Abstract

Dalam rangka mewujudkan Sistem Pertahanan dan Keamanan Laut dalam Pencapaian Visi Poros Maritim Dunia dalam rangka Percepatan dan Penguatan Implementasi Indonesia Sebagai Negara Maritim dan Poros Maritim Dunia diperlukan adanya perencanaan strategis, agar konsepsi visi negara menjadi jelas sehingga akan memudahkan dalam memformulasikan sasaran serta rencana-rencana lain dan dapat mengarahkan sumber-sumber organisasi secara efektif. Sehingga dapat dikatakan bahwa perencanaan strategi dapat menentukan keberhasilan suatu negara. Maka dari itu, tantangan maritim lagi-lagi tidak terlepas dari ketersediaan infrastruktur pertahanan dan keamanan yang disiapkan oleh pemerintah. Selain itu, aspek pembangunan Sumber Daya Manusia (SDM) yang berkaitan dengan pengembangan kesadaran domain maritim dan pembangunan kapasitas lembaga maritim merupakan tuntutan yang mendasar untuk dapat mewujudkan tata kelola maritim yang baik (good maritime governance).Kata kunci: Poros Maritim Dunia, perencanaan strategi, pertahanan dan keamanan laut, tata kelola maritimIn order to realize the Maritime Defense and Security System in Achieving the Vision of the Global Maritime Fulcrum in the framework of Acceleration and Strengthening the Implementation of Indonesia as a Maritime State and the World Maritime Fulcrum a strategic planning is needed, so that the conception of the country's vision becomes clear so that it will be easier to formulate targets and other plans and can direct organizational resources effectively. Abstract

Peningkatan aktivitas perompakan bersenjata dan penculikan di Laut Sulu yang mencakup perairan sekitar Indonesia, Malaysia, dan Filipina telah terjadi sejak 2016 menjadikannya sebagai salah satu perairan berbahaya di dunia. Untuk itu, Indonesia bersama Malaysia dan Filipina melakukan kerja sama Trilateral Maritime Patrol (TMP) Indomalphi dalam rangka menjaga keamanan dan keselamatan maritim sehingga bebas dari gangguan dan ancaman kekerasan, ancaman navigasi, ancaman sumber daya laut, dan ancaman pelanggaran hukum. Penelitian ini membahas efektivitas operasi Trilateral Maritime Patrol di Laut Sulu untuk mengukur efektivitas operasi terhadap penurunan angka pembajakan dan penculikan di Laut Sulu serta menilai efektivitas operasi TMP dalam menjaga keamanan dan keselamatan maritim di Laut Sulu dan sekitarnya. Namun, terdapat tantangan internal yang dihadapi oleh masing-masing Angkatan Laut tiga negara dalam pelaksanaan operasi Trilateral Indomaphi, baik dari sisi anggaran, ketersediaan unsur/alutsista, maupun personel.Kata Kunci: Laut Sulu, Trilateral Maritime Patrol Indomalphi, keamanan maritim.Since 2016, in the Sulu Sea which includes waters around Indonesia, Malaysia and the Philippines, there has been an increase in the activities of armed piracy and kidnappings, making it a Dangerous Waters in the world. So, Indonesia, together with Malaysia and the Philippines, cooperated with Indomalphi Trilateral Maritime Patrol to maintain the security and order of the maritime area so that it is free from harassment and threats of violence, threats of navigation, threats to marine resources, and threats of law violations. This study reveals the effectiveness of Trilateral Maritime Patrol operations in maintaining maritime security in the Sulu Sea. As a result, when measured by decreasing piracy and kidnapping rates in the Sulu Sea. The Trilateral Indomalphi operation was quite effective in maintaining maritime security in the Sulu Sea. However, there are internal challenges faced by each of the Navy's three countries in carrying out Indomalphi's Trilateral operations, both in terms of budget, availability of elements / defense equipment, and personnel.Keywords: Sulu Sea, Indomalphi Trilateral Maritime Patrol, effectiveness, maritime security.

