Abstract

Khalid Fahrudi. One of the main factors that play a role in the realization of Clean Government and Good Government is bureaucracy. This is a demand of the community so that the bureaucracy reforms itself, bureaucratic reform must lead to the satisfaction of bureaucratic services for the community. Referring to the Presidential Regulation of the Republic of Indonesia Number 81 of 2010 concerning the Grand Design of Bureaucratic Reform 2010 – 2025 where the West Kalimantan Provincial Government must be committed to implementing the bureaucratic reform process. The area of change in Human Resource Management is one of the focuses of the West Kalimantan Provincial Government in the implementation of bureaucratic reforms which of course are also carried out by regional work tools, including the Development Administration Bureau as a new work unit that was formed. Therefore, this study is intended to provide an overview of how the implementation of the Implementation of Bureaucratic Reform in the Development Administration Bureau of the Regional Secretariat of West Kalimantan Province, especially in the area of changes in Human Resource Management. This research uses a descriptive method with a qualitative approach. In the process of data collection as well as data triangulation the authors used the method of interviewing with several different groups of informants and documentation methods. The results of this study indicate that the lack of resources and limited authority makes the implementation of programs/implementation activities not optimal. The absence of SOP support means that implementers do not fully understand in detail how to implement good programs/activities, so that the implementation of bureaucratic reforms, especially in the area of human resource management, is on average only able to fulfill 58.8% of indicator.

Abstract

Riau is the area with the highest number of COVID-19 cases, ranking seventh nationally and the highest in Sumatra. This study aims to analyse the quality of information on the Riau Government's COVID-19 website. This study uses a qualitative approach, with data obtained through observation and documentation. The results of this study indicate that the accuracy of the information displayed on the Riau Government's COVID-19 website is doubtful because there are differences in the data displayed. Furthermore, the information on the Riau Government's COVID-19 website is also not updated regularly, so the data is invalid. Although there are no guidelines for the development of the local government's COVID-19 website, the information displayed on the Riau Government's COVID-19 Website is considered relevant according to its purpose, and in general, the type of information displayed is aligned with the National COVID-19 Handling Task Force Website, but not all the content of the information contained on the Riau Government's COVID-19 website is relevant in terms of data appearance according to the features available on the website. In addition, because the data is not updated regularly, the information available on this website is incomplete. This study recommends that the Riau Government manage the COVID-19 website optimally. This can be done by coordinating with all stakeholders so that they have valid information. In addition, the Riau Government must also regularly update data and adjust website features with public data.

Abstract

Procurement of goods/services electronically (e-procurement) is one of the government's efforts to create value for money (maximum value of benefits) through the use of technology. Through Presidential Instruction Number 2 of 2022, the Regional Government is mandated to encourage the acceleration of domestic products and/or products of Micro, Small Enterprises, and Cooperatives in each region to be displayed on E-Purchasing. This study aims to analyze and provide recommendations for the Implementation of Goods and Services Procurement Policy by E-Procurement using the E-Purchasing method in West Kalimantan Province based on West Kalimantan Governor Regulation Number 58 of 2022 concerning Governance of Government Goods/Services Procurement Based on Smart E-Procurement in the Environmental Government of the Province of West Kalimantan. The theory used in this study is the theory of policy implementation according to Charles O'Jones, namely the organization of interpretation and application. The data analysis method used in this qualitative research is descriptive analysis. The results of the study show that the implementation of goods/services procurement policies by e-procurement using the e-purchasing method in West Kalimantan Province has not run optimally. This can be seen from the fact that there are still regional apparatuses who use manual shopping for goods and services, lack of storefronts, many business actors are not used by regional apparatuses, are late in placing orders for goods, server disturbances occur, there are various regulations that are not in line and confuse regional apparatuses. , and Bank Kalbar Virtual Account payments have not been integrated with Mbz. Abstract

In addition to being known through the beauty of its landscape, Banyuwangi Regency is also known as one of the largest gold-producing areas in Indonesia. The gold is none other than the result of mining activities by the private sector which is directly supported by the local government. The gold mine is located on Mount Tumpang Pitu in Sumberagung Village, Pesanggaran District. Mining activities carried out have had various impacts on the surrounding community. One of the impacts that can be seen is the increase in income as well as the welfare of residents around the mine. However, there are also potential risks that are ready to threaten the community itself. Therefore, this research aims to reveal the complexity of the community through the flow of risk in the face of mining activities carried out at Mount Tumpang Pitu through the perspective of the risk community proposed by Ulrich Beck. This research is qualitative research with a phenomenological approach. The results showed that mining in Mount Tumpang Pitu, in addition to benefiting the private sector as mining managers, also contributed to advancing the welfare of the surrounding community. However, on the other hand, some risks have occurred such as mud flooding in coastal areas. This research concludes that mining risk is a boomerang effect of modernity which then leads the community to individual reflectivity. Therefore, it is necessary to increase the prudence of attitudes and actions by all parties involved with mining in Mount Tumpang Pitu.

