Abstract

This study aims to analyze the policy content of Local Regulation 16/2012. Data are collected through interviews, observation and documentary study. In term of content of policy, the policy has affected the interests of community, transportation operator and the government as regulator. The policy does not offer economic benefits that can be directly accessed, thus community and the operators do not support the implementation. The change envisioned by the policy has large scope, which are not only about the system and infrastructure, but also driving behaviors and mindset about social prestige. Although the Office of transportation is the main site of decision making, there are many programs made politically beyond the formal mechanism. Program implementers consists of Office of Transportation, Office of Roads and Waters, Office of Land Use and Public Works and Office of Local Revenues, thus many overlaps and miss-coordination. The financial resources is insufficiently allocated for the policy. Keywords: Policy Implementation, Public Transportation Arrangement

Abstract

This study aims to formulate the ideal model of restructuring the National Police of Indonesia. The research design is descriptive qualitative, and data collection techniques include in-depth interviews, observation and documentation studies. The results of this study indicate that ideally, Polri organizations are of poor structural function. The structure is slim on Headquarters but strong at the regional level. Functional positions need to be reproduced in Headquarters, to be filled by middle officers with specific expertise. The type of organization needs to be changed from mechanical organization to organic through regional decentralization, so that the National Police of Indonesia is able to respond to problems and change the environment more quickly. Abstract

This study aims to analyze the condition of the existing regional equipment of the Sumedang Regency government. The population of this evaluation activity is all regional apparatus organizations in Sumedang Regency. Respondents in this evaluation are the Team assigned by each government agency in accordance with the level of the organization. The evaluation results show that most organizations are in the composite rating category P4. That is, in terms of structure and process, the organization is considered to be classified as effective, able to accommodate the organization’s internal needs and be able to adapt to the dynamics of changes in the organization’s external environment. However, the structure and process of the organization still has several minor weaknesses that can be addressed immediately if improvements are made through routine actions that are marginal. The SKPD in Sumedang District has met the organizational standardsset by the central government, although in some aspects such as the use of information technology and also the openness of data access in each organization has not been implemented to the full. Abstract

This study aims to answer conceptual and practical questions about how the concept of merit systems in human resource management, and how to design and implement merit systems abroad. The method applied is Systematic Literature Reviews, which is a literature review method that identifies, evaluates, and interprets all findings on a research topic to answer previously determined research questions. It can be concluded that the concept of merit system in human resource management is a system that places employee competency and performance as the main considerations in selection and promotion. Until now, there is no single design of a merit system that is universal, because each country will make adjustments to their respective legal, social andcultural systems. Furthermore, as a relatively new system in Indonesia, the initial dynamics of the implementation of the merit system were still tinged with various technical and political problems at the regional level. Abstract

The purpose of this paper is to better understand and know what are the main tasks and functions of the Civil Service Police Unit, especially the police officers at the district level. As is known together, Satpol PP is an agency in the area that was formed to enforce Regional Regulations and Regulations of the Head of Region, to carry out public order and peace and to protect the community. The position of the district Satpol PP is under the Regent and administratively and operationally responsible to the Regent. In this paper the author will focus on the task of Satpol PP as protection of the community. Each region has different characteristics and experiencesdifferent disaster problems, ranging from floods, landslides, fires, droughts and so on. Disasters can be in the form of disasters caused by humans or because of nature and these events occur almost every year, even in some areas known as flood-subscribed areas. Writing this script is the result of a conceptual study, so the results of this writing are expected to be useful especially for readers so that they understand better what the Satpol is. Instruments for retrieving data are taken from several reference sources, electronic media and direct observations of the results of the author’s experience in the area.
