Abstract

The background of this research is that one of the development steps in Indonesia is the high population level. This study aims to improve the quality of public services, especially at the Surabaya City Population and Population Registration Office for birth certificate services. The method used is the type of research used in this research is quantitative research using survey methods. Results and discussion Overall the quality of service at the Surabaya City Population and Civil Registration Office shows that the difference or gap between customer expectations and employee performance has an average total that is at the medium classification level or the quality of service at the Surabaya City Population and Civil Registration Service is quite good. This means that customer satisfaction in terms of the quality of services provided at the Department of Population and Civil Registration of the City of Surabaya is quite good.

Abstract

In the current era of reform, it demands changes and improvements to better public services. Implementation of Government Administration as stipulated in Law Number 30 of 2014 seeks to improve good governance and prevent the practice of Corruption, Collusion and Nepotism (CCN) which until now often occurs in various elements of government in Indonesia. Kelurahan is one of the smallest institutions in government that needs to improve the public service system, especially in the transparency of public services which are still full of problems to this day. The purpose of this study is to describe transparency in public services in the Padang Bulan Selayang II Medan Village and to find out the obstacles in its implementation. The research method used in this study is descriptive qualitative which explains the phenomenon in depth through data collection. This study uses the theory presented by Kristianten (2006) with indicators of document availability and accessibility, clarity and completeness of information, process openness, and a regulatory framework that guarantees transparency. The results of the study show that Transparency in Public Services in the Padang Bulan Selayang II Medan Village is quite transparent, but of course transparency still needs to be increased.

Abstract

Southeast Aceh District is one of the places for drug trafficking, seeing the development of drug cases in Southeast Aceh The Southeast Aceh District Head issued Qanum No 4 of 2016 as an effort to prevent and deal with drug abuse. This study aims to describe how the Policy for the Prevention of Eradication of Drug Abuse and Illicit Trafficking in Southeast Aceh District is implemented. The data obtained were analyzed using the implementation theory put forward by Van Meter and Van Horn, which includes standards and targets, resources, characteristics of implementing agents, communication, implementor dispositions, and the economic, social, and political environment. The results of this study indicate that the implementation of the Policy in Southeast Aceh District has not gone well.

Abstract

The aim of this research is that the researcher refers to 2 discussions, namely measuring effectiveness and strategy in optimizing QRIS policies, especially in Old Market, Tangerang City. The research method used in this research is a quantitative approach. The data analysis techniques used are 2 types, namely quantitative effectiveness and SWOT data analysis techniques. The Data Analysis Techniques for Measuring Effectiveness include Validity Test, Reliability Test, Normality Test, T Test, and Hypothesis Test. Meanwhile, the SWOT Data Analysis Test is IFAS and EFAS which are the characteristics of SWOT Data Analysis itself. The results of the research show that the effectiveness of the QRIS policy is effectiveness with an overall percentage gain of 71%, while data analysis calculations are used by researchers to optimize the QRIS policy in Pasar Lama Tangerang City, where the optimization is in the form of providing alternative strategies that can be used in optimizing the policy QRIS itself. Providing alternative strategies can be applied as recommendations from researchers to agencies related to QRIS or the Tangerang City Government which have been adjusted to the needs of implementing QRIS policies, so that this research not only assesses or measures in terms of effectiveness but can also provide alternative strategies from researchers to readers. . This research suggestion is intended as information for campus institutions, service institutions and readers as a strategic reference that can be used to strengthen the QRIS policy itself in Old Market Tangerang City.

Abstract

This study aims to find out and analyze how the PTSL program at the Central Aceh District Land Office is running. The research method used a qualitative research method with a descriptive approach. Data collection techniques were carried out by interviews, observation, documentation and literature study. Informants came from the PTSL program implementation team, namely the physical and juridical task force, village committee and the community who participated in program implementation. The results of the study show that there are two problems in implementing the PTSL program in Central Aceh District, namely; first, the slow process of distributing certificates to the public. Second, the community complained about being quoted the cost of preparing for the implementation of the program as an operation in the village. The long implementation of the program was due to a lack of communication and coordination that existed between the implementing committee, namely the village and the Central Aceh District Land Office committee. Meanwhile, the preparation costs quoted from the community were in accordance with applicable regulations, namely a maximum quotation of Rp. 250,000 per plot of land and an additional Rp. 50,000 if there is no basis for land right. There are no other citations outside of the regulations, so there is no indication of extortion in the implementation of the program caused by the leadership of the Head of the Land Office who gave a firm warning to both the office implementing committee and the committee in the village implementing the program.