Abstract

Karang Unarang adalah perairan perbatasan Indonesia dan Malaysia yang selama masih disengketakan sehingga perlu dilaksanakan patroli guna terciptanya keamanan. Pemilihan jenis Kapal Patroli untuk melaksanakan operasi di perbatasan ini sangant perlu disesuaikan dengan keadaan hidro-oseonografi dan potensi ancaman yang dihadapi. Penelitian terkait pemilihan jenis kapal patroli yang ditugaskan untuk melaksanakan operasi di perairan Karang Unarang sangat diperlukan. Pengambilan keputusan tentang jenis kapal patroli tidak menempatkan kriteria sebagai suatu hierarki karena ada hubungan saling memengaruhi antarkriteria yang ditentukan. Keterkaitan ini bisa terjadi antar subkriteria yang terdapat di dalam kriteria (Innerdependece) dan keterkaitan antarelemen yang berbeda (outerdependence). Hasil penelitian menggunakan ANP ini didapatkan sesuai dengan apa yang tertera dalam bobot nilai pada data yang menggunakan tools superdecisions sebagai alternatif terbaik terkait jenis kapal patroli yang harus melaksanakan operasi.Kata Kunci: Analytic Network Process (ANP), kapal patroli, operasi perbatasanKarang Unarang is the border of Indonesia and Malaysia waters which has been disputed so that patrols need to be carried out in order to create security. The selection of Patrol Vessels to carry out operations at this border must be adjusted according to the hydro-oceanography situation and the potential threats faced. Research related to the selection of the type of patrol boat assigned to carry out operations in the waters of Unarang Reef is very much needed. Decision making about the type of patrol boat does not place criteria as a hierarchy because there is a relationship of mutual influence between the specified criteria. This linkage can occur between sub-criteria contained in the criteria (Innerdependece) and the linkages between different elements (outerdependence). The results of this study using ANP were obtained in accordance with what was stated in the weighted values in the data using superdecisions tools as the best alternative related to the type of patrol boat that had to carry out operations.Keywords: Analytic Network Process (ANP), patrol boat, border operations

Indonesia sebagai Poros Maritim Dunia (PMD) tidak terlepas dari perkembangan lingkungan strategis yang sangat dinamis. Isu-isu yang berkembang di dalam negeri dan luar negeri yang berkaitan dengan keamanan di laut sangat berpotensi memengaruhi kepentingan Indonesia. Perlu upaya-upaya konkret dalam pemenuhan alat utama sistem terpadu yang ditunjang implementasi dari kebijakan gelar kekuatan laut yang tepat guna menciptakan jaminan keamanan maritim. Dalam Keamanan Maritim Indonesia perlu mengoptimalkan peran dan tugas Bakamla serta penyediaan anggaran yang memadai.Kata kunci: Poros Maritim Dunia, Keamanan Maritim, Indonesia.Indonesia as the Global Maritime Fulcrum (GMF) certainly cannot be separated from the development of a very dynamic strategic environment. Issues are developing at domestic and abroad relating to security at sea have the potential to affect Indonesia's interests. Concrete efforts are needed in the fulfillment of defense equipment which is supported by the implementation of the right sea power degree policy to create maritime security guarantees. Abstract

Operasi Keamanan Laut merupakan salah satu tugas TNI Angkatan Laut dalam menegakkan hukum terhadap pelanggaran-pelanggaran tindak pidana tertentu di laut. Hal ini sesuai dengan Undang-Undang Nomor 34 Tahun 2004 tentang Tentara Nasional Indonesia Pasal 9.b yaitu menegakkan hukum dan menjaga keamanan di wilayah laut yurisdiksi nasional sesuai dengan ketentuan hukum nasional dan hukum internasional yang telah diratifikasi. Pangkalan TNI AL merupakan salah satu bagian dari Sistem Senjata Armada Terpadu (SSAT) yang memiliki kemampuan Operasi Keamanan Laut dalam melaksanakan penegakan hukum di laut. Terbatasnya kemampuan dan jumlah sarana patroli serta personel pengawak yang belum memadai dibandingkan luasnya wilayah kerja Pangkalan TNI AL dan cuaca yang ekstrem menyebabkan belum optimalnya pelaksanaan penegakan hukum di laut. Untuk itu Pangkalan TNI AL menerapkan peran polisionil dalam bentuk operasi keamanan laut terbatas dengan mengoptimalkan dan memberdayakan unsur-unsur patroli yang ada meliputi Kapal Angkatan Laut (KAL) dan Patroli Keamanan Laut (Patkamla). Penelitian yang dilaksanakan di Pangkalan TNI AL oleh peneliti memperoleh dan mengumpulkan data-data mengenai situasi kondisi sarana prasarana dan personel yang digunakan dalam proses pengolahan dan analisis data dengan menggunakan metode campuran (mix methods) Concurent Embeded di mana metode kuantitatif diolah dengan SPSS 25 Statistic dan metode kualitatif diolah dengan NVivo 12 Plus yang dilaksanakan secara bersamaan. Data-data yang digunakan adalah data primer berupa kuisioner dan wawancara sedangkan data sekunder diperoleh dari dokumen TNI AL. Tujuan penelitian ini adalah sebagai rekomendasi bagi TNI AL untuk meningkatkan kemampuan Operasi Keamanan Laut Pangkalan TNI AL dalam rangka penegakan hukum di laut sehingga dapat meningkatkan ketahanan nasional dibidang maritim.Kata kunci: Pangkalan TNI Angkatan Laut, operasi keamanan laut, penegakan hukum di lautMaritime Security Operations is one of the tasks of the Indonesian Navy in upholding law enforcement at sea. This is under the Indonesian Act 34 the year 2004 concerning the Indonesian Armed Forces article 9 b, namely enforcing the law and maintaining security in the territorial sea following the provisions of national and/or international law which have been ratified. The Naval Base is part of the Combined Fleet Weapons System (CFWS) which has the ability to Maritime Security Operations in law enforcement at sea. The limited ability and number of patrol facilities and manned personnel that are inadequate compared to the vast work area of the Naval Base and extreme weather have caused the law enforcement to be suboptimal at sea. For this reason, the Naval Base implements the role of the police in the form of limited maritime security operations by optimizing and empowering existing patrol elements including Naval boats and Maritime Patrols. Research conducted at the Naval Base by researchers obtained and collected data on the situation of the condition of infrastructure and personnel used in data processing and analysis using Concurrent Embedded mix methods where quantitative methods were processed with SPSS 25 Statistics and methods Qualitatively processed with NVivo 12 Plus which is carried out simultaneously. The data are primary in the form of questionnaires and interviews, while secondary data are obtained from Indonesian Navy documents. The purpose of this study is as a recommendation for the Indonesian Navy to improve the ability of the Naval Base Maritime Security Operations in the law enforcement context at sea to enhance national resilience in the maritime field.Keywords: naval base, maritime security operations, law enforcement

