Abstract

This study present a case of forest land dispute between Private Forestry Company and Local Community and its resolution processes. The study focus on the strategy options, implemented by interest groups. The strategies include law option (customary law, state law, letter of agreements) and conflict resolution models option (negotiation, mediation, etc). Which strategy implemented by interests groups will determine the results of the resolution process. This study describe which laws, models of resolution, and the results. The local community has chosen the letter of agreement, i.e. the forest land boundary, as the basis of (forest) land claim, while the Private Forestry Company, on the other hand, has chosen the state laws (decrees of forestry ministry). The NGOs has chosen her position as the community representative, while the government (forestry department, provincial government), on the other hand, tended to be the company agent. Neither of the local community and the NGOs or the company has satisfied yet to the result of the conflict resolution.

Abstract

Deforestasi dan degradasi kualitas hutan hujan tropika di Indonesia dimulai tahun 1960 yaitu sejak diperkenalka sistem Tebang Pilih Tanam Indonesia (TPTI) terhadap 64 juta ha hutan produksi dan konversi hutan tropika menjadi lahan non-hutan seluas kurang lebih 30 juta ha. Kebijakan pemerintah atau pengambil keputusan, rencana tataguna hutan, kesalahan manajemen perusahaan hutan produksi oleh perusahaan-perusahaan swasta dan penebangan liar telah memicu kerusakan hutan. Bagaimana cara memberhentikan deforestasi dan degradasi hutan, maka perlu dilakukan strategi khusus untuk memperbaiki kondisi hutan seyogyanya dilakukan pendekatan melalui revisi kebijakan pemerintah, penerapan pengelolaan hutan lestari dan perbaikan kondisi ekonomi masyarakat. Stabilitas dari manfaat hutan hujan tropika di Indonesia tidak bisa dicapai apabila degradasi dan deforestasi hutan hujan tropika tidak bisa diberhentikan.

Abstract

This paper describes the feasibility of small format non-metric aerial photographs (SFNAP) for forestry purposes. The analysis covers evaluation of the stereoscopic vision quality and the use of SFNAP for estimating stand variables such as tree height, crown diameter, crown density and number of trees. The study found that the SFNAPs were feasible to be applied for forestry purposes. Although the marginal information such as fiducial mark and nivo that usually used for determining the principal point and tilt are not available in the SFNAP, the study found that the stereoscopic vision could be made quite easy, and the stand variables could be well measured. Also, even though the SFNAPs were printed using enlargement process (not contact printing), the produced photographs were quite sharp and have good contrast.

Abstract

Studi ini menerangkan bagaimana algoritme-algoritme indeks separabilitas dan akurasi klasifikasi seyogyanya diterapkan secara benar untuk mendeteksi obyek-obyek yang dikehendaki secara optimal. Studi ini menemukan bahwa akurasi Kappa dan kriteria Separabilitas (Transformed Divergence) harus digunakan secara simultan. Evaluasi dengan hanya menggunakan akurasi Kappa saja atau separabilitas saja akan memberikan hasil yang keliru. Algoritme-algoritme yang diterapkan diujicobakan pada data dijital MOS MESSR (Marine Observation Satellite Multispectral Self-Scanning Radiometer) dan Landsat TM (Thematic Mapper) untuk mendeteksi distribusi vegetasi mangrove. Studi ini memperlihatkan bahwa algoritme-algoritme yang diujicobakan pada MESSR dan TM berhasil mendeteksi distribusi mangrove secara baik, dengan akurasi pengguna (user accuracy) dan akurasi pembuat (producer’s accuracy) yang cukup tinggi berkisar antara 55% dan 100%.

Abstract

Water is very vital for the life of human beings, animals and plants. At present, the availability of water which have proper quality, has become a serious problem. This phenomenon can be seen from the data issue by DIALOG Journal which described that 1.2 billion people in the world has no acces anymore to clean water. The important impacts of contamination on clean water are among other things : every hour around 400 children suffer from fever, dysentry and cholera. Among those who suffer from such ailments, 37% are helpless and meet their death. In several places in Java island, problems of lack of clean water have been encountered since several years ago. This article discusses the problem of water supply, especially in Java island.

Abstract

The rate of surface run-off and erosion from the logged over pine forest plantation under tumpangsari system (taungya) management which combine the perrenial plant of one year old pine plantation and different annual crops on two different physical characteristic of catchment areas (Plot A and Plot B) were measured. Surface run-off from Plot A and B were 2 % and 0.3 % of rainfall respectively. The rate of erosion from Plot A and B were 6.7 and 0.9 ton/ha/yr respectively The rate of erosion from Plot A and B were higher than that of the previous pine forest plantation, but they were lower than the rate of tolerable erosion.