Abstract

Bureaucratic pathology refers to conditions in which the bureaucracy or public administration system, which is supposed to help and serve the community, actually becomes an obstacle and makes it difficult to provide good service. Bureaucratic pathology is usually characterized by ineffective, inefficient and non-transparent bureaucratic behavior. This study used a descriptive qualitative research method, with key informants namely the Head of the Public Services Section of the Pinang District Office and the people receiving services in Pinang District, Tangerang City. Data collection was carried out by interviews, field notes, documentation studies, and other official documents obtained from informants. The purpose of this study is to reveal the facts and situations that occur regarding the existence of bureaucratic pathology in public services in Pinang District, Tangerang City. The results showed that there was no bureaucratic pathology in public services carried out by the Pinang District Office, Tangerang City, but there were several obstacles that occurred, namely the problem of blanks and the network system (internet) which sometimes had problems. The existence of these obstacles if not overcome will reduce the effectiveness and efficiency of services.

Abstract

This study discusses the leadership style of the village head in conflict resolution. Conflict over land use and ownership is an important point between the community and the company. The root of the conflict that occurred between the community and the company was due to the understanding between the two parties. Based on this, this study aims to find out how the Village Head's Leadership Style in Resolving Conflicts with Plantations in Air Buluh Village, Ipuh District, Mukomuko Regency. This study uses a qualitative approach with descriptive qualitative types. The research location is at the Air Buluh Village Office, Ipuh District, Mukomuko Regency. The research subjects were village heads and informants were village officials, community leaders, companies and the sheltered community. Data collection techniques using observation techniques, interviews and documentation. From the analysis that the author did, it can be concluded that the leadership style of the head of Air Buluh village in resolving conflicts between the community and plantations in Air Buluh Village, Ipuh District, Mukomuko Regency applies a Democratic leadership style. joint decision.

Abstract

Human resource development is applied by every company and government agency as a form of effort from the company to measure the level of ability and expertise possessed by its resources so that its resources have a good level of quality and performance. The purpose of this research is to find out how the application of human resource development so that it will produce high-quality employees, as well as the inhibiting factors. This research uses qualitative research methods. By collecting 4 informants as sources. This research data collection technique is based on data reduction, data presentation, and data conclusions collected based on observations, interviews, and documentation conducted in the field. Based on the results of the study that human resource development as measured by motivation, education and training, career needs, fair treatment in a career, promotion, motivation, and mutation has a big role in improving the quality of human resources owned by the company. The inhibiting factor is that there are still many employees who are lazy to carry out training and unwanted job placements because they are not in accordance with their abilities. While the supporting factors are that the company has provided a special institution that is used to accommodate problems that occur, both external and internal problems, such as the education and training unit (UDIKLAT), P2K3 meetings, management derivative meetings (RTM), quarterly meetings, LKS Bipartik, and tripartite.

Abstract

One of the embodiment of e-government spirit is an SISKOTKLN. Kepahiang is one of the districts in Bengkulu who already used Public Service Information System in SISKOTKLN program. This study aims to analyze Public Service Information System in SISKOTKLN programs in Kepahiang District. The method of this research is descriptive qualitative. Data collection techniques by direct observation, in-depths interviews, and documentation. The results of this study indicate that from the System Quality, Service Quality, User Satisfaction and Net Benefit user used in this study indicates that SISKOTKLN has run well and has achieved its goal that is to make administrative services of the TKI placement properly, quickly, easily and efficiently. The application of SISKOTKLN also has a positive impact on the service and performance of the organization. But for indicator of Information Quality is found that SISKOTKLN is not socialized directly to the community.

Abstract

The decreasing interest in reading books has resulted in books being replaced by digital media. Changes in community behavior in the era of disruption occur because people are more interested in information obtained through online news that is spread on various websites and social media. This study aims to determine community participation in the implementation of the Digital Reading Corner (POCADI) program in Tebing Tinggi City which focuses on community involvement in utilizing the Pocadi program to increase reading interest and digital literacy in Tebing Tinggi City. This research uses descriptive qualitative research methods. Data collection techniques are interviews, observation and documentation. The results obtained using the analysis of the theory of community participation proposed by Cohen and Uphoff show that the Pocadi program still has not shown a positive impact in increasing interest in reading and literacy in the community. Community participation in the Pocadi program has not been carried out optimally at each stage. Especially at the implementation stage, where the community has not fully utilized Pocadi as a reading place that supports an increase in interest in reading and digital literacy in the community.