Abstract

In order to support the successful implementation of the Indonesian Navy's main tasks, the readiness of the Indonesia warships (KRI), which includes preparedness in the Platform, Sewaco and the capabilities of its personnel, are expected to have high combat readiness. The purpose of this study is to analyze the effectiveness of the use of KRI Parchim class in supporting the Maritime Security operations and develop concepts to increase the KRI readiness of Parchim class. The study was conducted using qualitative methods of data collection techniques through direct interviews with the relevant informants, documentation as supporting data collected as a reinforcement of observation and interview data, data reduction to select and sort basic data in accordance with the research, data verification that has been collected and verified for its correctness. The results of the analysis using the SWOT method with internal and external factors obtained from the interviews, it can be concluded that the KRI Parchim class still needs to be maintained to carry out sea security patrols as seen from the ability of the platform. However, Sewaco is still considered capable and feasible to cover Indonesian waters.Keywords: effectiveness, readiness, Indonesian Navy, operations, marine security

Diplomasi maritim merupakan bagian integral dari diplomasi Indonesia. Fondasi diplomasi maritim Indonesia telah dilaksanakan secara serius. Selanjutnya dirancang langkah-langkah untuk mencapai peningkatan kinerja diplomasi maritim untuk berkontribusi pada fondasi lanjutan untuk Poros Maritim Dunia. Pada jangka menengah, perlu dikuatkan kualitas diplomasi maritim dan diabdikan lebih jauh untuk menciptakan rezim kelautan yang lebih kuat. Diplomasi maritim juga perlu diperkuat dengan semangat bisnis, sehingga dapat berkontribusi mengajak investor dan ahli-ahli untuk membangun konektivitas Indonesia, infrastruktur pelabuhan dan bisnis perkapalan secara umum.Kata Kunci: diplomasi kelautan, diplomasi maritim, poros maritim duniaMaritime diplomacy is an integral part of Indonesian diplomacy. The foundation of Indonesia's maritime diplomacy has been carried out seriously. Abstract

In the past several decade's demands for maritime security has increased in significant numbers as indicated by the growing challenge in the seas, promoting various strategic ways to identify problems and to seek the best solutions to the problems. Negotiating a South China Sea conflict settlement and a political solution, at the top political and military level, was an obvious priority for peace-brokers in the conflict area. A quandary of the first track and official diplomatic efforts have pursued the confidence of the government, claimant states, and regional states to negotiate and implement a conflict-settlement agreement. The limitations of the first-track approach have associated with the hard way and a deadlock in making peace and settling the conflict. On the other side, track two or second-track diplomacy (STRAD) played a minimal role in facilitating the signing of a settlement. It, though, served as a reconciliatory effort at the unofficial level. STRAD made a critical contribution to the formal peace process by providing the unarmed actors with an unofficial opportunity to voice their interests in the conflict. Unofficial STRAD efforts conducted outside the officials served to provide an alternative solution with a platform of interaction and engagement.Keywords: second-track diplomacy (STRAD), maritime security, South China Sea, conflict area.

