasarkan hasil temuan penelitian dan pembahasan dapat diambil kesimpulan bahwa: pelaksanaan Program Dikmas Lantas Polrestabes Bandung telah melakukan berbagai macam upaya untuk meminimalisir permasalahan tersebut seperti pencegahan pelanggaran dan kecelakaan lalu lintas serta dalam upayanya meningkatkan kesadaran hukum para pengendara kendaraan bermotor melalui kegiatan penyuluhan, pembina upacara, serta operasi rutin dan lain sebagainya. Faktor-faktor yang dapat menghambat optimalisasi Program Dikmas Lantas adalah faktor manusia, anggaran, metode dan sasaran. Sedangkan faktor yang mendukung adalah tersedianya sarana dan prasarana pendukung yang mampu memberikan daya tarik bagi masyarakat kota Bandung dalam mempelajari masalah lalu Iintas seperti tersedianya taman lalu lintas, Kampung Polantas dan monument kecelakaan, serta Terjalinnya kerjasama yang baik dengan stake holder. Adapun sarannya adalah pertu diadakan penambahan personil Unit Dikmas Lantas, Unit Dikmas Lantas harus mempunyai pendidikan S1, serta pernah mengikuti (Dik Bangspes Dikmas Lantas) sehingga pada pelaksanaan penyuluhan Dikmas Lantas lebih Profesional. Mengusulkan anggaran khusus untuk Unit Dikmas Lantas kepada Kapolres pada DIPA Polri sesuai dengan kebutuhan. Kata kunci : Optimalisasi, Dikmas Lantas, kecelakaan lalu lintas, tertib berlalu lintas.

Abstract

Traffic Corps of Indonesian National Police (Korlantas Polri) launched innovation from drive license (SIM) card to become a Smart SIM card. Nowadays, a Smart SIM card embedded with a sophisticated and modern chipset to improve Indonesian National Police public service quality. The advantages of a Smart SIM card are it is connected to Smart SIM application in android smartphone, can store police forensic data, and able to do an electronic money transaction that cooperates with Bank Republik Indonesia (BRI). The problems in this research are, first, how do implementation of Smart SIM to improve public service quality in Polres Purwakarta. Second, what factors impact Smart SIM users on improving public service quality by Polres Purwakarta. The study was conducted at the resident unit of Satlantas Polres Purwakarta and used a qualitative method, which included interviews, observation, and document study. The writer adopts primary, secondary, and tertiary sources then validated with data triangulation. Afterward, using data reduction, data presentation, and concluding on data analysis techniques. Based on the results of the study, Satlantas Polres Purwakarta had issued a Smart SIM card product and sought to implement the Smart SIM excellent program. Although it has not yet run optimally due to obstacles encountered, such as problems in member's skills with Smart SIM technology, difficulty in accessing the Smart SIM application, and electronic money is still on the probational period. People of Purwakarta also have not been able to accept the innovations given because of the habit of citizens who rarely use internet access online. Therefore, the traffic record data cannot be accessed properly by the public, which then causes Purwakarta not be able to use this facility. The writer advises Korlantas Polri to monitor the use of Smart SIM in small areas, especially the West Java Regional Police (Polda Jawa Barat). Primarily for public services to achieve the prime service functions of the police, increase community satisfaction, and public trust.