Abstract

Tourism in Indonesia according to Tourism Law No. 9 of 1990 article 1 (5) is everything related to tourism and related businesses in their fields. The waterfall located in Pongkar Village, Bing District, Karimun Regency has the potential to be developed into a popular tourist spot for both domestic and foreign tourists. One of the main tourism industries that has the potential to be developed and promoted is waterfalls.  The purpose of this study is  to know the Village Government Strategy in the Management of Waterfall Tourism Objects in Pongkar Village, Tebing District, Karimun Regency with management and development theory according to Karyono. The indicators in this study are: tourism development master plan, as a priority for regional development, development of facilities and infrastructure, procurement of administrative personnel, and tourism promotion. This type of research uses qualitative descriptive analysis techniques with 6 informants. The results of the study (1) The master plan for tourism development has not  been realized due to budget shortfalls, (2) As a priority for regional development, there has been no improvement of damaged infrastructure, (3) The construction of facilities and infrastructure has not been adequate due to budget, (4) Procurement of administrative personnel has not been carried out related to the maintenance of tourist attractions, (5) Tourism Promotion has been carried out related to waterfall attractions.The conclusion of the Village Government Strategy in the management of  waterfall tourism objects in Pongkar Village, Tebing District, Karimun Regency by looking at the Village Government Strategy is still not effective, it can be seen from the lack of management and maintenance of Waterfall attractions. There are problems in the implementation of the management of the Waterfall tourist attraction which is still lacking in budget and neglected facilities and infrastructure in the Waterfall tourist attraction.

Abstract

Indonesia's future can be seen from the school's efforts to form, design and manage a system that is in accordance with the increasingly rapid developments of the era. In dealing with these problems, it is necessary for educational institutions to participate in adjusting to these conditions by finding appropriate learning model solutions. A system-independent curriculum that is designed and is still being hotly discussed to become the newest education system combined with Project-Based Learning solutions that have projects that accompany the learning process. This study aims to describe the implementation of Project-Based Learning at SMA Muhammadiyah 4 Surabaya in terms of the independent curriculum and to describe students' creativity in learning Islam through Project-Based Learning. The research method used is a qualitative method with a case study approach. As for the research results obtained, namely the learning model that has been applied has been successful and in accordance with the abilities and expectations of creativity and the independent curriculum because students can accept the application of Project-Based Learning as a learning model that encourages them to increase their creativity in learning according to the independent curriculum. There are recommendations for other researchers, that there are still many solutions to facilitate the learning process. This does not mean that Project-Based Learning is the only solution, but there are many other alternative ways that are even suitable to be applied to develop students' creativity. Recommendations for educators, it is hoped that they can prepare learning models for this learning model in a more well-conceived concept so that students can achieve more optimally.Keywords:Project based Learning, Independent Curriculum, Student Creativity, Islamic Religious Education

Abstract

ABSTRACTHigh demand for blood with insufficient blood supply in fulfilling the blood demand can cause problems in people's lives. Various kinds of diseases and actions that really need blood are, ofcourse, inseparable from the availability of blood which must be sufficient in order to create a society that cares about human values. Indonesian Red Cross (PMI) of Pontianak City as a place where people can donate their blood certainly has an important role in solving the needs for blood and the availability of blood is higher than the need for blood. The purpose of this research is to describe the implementation of blood donation in Pontiankan City by UTD PMI of Pontianak City. In the process of this study, the researcher used the theory of policy implementation by Van Horn and Van Meter, which explained that the successful implementation process was caused by six factors. By using this type of exploratory research method with a qualitative approach, the researcher has conducted field research. The results showed that the implementers understood the contents of the policy and the goals of the blood donation policy, implementation resources were an obstacle in conducting the implementation of the blood donation policy, inadequate outreach was also a factor in not having enough blood at UTD PMI of Pontianak City, and inter-organizational communication needs to be expanded and improved massively so that blood donation can be done in more places. Apart from that issue, there was also the attitude of the implementers who tend to be not optimally implemented the blood donation policy.  Keywords: Blood needs, blood availability, blood donation, implementation of  blood donation.