Abstract

Diplomasi TNI Angkatan Laut dilaksanakan oleh Kapal Perang Republik Indonesia (KRI) dalam bentuk operasi, latihan, dan pendidikan bersama dengan negara sahabat, khususnya di kawasan Asia Tenggara. Penelitian ini menggunakan metode kuantitatif dengan tools Statistical Package for the Social Sciences (SPSS) melalui penyebaran kuesioner secara langsung kepada pelaku yang pernah terlibat di daerah operasi Perairan Natuna Utara dengan tujuan untuk meneliti kemampuan preventive diplomacy TNI Angkatan Laut di Laut Cina Selatan dalam rangka mempertahankan stabilitas kawasan Asia Tenggara. Hasil analisis perhitungan hipotesis menunjukkan koefisien determinasi data preventive diplomacy sebesar 0,654 sehingga memiliki pengaruh yang signifikan terhadap kemampuan TNI Angkatan Laut dalam mempertahankan stabilitas kawasan Asia Tenggara sebesar 64,5%. Penelitian ini mengharapkan agar penggunaan operasi yang dilakukan oleh TNI Angkatatan Laut dapat menciptakan peace making dan peace keeping di Laut Cina Selatan guna meningkatkan pengaruh diplomasi preventif terhadap kemampuan menjaga stabilitas keamanan kawasan Asia Tenggara.    Kata Kunci: diplomasi preventif, Laut Cina Selatan, keamanan Asia Tenggara.Indonesian Naval Diplomacy conducted by the Indonesian Navy Warship (KRI) in the form of operations, training, and education together with friendly countries, especially in the Southeast Asian region. This research uses quantitative methods with Statistical Package for the Social Sciences (SPSS) as a tool through the distribution of questionnaires directly to navy officers who have been involved in the North Natuna Waters operation to examine the ability of the preventive diplomacy in the South China Sea to maintain stability Southeast Asia region. The results of the analysis of the calculation of the hypothesis showed the coefficient of determination of preventive diplomacy data was 0.654 so that it had a significant influence on the ability of the Indonesian Navy to maintain the stability of the Southeast Asian region by 64.5%. This research expects that the use of operations conducted by the Indonesian Navy can create peacemaking and peacekeeping in the South China Sea to increase the effectiveness of preventive diplomacy on the ability to maintain the stability of the security of the Southeast Asian region.   Keywords: preventive diplomacy, South China Sea, Southeast Asia security.

Abstract

Radar pengamatan Integrated Maritime Surveillance System (IMSS) di Selat Sunda berfungsi untuk mempermudah pengawasan keamanan dan keselamatan maritim terhadap kapal-kapal yang melintas di ALKI I, baik pelayaran domestik maupun internasional. Selat Sunda merupakan pintu masuk dan keluar ALKI I dan menjadi salah satu selat strategis dilewati oleh ribuan kapal setiap tahunnya. Selat Sunda juga memiliki Traffic Separation Scheme (TSS) serta merupakan salah satu choke point di perairan Indonesia. Beberapa kecelakaan kapal terjadi di Selat Sunda menjadi masalah yang membutuhkan peralatan monitoring memanfaatkan fungsi radar surveillance IMSS untuk memantau kapal-kapal yang melewati ALKI I guna mengurangi atau menghindari terjadinya kecelakaan laut di Selat Sunda. Metode penelitian menggunakan penelitian kualitatif dengan sumber data berupa observasi, wawancara, dan studi literatur dengan penekanan pada pentingnya keberadaan radar surveillance IMSS untuk melaksanakan pengawasan terhadap ALKI I di Selat Sunda guna menjamin keamanan dan keselamatan, menjaga kedaulatan dan kekayaan maritim, sebagai bentuk tanggung jawab dalam menjaga keamanan dan keselamatan maritim serta mendukung terhadap kebijakan dari Pemerintah Indonesia.Kata Kunci: Radar surveillance, Selat Sunda, ALKI I, TSS.The Integrated Maritime Surveillance System (IMSS) observation radar in the Sunda Strait serves to facilitate the supervision of maritime security and safety of ships passing through IASL I, both domestic and international shippings. The Sunda Strait is the entrance and exit of IASL I and is one of the strategic straits crossed by thousands of ships each year. The Sunda Strait also has a Traffic Separation Scheme (TSS) and is one of the choke points in Indonesian waters. Several ship accidents occurring in the Sunda Strait are a problem that requires monitoring equipment utilizing the IMSS radar surveillance function to monitor ships passing through IASL I to reduce or avoid sea accidents in the Sunda Strait. The research method uses qualitative research with data sources in the form of observations, interviews and literature studies with an emphasis on the importance of the presence of IMSS radar surveillance to carry out surveillance of IASL I in the Sunda Strait to ensure security and safety, safeguarding sovereignty and maritime wealth, as a form of responsibility in maintain maritime security and safety and support the policies of the Government of Indonesia.    Keywords: Radar surveillance, Sunda Strait, IASL I, TSS.
